1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Super Rugby finals matches at Events at Apollo Projects Stadium. The proposed closures have been designed, by the applicant, to provide a separated space for event attendees to access and egress the stadium without interacting with regular traffic.

1.2       This report has been written because Venues Otautahi have proposed to close Jack Hinton Drive from Twigger Street to Whiteleigh Avenue and Twigger Street from Lincoln Road to Jack Hinton Drive, confined to three separate 5-hour closure periods, within the dates and times listed below.

·   From 1.30pm to 10pm between Friday, 6 June 2025 and Sunday, 8 June 2025

·   From 1.30pm to 10pm between Friday, 13 June 2025 and Sunday, 15 June 2025

·   From 1.30pm to 10pm between Friday, 20 June 2025 and Sunday, 22 June 2025

1.3       Due to the nature of the competition, the actual dates of matches will be unknown until competition results are finalised.

2.   Officer Recommendations Ngā Tūtohu

That the Road Closure Subcommittee:

1.         Receives the information in the Proposed Temporary Road Closure for Events at Apollo Projects Stadium  Report.

2.         Authorises the approval of the temporary road closures for the Super Rugby finals matches at Events at Apollo Projects Stadium, proposed to be deployed for three separate 5-hour closure between the times and dates listed below:

a.         Jack Hinton Drive from Twigger Street to Whiteleigh Avenue and Twigger Street from Lincoln Road to Jack Hinton Drive.

i.          From 1.30pm to 10pm between Friday, 6 June 2025 and Sunday, 8 June 2025

ii.         From 1.30pm to 10pm between Friday, 13 June 2025 and Sunday, 15 June 2025

iii.        From 1.30pm to 10pm between Friday, 20 June 2025 and Sunday, 22 June 2025

 

3.   Background/Context Te Horopaki

3.1       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.

3.2       Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 5 May 2025 with objections closing 12 May 2025.

3.3       There were no objections received by Council, as a result of the public notifications process.

3.4       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.5       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

4.     Proposed Temporary Road Closure for Winter fireworks

1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Winter Fireworks. The proposed closures are to provide for a safe separated area for pedestrians in and around the Winter Fireworks event along with providing facilitated access for Public Transport to the event.

1.2       This report has been written because Fulton Hogan have proposed to close the following roads from 4pm to 11:59pm on Saturday, 5 July 2025 with a contingency date of Sunday, 6 July 2025:

·   Beresford Street - from Owles Terrace to Marine Parade

·   Brighton Mall - entire length

·   Collingwood Street - from Owles Terrace to Union Street

·   Hardy Street - entire length

·   Mafeking Street - entire length

·   Marine Parade - from Hawke Street to Hood Street

·   New Brighton Road - from Pratt Street to Pages Road

·   Oram Avenue - from Hood Street to Beresford Street

5.     Proposed Temporary Road Closure for Brass Band National Championships

1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Brass Band National Championships. The proposed closures are intended to provide a safe separated space for the parading of bands along roads as part of the competition.

1.2       This report has been written because the Brass Band Association of New Zealand have proposed to close the following roads from 9:30am to 1pm on Sunday, 6 July 2025:

·   Armagh Street from Durham Street to Colombo Street

·   Colombo Street from Gloucester Street to Kilmore Street

·   Oxford Terrace from Colombo Street to Manchester Street
