1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Banks Peninsula Water Management Zone Committee with an opportunity to discuss and recommend allocations of the CWMS Action Plan Budget 2024-2025 to Environment Canterbury for the Banks Peninsula Zone.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee:
1. Receives the information in the Recommendations for allocation of CWMS Action Plan Budget in Banks Peninsula Zone Report.
2. Recommends that Environment Canterbury approves the expenditure for the following projects to the following entities:
a. $6,720 to Conservation Volunteers NZ for ‘Whaka-ora Pest Project’
b. $3,500 to Environment Canterbury ‘Banks Peninsula pekapeka (longtail bat) survey project 2024-2025’
c. $12,568 to EOS Ecology for ‘Nature Agents – Ngā kaitaunaki taiao’
d. $4,000 to AGLS Faculty Lincoln University for the PhD Project – ‘The potential to use sediment from Wairewa to establish taonga species on Kaitōrete spit and adjacent lands (PhD Project)’
e. $5,712 to Living Springs for ‘Living Springs Enviro-2025’
f. $10,000 to Banks Peninsula Conservation Trust for ‘BPCT Operational Costs’
g. $2,500 to Banks Peninsula Conservation Trust for ‘BPCT Farm Biodiversity Programme’
3. Background
3.1 As part of their Long-Term Plan 2024-2034, Environment Canterbury committed $50,000 per zone for the 2024-25 financial year for the CWMS Zone Committee Action Plan (ZCAP) Budget. The confirmed purpose of the budget is to allow Zone Committees to focus on implementing their action plan and leverage other funding opportunities to achieve the CWMS priorities. The Zone Committee recommends the allocation of the budget and Environment Canterbury then makes the decisions and provides administration.
3.2 The main criteria is that projects recommended have alignment with the Committee’s Action Plan. Other criteria that are considered include: the significance of the problem or opportunity; expected impact of the project; the extent to which the community are likely to be engaged; mahinga kai; value for money; whether the project is feasible, realistic, ready to start; and project management including leadership and financial oversight.
3.3 At the September meeting, the Committee supported a recommendation, and Environment Canterbury approved, $5,000 of the ZCAP budget go towards co-funding a fundraising workshop series. This leaves $45,000 of the ZCAP budget left to be allocated for this financial year.
3.4 At the Committee workshop on 22 October 2024, the Committee shared information about several potential projects that would help the Committee implement their Action Plan and leverage other funding opportunities to achieve the Canterbury Water Management Strategy (CWMS) priorities.
3.5 Copies of the applications were provided, and applicants attended to provide a short presentation on their project and respond to any Committee member questions.

3.1 Progress Update on Review of CWMS Zone Committees
3.1.1 The information-gathering stage of the Canterbury Zone Committee Review 2024 (the review) has now been completed and the focus shifted to the development of advice and options for the future of local freshwater leadership in Canterbury.
3.1.2 On 30 August, the Canterbury Mayoral Forum nominated four Mayors to work with Environment Canterbury’s Chair to workshop what local freshwater leadership the Mayoral Forum will support into the future. The participants are Mayors Mackle (Kaikōura), Bowen (Timaru), Black (Hurunui), and Mauger (Christchurch). Mayor Munro (Mackenzie) also joined the working group.
3.1.3 Also on 30 August, Te Rōpū Tuia agreed to nominate a similar number of mana whenua representatives to participate in these workshops. The representatives are Rik Tainui (Chairperson, Ōnuku Rūnanga) and Dardanelle McLean-Smith (Chairperson, Te Rūnanga o Waihao). Additionally, Environment Canterbury Councillors Korako and Cranwell participate in the working group.
3.1.4 The working group of Mayors, mana whenua representatives and Environment Canterbury’s Chair and Councillors held workshops in late October and early November. These workshops focused on (i) core principles and functions for local freshwater leadership and engagement, and (ii) draft models for achieving these principles and functions. Feedback from the working group will help to refine advice and options for enabling future local leadership and engagement.
3.1.5 Draft advice and potential options are further discussed with staff from different territorial authorities across Canterbury to ensure that their feasibility and practical implications for district and city councils are considered.
3.1.6 Feedback from these workshops and engagements will be used to finalise advice and options. A Zone Committee Review final report will be presented to the Mayoral Forum’s 29 November meeting for their decision. While the nature of this decision will be informed by the working group of Mayors and mana whenua representatives, it will likely include a decision on whether or not the Mayoral Forum continues to support the zone committee structure, and if not, what alternative models should be further explored before decisions in the first half of 2025.
3.1.7 This timing would enable further discussions within individual councils (noting any changes to the zone committee approach will require a decision by each individual council given these are joint committees), and for new structures to be put in place by the start of the 2025/26 year.

3.2 Environment Canterbury Representation Review
The following is from the Environment Canterbury website:
3.2.1 Our Councillors represent different areas of Waitaha/Canterbury; two Councillors for each of the seven constituencies. Ahead of the next local body elections in October 2025, Council is proposing that we retain a largely similar representation arrangement to what is currently in place, with some minor boundary adjustments.
3.2.2 The adjustments:
· Minor boundary adjustments to the Christchurch constituency boundaries to align with the current city ward boundaries
· Altering the boundary of the Christchurch Central/Ōhoko constituency to exclude the Linwood Ward of Christchurch City, and to include the Papanui Ward of Christchurch City
· Altering the boundary of the Christchurch North-East/Ōrei constituency to exclude the Papanui Ward of Christchurch City, and to include the Linwood Ward of Christchurch City.

3.2.4 What happens now:
· The Council’s final proposal is now open for appeals and objections until 25 November 2024. Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person's submission.
· Any person who objects to the final proposal may lodge an objection to the Council’s final proposal. Any objection must identify the matters to which the objection relates. Any appeals or objections to the final proposal will be referred to the Local Government Commission for review.
· The Local Government Commission will also be required to review the Council’s proposal as some constituencies do not meet the population per member requirements set out in the Local Electoral Act 2001.The Local Government Commission will hold hearings, if required, and make its final determination on Council’s representation arrangements by April 2025.

3.3 Banks Peninsula Zone Committee Field Trip to Wairewa/Little River – 10 December 2024
3.3.1 A field trip to Wairewa/Little River is proposed for the 10 December 2024. The purpose will be to see some of the good mahi/work that is being done in the catchment by the Wairewa Mahinga Kai Catchment Group and/or others. The intention is to invite councillors from both councils to attend.
