Purpose / Origin of the Information Session

The Community Board chair has requested an information session to discuss the consultation results of the draft Whakatā Christchurch Cemetery development plan prior to considering the decision report.

Background

·    Following Council resolution CNCL/2019/0023, staff prepared a draft development plan which underwent consultation June / July 2025. The draft plan, consultation results, and the proposed amendments to the draft plan are to be discussed at this information session.

·    The draft development plan for Whakatā Cemetery was prepared following extensive engagement with faith and cultural communities, funeral-based stakeholder groups, and the Templeton community over 2019/2020, Attachment B. Amended plan following consultation at Attachment C.

·    Consultation on the draft plan opened on 5 June and ran until 7 July 2025.

·    Feedback was received by five recognised organisations and 46 individuals.

·    Overall, 38% of submitters supported the plan, 22% somewhat supported, 30% did not support and 13% ‘didn’t know’.

·    A full report on the consultation and a summary of submissions is available in Attachment A.

Key Issues

·    The majority of submitters either supported or somewhat supported the plan. Templeton-based residents and organisations were less likely to be supportive of the plans than those living elsewhere.

·    Submissions relating to the proximity of residential property to some proposed cemetery facilities resulted in modifications to the draft plan including removal of proposed pathways adjacent to mutual boundaries, removal of one of the two toilet blocks, placing greater distance between residents and the children’s area and the sexton’s facility. Greater distance between specimen trees near the boundaries was made to emphasise the preservation of views while also providing the additional screening.

Next Steps

·    Part A decision report to be considered by the Community Board

·    Council decision.

·    Detailed design and consenting, including further engagement with adjacent residents.

Purpose / Origin of the Information Session

The purpose of this session is to provide an update on the Plan Change programme with a specific focus on what plan changes are most relevant to the Halswell, Hornby and Riccarton wards. This will include an update on the Council led plan changes for which approval is sought from the Minister as exemptions to the “plan stop” direction. It will also cover the Private Plan Change rezoning requests (and Fast Track applications) within the Community Board’s area.

This information session follows on from other information sessions provided to the previous Council (links to those presentations can be provided upon request).

4.     Hornby Local Area Plan and associated transport programmes

This information session is expected to last for 40 minutes (includes 10 mins questions).

Purpose / Origin of the Information Session

The purpose of this information session is to update the Community Board on progress in developing the Hornby Local Area Plan (LAP) and interrelated major transport projects and programmes.

The first part of the session will cover the first phase of the Hornby LAP project and approach to engagement, including the input, support and direction sought from the Community Board. The second part of the session will focus on three transport programmes: Mass Rapid Transit Route Protection, Public Transport Futures, and NZTA’s SH1 Hornby Access and Development Strategic Transport Plan.

Background

The Community Board have been briefed on the Ōtautahi Christchurch Planning Programme (endorsed by Council in November 2024) and the Greater Christchurch Spatial Plan. Both these documents identify Hornby as a priority area of focus for Council’s future planning and investment.

The proposed ‘turn up and go’ rapid transit service will run along a city spine from Hornby to Belfast, via the central city. The MRT project builds on the goal of increasing patronage from the Public Transport Futures programme.  

NZ Transport Agency is developing a programme of improvements to the state highway network through Hornby and the airport surrounds to manage growth and increased freight movements.

·    Managing growth impacts and demands.

·    Improving the quality of urban environments, specifically neighbourhoods facing the greatest change in terms of density.
