Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest they might have.
1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the 2025 Anzac Day Parades. The proposed road closures are required to separate event attendees from regular road users and create a safe space for the parade to occur.
1.2 This report has been written because Qualis Traffic Management have proposed to close the following roads at the locations indicated from the times listed below on 25 April 2025:
· Akaroa - from 5.30am to 7.30am Friday 25 April 2025
· Rue Lavaud from Rue Balguerie to Rue Benoit.
· Heathcote - from 5.30am to 7.30am Friday 25 April 2025
· Flavell Street from Bridle Path Road to Marsden Street
· Martindales Road from Bridle Path Road to #6 Martindales Road
· Lyttelton - from 9.30am to 11.30pm Friday 25 April 2025
· London Street from Oxford Street to Dublin Street
· Canterbury Street from #5 to #25 Canterbury Street
· New Brighton - from 9am to 11.30am Friday 25 April 2025

3. Background/Context Te Horopaki
3.1 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.
3.2 Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 14 March 2025 with objections closing 21 March 2025. There was an additional public notification place on 21 March 2025 with objections closing 28 March 2025 due to operational changes requiring a larger area of closures being proposed for the Central City Parade.
3.3 At the time of writing this report, there were no objections received by Council, as a result of the public notifications process.
3.4 Road closures for these events have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.
3.5 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

The proposed closures have been designed to provide a separated space for event attendees to access and egress the stadium without interacting with regular traffic.
1.2 This report has been written because Venues Otautahi have proposed to close Jack Hinton Drive from Twigger Street to Whiteleigh Avenue and Twigger Street from Lincoln Road to Jack Hinton Drive on the dates and times listed below:
· From 5pm to 10.30pm Friday 25 April 2025
· From 2pm to 6.30pm Saturday 17 May 2025

· From 1.20pm to 1.50pm Thursday, 8 May 2025
· From 9.20am to 9.50am and from 1.20pm to 1.50pm Friday 9 May 2025
