Purpose / Origin of the Information Session

This is a site visit to enable the Cass Bay Residents’ Association to update the Community Board on the Building Project at Steadfast Reserve.

Background

On 7 August 2023 the Community Board made a decision to “ Approve consultation on a ground lease for the purpose of constructing a community facility in the vicinity of site D as shown on the plan below. The ground lease is to be for a period of 35 years with rental to be charged in accordance with Council policy for sports clubs and community groups on reserve/park.”

 

 

 

Key Issues

·    The Cass Bay Residents’ Association will update the Community Board on the Building Project at Steadfast Reserve.

4.     Community Funding Information Session

This information session is expected to last for 20 minutes.

Purpose / Origin of the Information Session

The purpose of this information session is to update elected members on the changes to Council’s contestable funding for the 2025/26 financial year; including the new funding platform, SmartyGrants.

Staff will also provide information on the range of community funding that is available to community organisations through Council.

This information session is being provided in advance of a comprehensive review that will be presented to the incoming Council and Community Boards in late-2025.

Background

Council’s previous funding platform, Salesforce, was at the end of its lifecycle as an IT platform and was costing Council significant operational budget to maintain.

The new funding platform, SmartyGrants is used by over half of the Territorial Local Authorities (TLA’s) across New Zealand (including Environment Canterbury and Auckland City Council), as well as various community trusts and funding providers. It is an industry-leading solution and a social-enterprise, with fees less than ¼ other competitive options available.

Compared with the outgoing solution, SmartyGrants will bring a range of improvements to Council’s community funding schemes for the community organisations who apply, staff and elected members alike.

Included as Attachment A, staff have provided a summary of the contestable and non-contestable funding schemes that are available to community organisations in Christchurch. The intention is to inform elected members of these offerings, so that in interactions with community organisations, quality advice can be provided.

Next Steps

·    A number of funds are already being administered through Smartygrants. Elected members will note an immediate improvement to the presentation of decision matrices and reports on grant-spend.

·    The remaining funds will be transferred to the new platform, before decommissioning Salesforce at the start of the new Financial Year.

·    Staff will collect and review community feedback on the changes made and adjust/improve the new platform and any processes iteratively over the coming year.

5.     Pūrau Foreshore and Reserves Development

Purpose / Origin of Briefing

The purpose of this briefing is to update the Te Pātaka o Rākaihautū Banks Peninsula Community Board on the landscape plan for the development of the Pūrau Recreation Ground and Pūrau Foreshore Reserve, and the renewal of the public toilet prior to consulting with the community.

This project is funded from:

ID 18100 - Pūrau Foreshore and Reserves Project

ID 65442 - Public Toilets Banks Peninsula Facilities Renewal

Background

The Pūrau Recreation Ground is located at 187R Pūrau Avenue and is adjacent Pūrau Stream. The Pūrau Foreshore Reserve extends along the eastern and western sides of Pūrau Stream on the seaward side of Pūrau Ave.

The Council approved funding for the development of Pūrau Foreshore and Reserves in the FY24 – FY34 Long Term Plan (LTP).

The public toilet block located within the Recreation Ground has been closed since the Canterbury Earthquakes. The toilets are a single storey unreinforced concrete masonry structure and have been classified as earthquake prone with a NBS of 25%. The site is currently serviced by two portaloo’s.

We have developed a landscape plan that we are now ready to share with the community and seek their feedback.

Key Issues

·    The existing toilet is earthquake prone (25%NBS) and closed to the public.

·    Accessibility into the Recreation Ground.

·    Ground conditions / stormwater / waterways/climate change.

·    Public parking.

·    Archaeology.

·    Playground equipment meets Crime Prevention Through Environmental Design (CPTED) principles and the NZ playground Standards - NZS 5825:2015.

Next Steps

·    Seek feedback from the local community and stakeholders.

·    Update the landscape plan LP415601 Pūrau Foreshore & Reserves Development based on the feedback from the community.

·    Community Board approval of the landscape plan July 2025.

·    Detailed Design / Consents / Tendering.

·    Construction complete December 2025.

Purpose / Origin of the Information Session

The purpose of the Information session is:

Alert the Banks Peninsula Community to the Port Master Planning study that Lyttelton Port Company (LPC) has commenced and provide the Board with an overview of the study scope, approach and opportunities for community stakeholder participation. 

Briefly discuss LPC interfaces outlined in the 2023-2025 Community Board Plan and outline how the community will be able to contribute further.

Background

LPC are embarking on the development of a 30-year development plan for the port. They have appointed GHD to assist them with the study. Work commenced earlier in 2025 and will run through to the end of 2025. The study encompasses Lyttelton Port, its freight networks, and the ports inland freight terminals.

The study will look at the current situation for the port, explore the trade outlook, consider what infrastructure and changes are needed over time, develop options, and identify a preferred future pathway for the port community to be aware of.

Key Issues

·    Community may not be aware study is underway.

·    It is important external views are sought and understood.

·    The port is a critical piece of infrastructure for Christchurch, Canterbury Region, South Island and New Zealand as a whole.

·    The Port is reliant on adequate freight networks and needs to utilise its assets effectively.
