Purpose and Origin |
· This Information Session is regarding the priority draft plan change relating to noise in the Central City, which is now also referred to as Plan Change 21. · Council resolved in April 2023 to commence a plan change process to the District Plan, including an evaluation of options for managing the effects of noise in the Central City. · Staff last presented to Council on 25 February 2025 on the proposed timeline, issues, possible options and high-level expert advice in relation to noise in the Central City. · Staff will now outline the preferred and alternative options for amendments to the District Plan. · This session is being held ahead of informal public engagement on the draft plan change prior to formal notification in September and October. · Pre-notification engagement with the public will commence in June 2025. |

That Council is informed of the preferred and alternative options for the plan change, ahead of wider public engagement. Councillors have an opportunity to ask questions and provide feedback on the preferred and alternative options. |

Next Steps |
Informal public engagement on the draft options and preferred option will occur in June 2025 for a period of four weeks. Following the close of the informal engagement period, staff will review feedback in further developing the plan change. Thereafter, in September staff will seek approval from Councillors to formally notify the plan change. If Council agrees to notify the plan change, the formal submissions period would run for 20 working days (four weeks) from September to October. |

Key points / Background |
· Council is required to follow the Schedule 1 process set out in the Resource Management Act 1991 when preparing a plan change. · The plan change timeline is as follows: o informal engagement with the public on proposed options in June 2025; o a request to Council to notify the plan change in September; o the formal submissions period occurring across September and October 2025; o Analysis of submissions, further gathering of evidence and preparing for a hearing would occur between the close of submissions and into 2026. · Issues identified to date include reverse sensitivity effects arising where there are ongoing tensions between noisy activities in mixed use zones and residential activities in the Central City; that noise limits are too restrictive for entertainment activities in some locations where they have established outside of Category 1 and 2 areas, requiring costly acoustic insulation and/or limiting their hours of operation; and that the noise insulation requirements for sensitive activities are insufficient in some locations where nosier activities were not anticipated (Category 3 areas). |
