1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for Coca Cola Christmas in the Park . The proposed closures are to provide a safe separated space to facilitate access and egress for event attendees and to provide additional capacity for pedestrians due to road environment constraints.
1.2 This report has been written because Coca Cola Christmas in the Park have proposed to close the following roads from 9pm to 11:30pm on Saturday 29 November 2025, with a potential contingency day to be Sunday 30 November 2025:
· Park Terrace from Kilmore Street to Armagh Street
· Rolleston Avenue from Armagh Street to Gloucester Street
· Armagh Street from Park Terrace to Cramner Square
· Armagh Street from Park Terrace to Cramner Square
2. Officer Recommendations Ngā Tūtohu
That the Road Closure Subcommittee:
1. Receives the information in the Proposed Temporary Road Closure for Coca Cola Christmas in the Park Report.
2. Authorises the approval of the temporary road closures for Coca Cola Christmas in the Park, proposed to be deployed from 9pm to 11:30pm on Saturday 29 November 2025, with a contingency day to be Sunday 30 November 2025:
a. Park Terrace from Kilmore Street to Armagh Street
b. Rolleston Avenue from Armagh Street to Gloucester Street
c. Armagh Street from Park Terrace to Cramner Square
d. Armagh Street from Park Terrace to Cramner Square.
3. Background/Context Te Horopaki
3.1 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.
3.2 Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 23 October 2025 with objections closing 30 October 2025.
3.3 There were no objections received by Council, as a result of the public notifications process.
3.4 The Christchurch tram has been in discussions with the event organisers and a plan is in place to facilitate tram movements as needed.
3.5 Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area. The proposed closures for the 2025 event are less than previous years due to a desire to reduce the impact on the surrounding transport at the egress phase of the event and reduce congestion on Victoria Street and Montreal Street. Park Terrace will operate as a one way system for north bound traffic to allow an alternate North bound movement to reduce impacts generated at the end of the event, whilst still providing additional space for pedestrian egress at the Bealey Avenue / Harper Avenue Intersection.
3.6 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

The proposed closures are intended to provide a safe space on road separated from regular road users for the New Brighton Xmas Parade.
1.2 This report has been written because the New Brighton Project have proposed to close the following roads from 9am to 12pm on Sunday 13 December 2025:
· Marine Parade from Lonsdale Street to #225 Marine Parade
· Hawke Street from Marine Parade to Shaw Avenue
· Shaw Avenue from Hawke Street to Seaview Road
· Seaview Road from Shaw Avenue to New Brighton Mall
· Brighton Mall from Seaview Avenue to Beresford Street
· Beresford Street from Oram Avenue to Marine Parade
· Keppel Street entire length
· Howe Street entire length

1.2 This report has been written because Canterbury Triathlon Club have proposed to close the following road from 7:30am to 10:30am on Sunday, 14 December 2025:
