1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to is for the Christchurch West Melton Water Management Zone Committee to receive reports on projects supported through the CWMS Action Plan Budget 2021 - 2024.

Project Completion Reports to this meeting
3.1 The committee is provided with two project completion reports at this meeting. They are provided as the following attachments for review.
3.2 Attachment A: Dry Bush Gorge Enhancement project – Port Hills Park Trust Board Port Hills Park Trust Board Chair, Alan McDonald, will be at the meeting to provide an overview of this report for the committee.
3.3 Attachment B: Te Tuna Tāone/Urban Eel action learning programme – Christchurch Envirohub Trust. Christchurch Envirohub Trust Manager, Ben Alder, and Project Lead, Jenny Bond, will be at the workshop immediately following this meeting to provide an overview of this project for the committee.

Environment Canterbury Updates
3.1 Applications now open for the Christchurch and Banks Peninsula Biodiversity Fund (Biodiversity Fund) 2024/25.

3.2 We are inviting applications from community groups who have projects that will benefit indigenous biodiversity in Ōtautahi/Christchurch city or Te Pātaka o Rakaihautū/Banks Peninsula. Apply by 5pm, Monday 25 November 2024.
3.3 To apply, your group must be a legal entity with a project that will enhance indigenous biodiversity in either freshwater, coastal or land-based ecosystems. Your project may involve direct action, education/raising awareness, or supporting an organisation that undertakes these actions.
3.4 The fund is supported through the Christchurch and Banks Peninsula Targeted Rate for biodiversity, which was established by Environment Canterbury following consultation on the Long-Term Plan 2024-34.
3.5 Eligible organisations can apply for between $20,000 and $100,000 per project.

CWMS Action Plan Budget 23/24 – Erosion and sediment control and soil conservation on the Port Hills project – Te Hapū o Ngāti Wheke Inc.
3.7 The Banks Peninsula and Christchurch West Melton Zone Committees have provided co-funding support ($5K each) to this project through the CWMS Action Plan Budget 2023/24.
3.8 In September this year the Banks Peninsula Zone Committee gave further thought to how this project could be extended, with representatives from Christchurch West Melton Zone Committee and Whaka-Ora Healthy Harbour also contributing. The committee concluded this project has merit and is a valuable education / extension project for the Port Hills, focused on collating existing information and knowledge to improve landowner efforts in erosion and sediment control (ESC).

3.10 Murray Griffin, interim CWMS Facilitator (Environment Canterbury) and Deputy Chair, Mike Patchett, will provide updates to the committee on how this project can be developed further.
CWMS Zone Committee Review
3.11 Murray Griffin, interim CWMS Facilitator (Environment Canterbury) will provide a verbal update on the CWMS Zone Committee Review. The Canterbury Mayoral Forum, who initiated this review, will receive recommendations for decision at the 28 November Mayoral Forum meeting.

Fund open to protect Christchurch waterways

Projects that aim to improve and protect our urban waterways can apply for funding through the Council’s Community Waterways Partnership Fund.
The $50,000 funding pool is open to community organisations, schools, social enterprises and businesses.
The fund supports the mahi of the Community Waterways Partnership – a collaborative partnership between the Council and community groups, schools, businesses and regional government with guidance in respect of mana whenua.
Head of Three Waters Gavin Hutchison says the Council is proud to support local projects with the fund.
“The fund helps groups enable community implementation of positive stormwater, habitat and water conservation actions and solutions, and this is something we want to deliver to the people of Christchurch to improve our urban waterways.
“We encourage those who meet the requirements to apply for funding, and we’re excited to see the ideas that come forward.”
Previously the fund has supported initiatives to reduce litter and clean Christchurch’s waterways.
A wheelie bin latch trial was funded to stop litter entering local waterways by addressing the issue of storm events toppling bins on collection days (plus people overflowing bins).
A project to engage communities and schools to conduct regular in-river litter clean ups via a small boat and net in the Ōtākaro/Avon River and a campaign to stop litter entering our waterways by regularly picking up five pieces of litter was also funded.
Mr Hutchison says the grant aims to support several projects so encourages applicants to approach other funds that may be more suited to specific proposals.
“The Council provides a wide range of community funds that may be more suitable to some initiatives, so it’s worth looking through these alongside other external funds so all projects can have the best chance at receiving a grant.”
Over 1200 funding options from government, service organisations, corporate and philanthropic trusts are listed online.
Applications to the Community Waterways Partnership Fund can be made from Monday 30 September and will close at midday on Friday 25 October 2024.
