Committee Comment 1. Christchurch City Council Officer, Eilidh Hilson and Environment Canterbury Officer, Jack Grinsted, updated the Committee on the Disaster Waste Management work programme. 2. Committee members were interested in the creation of a regional Disaster Waste Management plan that is integrated between all member authorities and can be utilised by Civil Defence Emergency Management. 3. The Committee requested further staff advice regarding the establishment of a regional register of Disaster Waste Management plans, of which holds a Civil Defence Emergency Management lense. |

Committee Comment 1. The Officer Recommendations were Moved by Councillor Peters and Seconded by Councillor Brine which included incorporating a sentence for the purpose of clarification into Recommendation 4. 2. The Committee voted on Recommendations 1 to 5 as a block and when put to the vote were declared carried. Secretarial note: Subsequent to the meeting, Recommendation 2 was edited, maintaining the facts and intention, to read logically as a singular recommendation for the purpose of allowing the recommendation to be considered by each member Council for a final decision. |

Recommends to member Councils that the pro rata contributions to the $112,000 waste minimisation projects contestable fund are updated, based on the 2023 census population data and the Q1 2024 CPI. 3. 1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 At the previous Canterbury Waste Joint Committee meeting on 5 August 2024, the Committee requested further staff advice regarding the establishment of a regional register of Disaster Waste Management plans, which holds a Civil Defence Emergency Management lens.

3. Background/Context Te Horopaki
3.1 The plan aims to set standards, define expectations, and identify critical infrastructure essential for disaster waste management in Canterbury.
3.2 Efforts are ongoing to identify potential sites for emergency and long-term solid waste storage and disposal across the region.
4. Considerations Ngā Whai Whakaaro
4.1 A disaster waste management exercise was conducted in Wellington, focusing on the placement of construction and demolition (C&D) waste, sediment, and contaminated sediment. Volume calculations were also included.
4.2 A University of Canterbury student has completed an assessment of waste types and quantities across the Canterbury region titled “Estimation of disaster waste and debris across the Canterbury region based on susceptibility to three natural hazard event types”. Refer to Attachment A. The next step is to work with each district to refine these volumes and types and develop a default disposal plan.
4.3 A trial workshop is proposed in Kaikōura in the coming months to initiate discussions. Kaikōura was chosen due to its existing engagement with Rūnanga on disaster waste planning.

3. Background/Context Te Horopaki
3.1 The CWJC staff group consists of representatives from the ten council’s waste advisory team members. Staff work together proactively and on reactive actions required in response to government or industry-initiated changes.
3.2 At the previous Canterbury Waste Joint Committee meeting on 5 August 2024, the Committee approved the staff group's recommended option of hiring a 1FTE Position for permanent employment of the Regional Waste Projects Facilitator position to support regional waste management efforts.
4. Considerations Ngā Whai Whakaaro
Regional Waste Projects Facilitator
4.1 The Regional Waste Projects Facilitator role was filled and commenced on 6 January 2025. Since then, the Council Officer has engaged with CWJC staff group and waste working groups, conducted site visits across Canterbury Waste Facilities, prepared the agenda and facilitated the March staff meeting, along with advancing improvements to the Waste Minimisation Grant Application process.
Staff Meeting Working Update
4.2 The last staff meeting was held on 10 March 2025.
4.3 Council Officer, Alec McNeil, Christchurch City Council, was selected as Chair of the CWJC Staff Group for 12 months, with the group to decide the next Chair in March 2026.
4.4 The SmartyGrants software will be implemented for Canterbury Waste Minimisation Grant applications. Already in use for other grants across Christchurch City Council (CCC), the system will be fully integrated into the 2026 application cycle at no additional cost.
4.5 The Committee decided to start developing project briefs for the following initiatives:
4.5.1 Regional Education Message Standardisation and Consistency, to focus on increasing communications and ensuring uniform messaging across the region.
4.5.2 Joint Promotion of Battery Collection Systems, developing communication strategies to enhance public awareness and participation.
4.6 These initiatives are in the early stages, and there are no further updates currently.
WasteMINZ Batteries Working Group Update
4.7 A letter was sent on 4 November 2024 to Hon Penny Simmonds (Minister for the Environment), Hon Brooke Van Velden (Minister for Workplace Relations and Safety), and Hon Chris Bishop (Minister for Infrastructure) to formally highlight the increasing risks associated with battery collection and recycling in New Zealand. The letter requested urgent action to accelerate battery recovery through a mandatory product stewardship programme for small batteries and the development of supporting policies. Refer to Attachment A.
4.8 On 2 December 2024, a response was received from Hon Penny Simmonds (Minister for the Environment), acknowledging the concerns raised, and advised that the recommendations for product stewardship would be taken under consideration when the government decided on the forward waste work programme. Refer to Attachment B.
4.9 The Battery Storage and Collection Guide, first released in 2021, is currently being reviewed to expand its scope beyond large-scale collection sites, to include guidance for home-based collection, small businesses handling limited quantities, and workplace drop-off options.
4.10 A New Zealand map for battery drop-off locations is being expanded to include details on downstream recycling partners, improving transparency regarding the final destination of the batteries.
4.11 A survey will be sent out in March 2025 to Territorial Authorities, waste operators, landfills, Material Recovery Facilities, and Recycling Centres to collect data on battery-related fires. The goal is to gain a clearer understanding of the scale of the issue.

4.12 Information on actions about regional planning for waste management in the event of a disaster is included under a separate agenda item.

1.1 The purpose of this report is to provide an update on regional waste data collection efforts, including the exploration of WOLDS (Waste Operator Licensing and Data System).

3. Background/Context Te Horopaki
3.1 Waste data collection is a critical aspect of effective waste management. Currently, different councils use various systems, leading to inconsistencies in data collection, reporting, and accessibility.
3.2 The WOLDS (Waste Operator Licensing and Data System) is a collaborative project being delivered for the councils of the Bay of Plenty and Waikato regions.
3.3 The project aims to provide a template covering most waste issues regulated at the local level that could be used as needed by the individual councils.
3.4 WOLDS is being explored as a potential regional waste data collection solution for Canterbury.
4. Considerations Ngā Whai Whakaaro
4.1 The attached Eunomia report reviews and assesses the local regulation and collection of data in the Canterbury region.
4.2 The report discusses in detail the current regulatory position for each council in the Canterbury region and the alignment to WOLDS.
4.3 The report identifies further work that needs to be done by councils to improve the data capture and compatibility with WOLDS.
4.4 Staff members are investigating the potential of sharing standard codes across operational systems (e.g., WeighTrax) as an initial step toward improving data consistency across Canterbury.

3. Brief Summary Update
3.1 The resource consent process continues for the new Ōtautahi Christchurch Organics Processing Facility in South Hornby.
3.2 Both the Council and Environment Canterbury (ECan) resource consent applications were lodged in July 2024.
3.3 The land use consent was granted by the Christchurch City Council in October 2024.
3.4 ECan has advised that they will process the application on a Limited Notified basis and are already beyond the statutory processing period for this consent.
3.5 The delay in the processing of the ECan consent has not stopped the progression of the project as design, procurement and building consenting workstreams have continued in parallel.
3.6 Until the ECan resource consent is granted, EcoGas cannot reforecast a start-up date for the facility, but at this stage, it is anticipated to be late 2026 when the new plant starts processing organics.
