9. Overview of Spring Protection Project - Le Bons Bay |

Siene and Saskia de Vries attended the meeting to discuss their project completed, that was adding to existing fencing to complete protection of springheads and forested streams at their Le Bons Bay property. They received $15,000 during 2021-2022 from the CWMS Action Plan budget for the project.
Siene provided some background information related to the property that they have owned for over 30 years, 25 hectares in the upper catchment of Le Bons Bay. The Committee thanked Siene and Saskia for the great work and protection of the spring, and for presenting the information to them.

10. Christchurch City Council Overview of Waterways and Coastal Areas Monitoring on Banks Peninsula |

Belinda Margetts, Christchurch City Council’s Principal Waterways Ecologist, gave a presentation on Waterbody Ecology Research & Monitoring Programme, Banks Peninsula. Information was provided from various Council reports about water quality and aquatic ecology monitoring, fish passage barriers, Healthy Waterbodies Action Plan, and other work being carried out, e.g. with the Community Waterways Partnership.
Belinda was asked what she thinks the top actions might be. At this stage she thinks they are addressing fish passage barriers, planting/habitats, water quality, and community action.
During discussion the amount of fish barrier remediation budget was queried. This information will be provided to members. Diane Shelander commented that she will share with Belinda a report developed by a previous colleague about the link between community wellbeing and broader environmental health.
Councillor Pham queried the input the Zone Committee could have from this information supplied.
Noted that the Zone Committee can write letters of support and encourage collaboration with agencies. The Committee can also have early input into Annual Plans and Long Term Plans by providing a letter or memo at an early date in the process. For example, November for Annual Plans. Can also allocate CWMS Action Plan Budget.

A presentation from Tina Bayer, ECan will be displayed at a future meeting or workshop of the Committee, relating to an overview of water quality and ecosystem on Banks Peninsula in monitored streams and Te Roto o Wairewa. In the meantime one slide was shown at the meeting relating to State of the Environment monitoring. Discussion was held about the responsibilities of each council for this monitoring.

5. Matters Arising from the Minutes
The discussion from the 17 May meeting about community concerns about Moepuku Reserve forest harvest was raised. Further information about forest harvesting and monitoring had been sought from ECan and CCC and has been provided in writing to the Committee and the community speakers. There was a suggestion of discussing this at a workshop of the Committee, comparing the NES with the Land & Regional Plan.

This included an update about the refresh process for the appointment of new members to be finalised by the end of August 2022, and information prepared by ECan’s Principal Communications and Engagement Advisor about activities relating to the zone.

13. Allocations for CWMS Action Plan Budget 2022-2023 Banks Peninsula Zone |

Current allocations for the Canterbury Water Management Strategy Action Plan Budget for 2022-23 were noted in the report, for projects by the Banks Peninsula Conservation Trust, and a project at a Pigeon Bay property. These were in the amount of $32,500.
Discussion was held about the options. Further information will be made available about biodiversity and bank protection for streams in Wairewa Catchment, and about poplar and willow poles for soil conservation where the land is being grazed by farm animals.

3. Updates from Banks Peninsula Zone Committee Members
Members highlighted events/meetings/issues relevant to the Zone Committee, briefly noted as:
Aurora Smith
· Attended a flood hui at Little River, a complicated issue because of steep hills and various strongly held views in community.
· Talked to Charlie Zimmerman about 2 metres of sediment at the confluence. A floating dredge as in the Avon River has potential to address this.
· Support Wairewa bank stabilisation.
· Liaising with Kim Stanbury about planting on his property that is growing really well and good bank stabilisation work.
· Rāpaki is working on wetland above the culvert, habitat improvement, water storage, flooding mitigation of the marae.
Trudi Smith
· Pigeon Bay presentation in September, the applicants are thrilled to receive funding from the Committee.
· Planting of trees at Living Springs.
George Howden
· Reported a lot of erosion over the last few weeks, number of slips.
· Will attend an upcoming community field day regarding forestry logging in Port Levy.
· Mentioned he may attend on Thursday 18 August, 4pm a talk at the Hilltop Tavern regarding native carbon farming.
Jaleesa Panirau
· Attended a flood hui at Little River, rain is creating flooding, not caused by the lake.
· Whānau day restoration on 7 September – Tāwhaki Halswell Community Hall.
Erana Riddell
· Has participated in a hui facilitated by Chapter Zero re climate change actions. Young people’s voice in this. Recognising how much value of young people.
· Attended a hui regarding aspirations and decisions for Wairewa Marae.
· Lan and Erana attended the LGNZ conference, young elected members address “envision what NZ would look like in 2040”.
Rik Tainui
· ECan continues to support Ōnuku Rūnanga’s water kaupapa. Fencing at the water source is happening. ECan also supports the restoration and planting of Takapūneke. 2000 goats have been culled at Peraki Bay.
· Lan and Rik attended Parliament about the Canterbury Regional Council (Ngāi Tahu Representation) Act bill that empowers Te Rūnanga o Ngāi Tahu to appoint up to two members to the Environment Canterbury Council with full decision-making powers. Selection of those candidates is being worked on.
Lan Pham
· Lan agreed with the highlights with the Bill at Parliament, and attending the LGNZ conference with Erana.
· Local body election time, Lan advised she has made the sad decision not to run again and will relook at other options in the future.
Elisa Knight
· Has worked on the presentation with Siene de Vries that was presented today.
· Attended a wastewater meeting at Birdlings Flat regarding expiring consents for wastewater systems. A majority of residents may have this as a permitted activity.
Gina Waibl
· Reported on a Diamond Harbour project at Sams Gully, native plantings of over 1600 plants, with more to do in future.
· Whaka Ora meetings - amazing activity is happening in Whakaraupō, by trusts, community groups, and individuals. Projects being carried out will be highlighted at a future meeting.
Councillor Pham closed the meeting with a Karakia/Whakamutunga.

