3.6       Due to the assessment of low significance, no further community engagement and consultation is required.

3.7       The 2025-26 Strengthening Communities Fund opened on 1 May 2025 and closed on 30 May 2025.

3.8       A total of 72 applications were received, requesting a total of $1,175,891. Of the 72 applications, nine are multi-year funded projects and three were withdrawn. This leaves 60 applications for the Board to consider for the 2025-26 round at the 14 August 2025 meeting.

3.9       The Waipuna Halswell-Hornby-Riccarton Community Board has a total funding pool of $662,179.

3.10    Staff have recommended a total of $599,492 for the 2025-26 Strengthening Communities Fund (this includes $213,500 of pre-committed multi-year funding), which would result in $62,687 remaining for the 2025-26 Discretionary Response Fund (plus any carry-forward from the 2024-25 year).

3.11    In prior funding rounds the Board approved multi-year funding commitments for 2025/26 to the following organisations:

·   Burnside Rugby Football Club Incorporated - $2,000

·   Christchurch High School Old Boys Rugby Football Club Inc - $2,500

·   Community Development Network Trust - $60,000

·   Halswell Community Project - $46,000

·   Halswell Menzshed Trust - $8,000

·   Oak Development Trust - $50,000

·   Ōtautahi Sports Association Limited - $4,000

·   Social Service Council of the Diocese of Christchurch - $25,000

·   Youth South West Christchurch Trust - $16,000

3.12    Staff have assessed all applications received and made recommendations. Attached is a decision matrix, which includes organisational details, project details, financial information, a staff assessment, and a priority ranking (refer Attachment A). 

3.13    Board Members have been circulated the decision matrix in advance with the opportunity to ask any questions about any of the applications.  The intention is then that staff would provide a response.  There have been 13 questions received regarding specific applications, as well as general questions on two topics.  The questions and responses are attached.  (refer Attachment B)

3.14    The Funding Outcomes and Priorities and Criteria for this fund are also attached (refer Attachment C).

1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is for the Waipuna Halswell-Hornby-Riccarton Community Board to consider allocations for its Board Projects from its 2025-26 Discretionary Response Fund.

1.2       The balance of this fund will be determined by the allocations to the 2025-26 Strengthening Communities Fund.

2.   Officer Recommendations Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Receives the information in the Waipuna Halswell- Hornby- Riccarton Community Board 2025 - 26 Discretionary Response Fund - Board Projects Report.

2.         Notes that the decisions in this report are assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy.

3.         Creates the 2025-26 Waipuna Halswell-Hornby-Riccarton Off the Ground Fund.

4.         Approves an allocation of $3,000 from its 2025-26 Discretionary Response Fund to the 2025-26 Waipuna Halswell-Hornby-Riccarton Off the Ground Fund.

5.         Delegates authority to the Waipuna Halswell-Hornby-Riccarton Community Governance Manager to decide grants up to and including $400 from the 2025-26 Waipuna Halswell-Hornby-Riccarton Off the Ground Fund.

6.         Adopts the eligibility and criteria for the 2025-26 Waipuna Halswell-Hornby-Riccarton Off the Ground Fund as follows: 

a.        Funding may be granted up to a maximum of $400 for any application. 

b.        The project must benefit people living in the Halswell-Hornby-Riccarton wards.  

c.         Applications must be made by one resident, group or organisation, providing contact details, location of the project and a short description of what the project will involve.  Funding will not be considered for projects already undertaken.  

d.        All applications will have to meet the criteria requirements of the Discretionary Response Fund. 

7.         Approves an allocation of $4,000 from its 2025-26 Discretionary Response Fund to the 2025-26 Waipuna Halswell-Hornby-Riccarton Summer with Your Neighbours Fund.

8.         Delegates to the Waipuna Halswell-Hornby-Riccarton Community Governance Manager to decide grants up to and including $200 from the Summer with Your Neighbours Fund. 

9.         Adopts the following application process and criteria for the 2025-26 Waipuna Halswell-Hornby-Riccarton Summer with Your Neighbours Fund grant applications: 

a.        Applications for Summer with Your Neighbours funding for events proposed to be held within the Halswell, Hornby and Riccarton wards can be made between July 2025 and 23 March 2026. Events to be held between 1 October 2025 and 31 March 2026. 

b.        Grants of up to $200 can be made as a contribution towards food items, non-alcoholic drinks and/or invitation costs, with the amount of each grant to be calculated to appropriately reflect the type of event and those attending.

c.         Funding is provided post-event on the production of appropriate receipts. 

10.       Creates the 2025-26 Waipuna Halswell-Hornby-Riccarton Youth Development Fund. 

11.       Approves an allocation of $15,000 from its 2025-26 Discretionary Response Fund to the 2025-26 Waipuna Halswell-Hornby-Riccarton Youth Development Fund. 

12.       Delegates to the Waipuna Halswell-Hornby-Riccarton Community Governance Manager the authority to make decisions on allocations from the 2025–26 Halswell-Hornby-Riccarton Youth Development Fund, where the staff recommendation is up to and including $400.

13.       Adopts the following decision-making process for the allocation of grants from the 2025–26 Waipuna Halswell-Hornby-Riccarton Youth Development Fund where the staff recommended amount exceeds $400:

a.        Application details and staff recommendations to be sent to all Board members via email with a request for a response within two business days. 

b.        The response of at least five members with the same decision (approval, decline or amendment) will constitute the Board decision. 

c.         In the event that less than five members respond within two business days, the Board decision will be taken to be decline. 

14.       Adopts the eligibility and criteria for the 2025-26 Halswell-Hornby-Riccarton Youth Development Fund as follows: 

a.        An application from, or on behalf of a young person(s) aged between 12 and 24 years of age living in the Halswell, Hornby or Riccarton wards.  

b.        The projects applied for will be for the development of personal growth or sporting or cultural representation.  

c.         Individual applicants can receive a maximum of three youth development grants with a limit of one grant in any financial year (July to June). Further applications may be accepted under exceptional circumstances.  

d.        Applicants will be required to provide a report back on their project. 

15.       Requests that all decisions on grants be reported to the Board in Community Board Area Reports.

16.       Allocates $1,500 from its 2025-26 Discretionary Response Fund towards the costs of 2026 ANZAC Day expenses. 

17.       Allocates $4,000 from its 2025-26 Discretionary Response Fund towards the costs of Community Awards 2026.

18.       Allocates $3,000 from its 2025-26 Discretionary Response Fund towards the costs of 2026 Engaging with the Community.  

19.       Allocates $2,000 from its 2025-26 Discretionary Response Fund towards the costs of Community Leadership Opportunities.

3.2       The Community Board has the delegated authority to determine the allocation of the Discretionary Response Fund for each community.

3.2.1   Allocations must be consistent with any policies, standards or criteria adopted by the Council.

3.2.2   The Fund does not cover:

·     Legal challenges or Environment Court challenges against the Council, Council Controlled Organisations, or Community Board decisions

·     Projects or initiatives that change the scope of a Council project or that will lead to ongoing operational costs to the Council (though Community Boards can recommend to the Council that it consider a grant for this purpose).
