Committee Comment ECan staff provided an update to the Committee on the joint erosion and sediment control support being provided in the Port Hills through the Soil Conservation and Revegetation (SCAR) Programme. The Committee inquired whether any of the projects had received additional funding from external sources. ECan staff provided an update on the joint support received by ECan and Christchurch City Council for the Stormwater Superhero Trailer. The Committee noted that in 2023 the Committee had provided $6,000 to the Stormwater Superhero Trailer. The Committee noted the if the Te Tuna Tāone / Urban Eel - action learning programme did not recevie more funding the project would have to be scaled back significantly. The Committee requested that the funding for (b.) Christchurch Envirohub Trust for the Stormwater Superhero Trailer be reduced from $10,000 to $7,500. The Committee requested that funding for (c.) Christchurch Envirohub Trust for Te Tuna Tāone / Urban Eel - action learning programme be increased from $10,000 to $12,500. |

Committee Comment 1. The Committee noted the poor water quality outlined in the Water Quality for Contact Recreation Report 2023/24 (the WQCR Report). 2. The Committee requested a presentation from the authors of the WQCR Report at the CWMZC meeting on the 24 April 2025. 3. The Committee noted the importance of identifying sources of contamination and raising awareness among the rest of the Zone Committees. 4. The Committee requested staff invite the other Zone Committees to a hui at the CWMZ meeting on the 24 April 2025 to discuss the increasingly poor water quality outlined the WQCR Report with the objective of coming up with advice for priority actions for Councils. |

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for Christchurch West Melton Water Management Zone Committee to Elect the Chair and Deputy Chair for 2025, as set out in the Terms of Reference (Attachment A).
1.2 Review and amend, if needed, meeting dates and times and the committee’s preference for either a meeting, workshop, field trip/site visit, or briefing.
2. Officer Recommendations Ngā Tūtohu
That the Christchurch West Melton Water Management Zone Committee:
1. Determines that the Chair and Deputy Chair be appointed by using [System A OR System B] voting as set out later in this report.
2. Elect {Name} as the Chair and {Name} as the Deputy Chair of the Christchurch West Melton Water Management Zone Committee for 2025 in accordance with the Terms of Reference (Attachment A to this report).
3. Report Te Pūrongo
3.1 The Christchurch West Melton Water Management Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009 (CWMS).
3.2 The Committee is a joint committee of Christchurch City Council, and Environment Canterbury.
3.3 The purpose of the Committee is to uphold the mana of the freshwater bodies within their zone by facilitating enduring land and water management solutions that give effect to the Canterbury Water Management Strategy vision, principles, and targets in their zone.
3.4 Committee functions include:
3.4.1 Facilitating community engagement and collaboration.
3.4.2 Facilitating the provision of advice through to councils and others contributing to freshwater management.
3.4.3 Enhancing delivery capability and coalition of the willing – working with stakeholders across all sectors to extend the resources available to implement the CWMS.
3.4.4 Progress annual reporting to the CWMS partners on progress towards delivery of the zone-specific priorities and CWMS target areas identified in the Committee’s Action Plan.
3.5 The purpose and functions of the Committee are fulfilled by preparing a Zone Committee Action Plan to cover a three-year period that focuses on 3 to 5 priorities.
3.6 The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Council’s freedom to deliberate and make decisions.
3.7 The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.
Elections
3.8 Each year, the Committee shall appoint the Chair and Deputy Chair from the membership by simple majority. There is no limit on how long a person can be in either of these positions.
3.9 The current Chair is Oscar Bloom, and the Deputy is Mike Patchett.
3.10 Oscar has clarified his preference to stand down from the position of Chair in 2025. Mike has clarified he is happy to continue in the position of Deputy Chair, if the committee is happy with this and there are no other nominations.
3.11 The election process is included in Attachment B.
Meeting Dates and Times
3.12 The Committee will formally meet at least four times per annum and will hold workshops and host additional community engagement opportunities as required throughout the year. At times, the workload will be substantially higher.
3.13 The Committee can decide on the location of meetings to encourage greater engagement on issues in particular areas.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an update from the Christchurch City Council’s Urban Forest Team on the Ōpāwaho Heathcote River Planting Plan.