1.1 The purpose of this report is for the Committee to have opportunity to engage with a recipient of the CWMS Action Plan Budget 2021-2022 and gain further understanding of the landowner’s further project aspirations.

1. Receive the report from Michelle Smith and Karl Lear.
3. Background
3.1 This project received $10,000 of CWMS Action Plan Budget in 2021-22, following the recommendation of allocation by the Zone Committee. Their project has involved fencing a stream in Pigeon Bay near Wharf Road.
3.2 On behalf of the landowners’ Karl Lear and Michelle Smith, Michelle will present to the Committee about how the project has gone, is going, and also explain what further project work such as trapping, weed control and planting, they would like to undertake. They have requested a further $10,000 from the CWMS Action Plan Budget. This documentation is attached to the CWMS Action Plan Budget agenda paper.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Committee to make recommendations on the allocations of the Canterbury Water Management Strategy (CWMS) Action Plan Budget 2022-2023 Banks Peninsula Zone.

That the Banks Peninsula Water Management Zone Committee:
1. Recommends the following allocations of the CWMS Action Plan Budget 2022-2023 Banks Peninsula Zone
3. Background
3.1 The intention of the Environment Canterbury funding is to help Zone Committees implement their action plans. There is $50K available to allocate. If there is remaining unallocated budget, the Committee can allocate that at September or February meetings.
3.2 The key criteria for the Committee to consider are:
· Does the project reflect the Zone Committee’s action plan?
· Is the project feasible and realistic?
· Is the project ready to go this financial year or would it be worth waiting until the following year(s)?
3.3 Once the Committee has recommended allocations, Shelley Washington enters this information into an administration system and then Cameron Smith (Senior Strategy Manager) at Environment Canterbury makes the decisions. Shelley then prepares grant agreements and undertakes other administrative requirements. The Committee can select a liaison person for each recipient and they and Shelley will continue to liaise with the recipient also.
3.4 All recipients of budget are required to provide a mid-project report and an end project report and give a presentation to the Zone Committee. These requirements are outlined in grant agreements (or internal transfer documents) with each recipient and signed by the recipient and Cameron Smith (Senior Strategy Manager) at Environment Canterbury.
4. Report Te Pūrongo
4.1 The Committee has received eight requests for funding from community projects, thus far. Three of these were considered at the August Banks Peninsula Zone Committee meeting and allocations recommended. These were from the Banks Peninsula Conservation Trust.
4.2 The Committee decided to defer considering the application from Karl Lear and Michelle Smith until the September meeting as that is when these landowners can speak to the Committee (it was postponed from August).
4.3 The remaining five requests, in summary are:
· $10,000.00 Trapping, weed control and planting stream, Pigeon Bay – to the landowners.
· $5,500 Banks Peninsula Pekapeka (longtail bat) survey project. To Zone Delivery at Environment Canterbury on behalf of a collaboration between Banks Peninsula Conservation Trust, QEII Trust, Christchurch City Council, Department of Conservation, and landowners.
· $7,000.00 Opuahou and Hukahuka Turoa Streams biodiversity and bank protection planting maintenance (Stanbury property). To Zone Delivery at Environment Canterbury on behalf of landowner.
· $2,130.00 Biodiversity enhancement planting and fencing Hukahuka Turoa Stream (Martin property). To Zone Delivery at Environment Canterbury on behalf of landowner.
· $1,000.00 Biodiversity enhancement planting Hukahuka Turoa Stream (Rimmell property). To Zone Delivery at Environment Canterbury on behalf of landowner.
· $5,000.00 - $8,000 Potential subsidisation of native and exotic planting for landowners for soil conservation purposes – soil conservation programme trial. This is a proposal by the Banks Peninsula Zone Committee itself, initiated by Gina Waibl.
4.4 Banks Peninsula Conservation Trust has also applied for:
· $10,000 for 2023-2024 and 2024-2025 for operational support
· $5,000 for 2023-2024 and 2024-2025 for farm biodiversity planning and monitoring
· $7,500 for 2023-2024 for feral pig control.
The advice on this from Cameron Smith, Strategy Manager is that the Committee can “in principle” recommend allocation for that year, but not to make a formal recommendation for this allocation until that financial year.

