Councillor Lan Pham opened the meeting with a Karakia Tīmatanga.

Aurora Smith arrived at 4.18pm during Item 9.

Siene and Saskia de Vries attended the meeting to discuss their project completed, that was adding to existing fencing to complete protection of springheads and forested streams at their Le Bons Bay property. They received $15,000 during 2021-2022 from the CWMS Action Plan budget for the project.
Siene provided some background information related to the property that they have owned for over 30 years, 25 hectares in the upper catchment of Le Bons Bay. The Committee thanked Siene and Saskia for the great work and protection of the spring, and for presenting the information to them.

10. Christchurch City Council Overview of Waterways and Coastal Areas Monitoring on Banks Peninsula |

Belinda Margetts, Christchurch City Council’s Principal Waterways Ecologist, gave a presentation on Waterbody Ecology Research & Monitoring Programme, Banks Peninsula. Information was provided from various Council reports about water quality and aquatic ecology monitoring, fish passage barriers, Healthy Waterbodies Action Plan, and other work being carried out, e.g. with the Community Waterways Partnership.
Belinda was asked what she thinks the top actions might be. At this stage she thinks they are addressing fish passage barriers, planting/habitats, water quality, and community action.
During discussion the amount of fish barrier remediation budget was queried. This information will be provided to members. Diane Shelander commented that she will share with Belinda a report developed by a previous colleague about the link between community wellbeing and broader environmental health.
Councillor Pham queried the input the Zone Committee could have from this information supplied.
Noted that the Zone Committee can write letters of support and encourage collaboration with agencies. The Committee can also have early input into Annual Plans and Long Term Plans by providing a letter or memo at an early date in the process. For example, November for Annual Plans. Can also allocate CWMS Action Plan Budget.

A presentation from Tina Bayer, ECan will be displayed at a future meeting or workshop of the Committee, relating to an overview of water quality and ecosystem on Banks Peninsula in monitored streams and Te Roto o Wairewa. In the meantime one slide was shown at the meeting relating to State of the Environment monitoring. Discussion was held about the responsibilities of each council for this monitoring.

4. Confirmation of Previous Minutes

5. Matters Arising from the Minutes
The discussion from the 17 May meeting about community concerns about Moepuku Reserve forest harvest was raised. Further information about forest harvesting and monitoring had been sought from ECan and CCC and has been provided in writing to the Committee and the community speakers. There was a suggestion of discussing this at a workshop of the Committee, comparing the NES with the Land & Regional Plan.

The information provided in Shelley Washington’s Facilitator’s Update report was noted by members. This included an update about the refresh process for the appointment of new members to be finalised by the end of August 2022, and information prepared by ECan’s Principal Communications and Engagement Advisor about activities relating to the zone.

13. Allocations for CWMS Action Plan Budget 2022-2023 Banks Peninsula Zone |

Current allocations for the Canterbury Water Management Strategy Action Plan Budget for 2022-23 were noted in the report, for projects by the Banks Peninsula Conservation Trust, and a project at a Pigeon Bay property. These were in the amount of $32,500.
Discussion was held about the options. Further information will be made available about biodiversity and bank protection for streams in Wairewa Catchment, and about poplar and willow poles for soil conservation where the land is being grazed by farm animals.

Recommends to Environment Canterbury the following allocations of the CWMS Action Plan Budget 2022-2023 Banks Peninsula Zone. 1.1.1 $10K for operational support, Banks Peninsula Conservation Trust. 1.1.2 $5,000 for farm biodiversity planning and monitoring initiative, Banks Peninsula Conservation Trust. 1.1.3 $7,500 for feral pig control, Banks Peninsula Conservation Trust.

3. Updates from Banks Peninsula Zone Committee Members
Members highlighted events/meetings/issues relevant to the Zone Committee, briefly noted as:
Aurora Smith
· Attended a flood hui at Little River, a complicated issue because of steep hills and various strongly held views in community.
· Talked to Charlie Zimmerman about 2 metres of sediment at the confluence. A floating dredge as in the Avon River has potential to address this.
· Support Wairewa bank stabilisation.
· Liaising with Kim Stanbury about planting on his property that is growing really well and good bank stabilisation work.
· Rāpaki is working on wetland above the culvert, habitat improvement, water storage, flooding mitigation of the marae.
Trudi Smith
· Pigeon Bay presentation in September, the applicants are thrilled to receive funding from the Committee.
· Planting of trees at Living Springs.
George Howden
· Reported a lot of erosion over the last few weeks, number of slips.
· Will attend an upcoming community field day regarding forestry logging in Port Levy.
· Mentioned he may attend on Thursday 18 August, 4pm a talk at the Hilltop Tavern regarding native carbon farming.
Jaleesa Panirau
· Attended a flood hui at Little River, rain is creating flooding, not caused by the lake.
· Whānau day restoration on 7 September – Tāwhaki Halswell Community Hall.
Erana Riddell
· Has participated in a hui facilitated by Chapter Zero re climate change actions. Young people’s voice in this. Recognising how much value of young people.
· Attended a hui regarding aspirations and decisions for Wairewa Marae.
· Lan and Erana attended the LGNZ conference, young elected members address “envision what NZ would look like in 2040”.
Rik Tainui
· ECan continues to support Ōnuku Rūnanga’s water kaupapa. Fencing at the water source is happening. ECan also supports the restoration and planting of Takapūneke. 2000 goats have been culled at Peraki Bay.
· Lan and Rik attended Parliament about the Canterbury Regional Council (Ngāi Tahu Representation) Act bill that empowers Te Rūnanga o Ngāi Tahu to appoint up to two members to the Environment Canterbury Council with full decision-making powers. Selection of those candidates is being worked on.
Lan Pham
· Lan agreed with the highlights with the Bill at Parliament, and attending the LGNZ conference with Erana.
· Local body election time, Lan advised she has made the sad decision not to run again and will relook at other options in the future.
Elisa Knight
· Has worked on the presentation with Siene de Vries that was presented today.
· Attended a wastewater meeting at Birdlings Flat regarding expiring consents for wastewater systems. A majority of residents may have this as a permitted activity.
Gina Waibl
· Reported on a Diamond Harbour project at Sams Gully, native plantings of over 1600 plants, with more to do in future.
· Whaka Ora meetings - amazing activity is happening in Whakaraupō, by trusts, community groups, and individuals. Projects being carried out will be highlighted at a future meeting.
Councillor Pham closed the meeting with a Karakia/Whakamutunga.
