2.     Burwood & Mairehau Intersection Improvement - Pre-consultation Information Session

This information session is expected to last for 20 minutes.

Purpose / Origin of the Information Session

The purpose of this session is to inform the Waitai Coastal–Burwood–Linwood Community Board of the upcoming consultation to improve the Burwood and Mairehau intersection.

Background

Plans to upgrade this intersection have been progressing for some time, acknowledging its significance in facilitating access to the surrounding residential areas and Burwood Hospital.

Previous investigations have been undertaken to identify the cause and effect that the opening of the Christchurch Northern Corridor and surrounding residential developments have had on traffic volumes within the surrounding area.

Collectively, these investigations have contributed to the assumption that upgrading of the Burwood/Mairehau intersection will be necessary at some point to cater for increased traffic volumes.

Key Issues

The following issues at the intersection have been taken into consideration in both scheme design options for consultation:

·    Pedestrian access to nearby facilities

·    Safety for vulnerable road users, including early engagement with Burwood Spinal Unit. Mid-block crossing proposed outside hospital entrance.

·    Traffic flow, including turning radius for large vehicles

·    Road corridor constraints and parking

·    Utilities (Undergrounding overhead power lines if signalisation is preferred).

·    PT, early engagement with Ecan (concerns around speed humps & turning radius at the intersection)

The two options being consulted on include:

1.    Signalised intersection

2.    Upgrading the roundabout with raised platforms on the approaches

Next Steps

·    Consultation with the public is planned start Friday 6 June and run for 3 weeks

·    Community Board approval of a preferred option in September 2025

3.     Local Cycle Network - Eastern Outer Orbital Feedback on the Recommended Scheme Option

This workshop is expected to last for 45 minutes.

Purpose / Origin of the Workshop

To present a plan of potential high level options to the Community Board, and for the members to provide feedback ahead of more detailed scheme design taking place.

 

Background

·    The project scope is to develop a cycle route (delivering a Local Cycleway Level of Service) across the eastern section of the Outer Orbital Cycle Route.

·    A local cycleway level of service refers to developing local cycle routes by reallocating existing road space for bicycle users through approaches such as signage and line marking. It is anticipated that this type of cycle facility may not appeal to everyone, with the target audience being the ‘enthused and confident’ user group.

·    The Eastern Outer Orbital (EOO) route will connect many of the residential suburbs, the key shopping malls and major educational locations. It will provide for and prioritise the inter-suburban and city-wide cycle use, as well as for local intra-suburb cycle use, but also recognise the current recreational cycle use.

·    The preferred route was identified based on a Multi-Criteria Analysis assessment and identifying opportunities to link to the existing cycleway network. Specifically to the Bridge Street/Estuary Road roundabout in the south, and the Rookwood/Bower Avenue roundabout in the north.

·    It is intended that the route between these links will fill in gaps in the existing cycle network and cater to both local cycle trips and people travelling further across the city’s eastern outer suburbs.

·    The project will also provide cycling connections for students, particularly closer to the new Orua Paeroa campus on QE II Park that houses Avonside Girls High School and Shirley Boys High School.

Key Issues

·    Staff have explored ways to in which the Eastern Outer Orbital could be developed to deliver a local route with the targeted level of service with the available funds.

·    Due to the project's length (3.5km), there are specific challenges on some sections of the route that influence the feasibility of being able to deliver a cycle facility that provides the desired level of service without adversely impacting parking or the function of the road network. These are shown in Attachment A

·    It is likely that the development of each section of the Eastern Outer Orbital cycle route will require making compromises between the amount of on-street parking available, and the ability to provide a cycle facility that delivers the desired level of service.

·    The budget for this project is limited, so it is key to ensure any proposals can be delivered within the project budget

·    Staff would like feedback from the Community Board on what compromises are acceptable in each location

Next Steps

·    Development of a scheme design

·    This will be presented to the Community Board ahead of progressing to consultation.

Purpose / Origin of the Information Session

The purpose of this report is to present the findings of the Crime Prevention Through Environmental Design (CPTED) assessment for Rawhiti Domain and Thomson Park to elected members. The session will provide an overview of the assessment process, share key recommendations, and outline proposed next steps. Staff and the CPTED report author will lead the presentation, with community groups who contributed to the process also invited to attend and observe.

 

Background

In late 2024, the Waitai Community Board met on-site at Rawhiti Domain to address safety concerns and discuss the condition of the nature playground, which had previously been owned and managed by the community. The playground has since been handed over to Council for ongoing management. Following this meeting, the Board requested a Crime Prevention Through Environmental Design (CPTED) assessment of Rawhiti Domain and Thomson Park. Funding for the assessment was approved through the Better Off Fund, specifically tagged to improving safety in the New Brighton area.

Community input was gathered early in the CPTED process through a meeting with key stakeholders who regularly use the park. The CPTED report has now been completed, please refer to Attachment A for the report. Since its completion, Council staff have reviewed the report’s recommendations, clarified responsibility for the various recommendations, and identified a combination of immediate “quick wins” alongside more strategic long-term solutions.

The Rawhiti Domain and Thomson Park Master Plan was approved by Council in 2007, staff considered this plan as part of the CPTED report.

 

Key Issues

·    Securing funding for long-term solutions. While several “quick win” actions have been identified, implementing the more strategic, long-term recommendations will require sustained funding. Identifying appropriate funding sources and ensuring budget availability will be critical to making long term safety improvements in the park. 

·    Establishing agreed priorities. With multiple recommendations in the CPTED report, reaching agreement on which actions should be prioritised may be challenging. Aligning the views of Council, stakeholders, and the wider community will be important to ensure efforts are focused and coordinated.

·    Maintaining community support for proposed changes. As the park has a strong history of community involvement and many key park users, it will be important to ensure that any changes made reflect local opinions and views. Ongoing engagement will be key to building trust and ensuring the community feels included and heard throughout the implementation process.

Next Steps

·    Start work on “quick win” actions identified. Relevant Council staff will begin progressing the CPTED recommendations that have been identified as low-cost and easily achievable. These actions aim to provide immediate improvements to safety. 

·    Confirm and progress priority actions. A process will begin to confirm the key priorities for medium and long-term improvements.

·    Ongoing communication and engagement with the local community will be essential. Council will look to involve community members in shaping and supporting any larger changes, ensuring transparency, local input, and a sense of shared ownership throughout the implementation process.

·    Undertake a review at the one-year mark. A review will be carried out after 12 months to assess progress, evaluate the effectiveness of actions taken, and identify any adjustments needed.