3.1 When the Committee first established its new action plan, the committee allocated a “lead” and helpers for each action. Each team might like to also discuss how they wish to work together.

3.1 Canterbury Water Management Strategy (CWMS) Refresh – process for appointment of Zone Committee members:
· Process is complete.
· Andrea Davis is the new Zone Committee member.
· Ben Manson re-applied and was selected.
4. Recent Events
4.1 Events Committee members attended or aware of to be discussed during Committee “round robin”.
5. UPCOMING EVENTS
5.1 Orton Bradley Park Spring Fair, Sunday 23 October 2022. Unsure whether it is too late to apply to have a community display, but have enquired online.
5.2 Little River Show, Saturday 21 January 2023. We already have a credit for a Zone Committee display at this event as we’d booked in for the previous year, but it was cancelled due to covid.
6. UPDATE ON MATTERS RAISED AT PREVIOUS MEETINGS
6.1 Have contacted Environment Canterbury and Christchurch City Council staff to ask them to discuss with Gina and Trudi whether or not it would be worthwhile to have another meeting/workshop agenda item in relation to Moepuku Peninsula.
6.2 Tina Beyer has agreed to come to the October workshop to speak about Environment Canterbury monitoring results for stream water quality, ecosystem health and Te Roto o Wairewa.
6.3 Biodiversity advice sought and gained from Martin Rutledge and circulated to Committee via email.
6.4 Information on soil erosion and methods for addressing using plants prepared and circulated to Committee via email.

7. FOR YOUR INFORMATION AND INSPIRATION
7.1 The Christchurch West Melton Zone Committee stormwater superhero awareness campaign was shared with Banks Peninsula and in Selwyn District. Shelley can provide an overview of the campaign and the presentation that is available for Committee members to use at a future meeting, if the Committee wishes.
8. Communications report August 2022 – September 2022
8.1 Christchurch City Council has finalised and provided the four Banks Peninsula information sheets they have been preparing for the Committee and Banks Peninsula. These are designed to be simple and residents and landowners are encouraged to contact customer services at each organisation for more specific advice.
8.2 The four brochures are:
8.2.1 Be Fish Friendly (fish passage)
8.2.2 Mahinga Kai
8.2.3 Bank on it (caring for stream and river banks)
8.2.4 Go with the flow (stream flooding)
8.3 They cannot be distributed via the rates invoices as the distribution lists for these don’t match up with Banks Peninsula resident boundaries. They can however be distributed at service centres, to residents and community groups, and at community events. We are awaiting further advice from Christchurch City Council communications staff.
9. Display Materials
9.1 Have followed up with Environment Canterbury communications staff to prepare display materials suitable for a 3x3m gazebo.
9.2 These are to include:
9.2.1 Fabric wall to fit the back wall of the gazebo with a birds eye view map/image of Banks Peninsula with key towns and bays labelled
9.2.2 A side stand with a picture wrapped round it (picture to include Okains Bay and stream)
9.2.3 A Let’s Talk poster – a poster that fits on a sandwich board to invite people to come visit display
9.2.4 A Talk to Us poster listing the topics the Committee is keen to engage with the community about – mahinga kai, climate change, fish passage
9.2.5 Committee bookmarks (these have already been created and shared with Committee, just need to print more)
9.2.6 Banks Peninsula Information Sheets x 4: Be Fish Friendly; Mahinga Kai; Bank on it; and Go with the flow.
9.2.7 Would also be good to have something interactive and fun – an opportunity for Committee members to create something.
9.2.8 Drafts to be shared with Zone Committee members keen to be involved in providing feedback on any changes requested.
9.2.9 An idea of what the products are like is attached (note these are not the actual images that will be used, and they won’t be branded with ECan logos)
9.2.10 Some of this is equipment that Environment Canterbury already owns (which the Committee can use) and some will need to be purchased by Environment Canterbury.
