Arapata Reuben and Councillor Byrnes declared an interest in Item 8.

Brynlea Stocks requested that the interest register be updated to show that she no longer works at Environment Canterbury.

Oscar Bloom requested that the interest register be updated to show that he is employed at Environment Canterbury.

8.   CWMS Action Plan Budget 2024/25 – recommendations

 

Committee Comment

ECan staff provided an update to the Committee on the joint erosion and sediment control support being provided in the Port Hills through the Soil Conservation and Revegetation (SCAR) Programme.

The Committee inquired whether any of the projects had received additional funding from external sources.

ECan staff provided an update on the joint support received by ECan and Christchurch City Council for the Stormwater Superhero Trailer.

The Committee noted that in 2023 the Committee had provided $6,000 to the Stormwater Superhero Trailer.

The Committee noted the if the Te Tuna Tāone / Urban Eel - action learning programme did not recevie more funding the project would have to be scaled back significantly.

The Committee requested that the funding for (b.) Christchurch Envirohub Trust for the Stormwater Superhero Trailer be reduced from $10,000 to $7,500.

The Committee requested that funding for (c.) Christchurch Envirohub Trust for Te Tuna Tāone / Urban Eel - action learning programme be increased from $10,000 to $12,500.

1.         Receives the information in the CWMS Action Plan Budget 2024/25 – recommendations Report.

2.         Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:

a.         $15,000 to the Avon Ōtākaro Network for the In River Clean.

b.         $10,000 to the Christchurch Envirohub Trust for the Stormwater Superhero Trailer.

c.         $10,000 to the Christchurch Envirohub Trust for Te Tuna Tāone / Urban Eel - action learning programme.

d.         $10,000 to the EOS Ecology Limited for the Nature Agents education project.

e.         $5,000 to the Summit Road Society for the Horotane Valley project, restoring native bush to the valley catchment.

9.   Committee Updates

 

Committee Comment

1.         The Committee noted the poor water quality outlined in the Water Quality for Contact Recreation Report 2023/24 (the WQCR Report).

2.         The Committee requested a presentation from the authors of the WQCR Report at the CWMZC meeting on the 24 April 2025.

3.         The Committee noted the importance of identifying sources of contamination and raising awareness among the rest of the Zone Committees.

4.         The Committee requested staff invite the other Zone Committees to a hui at the CWMZ meeting on the 24 April 2025 to discuss the increasingly poor water quality outlined the WQCR Report with the objective of coming up with advice for priority actions for Councils.