1. Receives the information in the Ōpāwaho Heathcote River Planting Plan – update Report.
3. Report Te Pūrongo
3.1 The proposed Ōpāwaho Heathcote River planting plan provides a consistent approach to local volunteer groups giving them proposed planting areas along the river from the Heathcote Estuary to Hoon Hay, with clear guidelines in each area of which plant species and where they should be planted in order to support protection and regeneration of indigenous water species and water quality.
3.2 The proposed approach to developing this plan includes several identified areas for planting based on where there are existing groups to support, and council owned land. In some areas where it would be beneficial to plant where there are not any existing groups. The purpose of this plan is to provide a consistent approach, incorporate requirements from the broader Christchurch Urban Forest Plan, and provide clear guidelines and information to groups wanting to plant in the future.
3.3 Engagement with further audiences beyond those river restoration groups already involved is still being developed and the Urban Forest Team would welcome any feedback on the information that will be shared or any guidance from the Christchurch West Melton Water Zone Committee on who to inform on this plan development.

Community Waterways Partnership – February Newsletter
3.1 Georgina St-John Ives, Community Waterways Advisor, has provided the CWP February Newsletter for the committee. Please find this newsletter attached for the committee’s information as Attachment A in this meeting agenda.
3.2 The CWP actions for 2025 will be looked at by the Steering Group at its next meeting in March.

Local Water Done Well
3.4 On 19 February the Council approved seeking public feedback on three different models for delivering water supply, wastewater and stormwater in the future.
3.5 The options of enhancing the status quo with an in-house delivery model, a water services Council-Controlled Organisation (CCO), and a Two-Waters (water supply and wastewater) Council-Controlled Organisation were evaluated as part of the Local Water Done Well Indicative Business Case (external link).
3.6 Consultation is scheduled to take place in March.

Draft Annual Plan 2025-26
3.8 Councillors have now adopted the Draft Annual Plan 2025/26, which sets out what the Council intends to do over the next 12 months, and how it will pay for it.
3.9 Public feedback on the Draft Annual Plan opens on Wednesday 26 February and runs until 11.59pm on Friday 28 March 2025. For more information and to find out how to have your say, visit letstalk.ccc.govt.nz.
Draft Adaptation Plan for Whakaraupō Lyttelton Harbour and Koukourarata Port Levy
3.10 The draft adaptation was publicly consulted in late 2023. The Banks Peninsula had a briefing on the draft plan The Council will meet on 31 January to consider the feedback received and hear oral submissions.
3.11 The Coastal Hazards Adaptation Plan for Whakaraupō Lyttelton Harbour and Koukourarata Port Levy went to the Council on 31 January 2025.

3.13 At the meeting Councillors heard introductory remarks from staff and oral submissions. The minutes from the meeting aren’t on the Council’s web site yet, but in the recording of the meeting:

Environment Canterbury Updates
3.15 CWMS Action Plan Budget 23/24 – Erosion and sediment control and soil conservation on the Port Hills project – Te Hapū o Ngāti Wheke Inc. The Banks Peninsula and Christchurch West Melton Zone Committees have provided co-funding support ($5K each) to this project through the CWMS Action Plan Budget 2023/24. A meeting has been arranged for mid-March to confirm an approach for advancing this project utilising funding, staff, and resource support from Environment Canterbury’s SCAR (Soil Conservation and Revegetation) Programme confirmed in late 2024. This meeting will include representatives from both the Christchurch West Melton and Banks Peninsula Water Zone Committees.

3.15.2 Murray Griffin, CWMS Facilitator (Environment Canterbury) will provide updates to the committee on how this project is being developed with this support of the SCAR Programme.
