Purpose / Origin of the Information Session |
Staff-initiated information session to brief Community Board members on: · Bylaws generally and how Community Boards contribute to bylaw processes. · The Council’s bylaw review schedule for the current local government term. · The review of the Alcohol Restrictions in Public Places Bylaw 2018 |

Background |
· The Local Government Act 2002 and other legislation give councils the power to make bylaws governing specific activities in their districts. · Councils must review bylaws at least once every 10 years (or within five years for new bylaws). The Council has a ten-year timetable that coordinates the reviews to ensure statutory review requirements can be met. · Our Council has 16 bylaws. The following 11 must be reviewed this term: o Alcohol Restrictions in Public Places Bylaw 2018 o Stormwater and Land Drainage Bylaw 2022 o Water Supply and Wastewater Bylaw 2022 o Trade Waste Bylaw 2025 o Marine, River and Lake Facilities Bylaw 2017 o Traffic and Parking Bylaw 2017 o Stock on Roads Bylaw 2017 o General Bylaw 2008 o Brothels (Location and Commercial Sexual Services Signage) Bylaw 2013 o Public Places Bylaw 2018 o Cemeteries Bylaw 2013 and handbook · Bylaws can be amended outside of the review process. However, additional bylaws work such as amendments or the development of new bylaws may be unlikely this term due to the significant workload prompted by statutory review requirements and legislative changes. · New legislation for the Local Water Done Well reforms requires that all water services bylaws are reviewed by August 2027 to ensure they are consistent with the new Act (significantly adding to the review timetable for this term). · Community Boards contribute to the making and reviewing of bylaws by providing local views to the Council through engagement and consultation. |

Key Issues |
· Bylaw reviews must follow a statutory process. · Additional criteria also apply to bylaws for alcohol control purposes. · The review of our alcohol control bylaw – the Alcohol Restrictions in Public Places Bylaw 2018 – is underway. The Board will be briefed on the review of this bylaw and will have an opportunity to provide feedback for staff. |

Next Steps |
· Staff will progress these bylaw reviews and take recommendations to the Policy and Planning Committee. · If the Committee is satisfied with the review and proposed changes, a public consultation process will follow. · Community Boards will have an opportunity to make submissions when consultation on these bylaws is undertaken. · A hearings panel will consider all submissions and make recommendations to the Council on the final form of the bylaw. |

Purpose / Origin of the Information Session |
Provide an update to the board on the latest design for Nor West Arc Section 3 – Aorangi Road (Ilam Road to Brookside Terrace), prior to community engagement. |

Background |
In 2022 the Council approved the design for this section of the Nor’West Arc MCR. After this decision a kerb and channel condition assessment was undertaken in October 2023. The outcome of this assessment being that sections of the kerb and channel on both sides of Aorangi Road required replacement. Along with the planned 3-waters renewals this assessment triggered a review of the previously approved option to identify opportunities to optimise the approved scheme to ensure that it delivered balanced outcomes for all road users and that the proposed works could be incorporated into a ‘dig once’ approach. |

Key Issues |
The proposed solution this option enables the development of a separate cycleway that delivers a consistent level of service to what was previously approved by the Council, while also reducing the impact on on-street parking. The recommended option has 82 carparks (31 additional), 34 tree removals, kerb and channel replacements and sewer and watermain renewals. The proposed solution consists of constructing a 2-way, 3 metre cycleway on the northern side of Aorangi Road, with an 800mm separator between the cycle way and roadway. Under this option, space for the cycleway is achieved by reducing the width of the road by 2 metres, along with the width of the berm on the northern side. Indented parking bays (within the existing berm) are also proposed against the southern kerb. |

Early engagement and Consultation - February 2026 -May 2026 Scheme Approval – July 2026 Detailed Design – July – September 2026 Tender – September- October 2026 Construction – TBD based on Nor West Programme of Construction works.
