Purpose and Origin

·    On 29 November 2024, the Canterbury Mayoral Forum (CMF) received the outcome of the Canterbury Water Management Strategy (CMWS) Zone Committee Review 2024, which showed that zone committees are no longer the preferred option to enable local leadership in some areas. A base model was identified that centres on locally connecting territorial authorities, mana whenua and regional council at a leadership level. The CMF endorsed further work to refine this base model for consideration at their May 2025 meeting (see CMF 29 Nov 2024 agenda, pp 56-63).

·    Environment Canterbury staff have commenced this work and would like an opportunity to outline the outcomes of the Zone Committee Review 2024 and discuss the direction of the current work programme with CCC councillors. This will be followed by another update in June following the CMF’s May meeting.

Timing

This information session is expected to last for 45 minutes.

Outcome Sought

The project team would like to receive CCC Councillors’ feedback on the direction of the current work programme for the CWMS Zone Committee Review 2025.

Background

Previous engagements with the Review:

·   Mayor Mauger and Cllr Cotter provided feedback during the first phase of the Review on 18 April 2024.

·   All zone committees completed workshops between March – April 2024 as part of the Review and have received regular updates.

·   Cllr Peters (CWMZC) and Cllr Fields (BPWMZC) discussed progress with the Review with Martin Espig (Principal Strategic Advisor - ECan) on 8 October 2024.

·   Mayor Mauger was part of a working group of Canterbury Mayors, Rūnanga Chairs, and Environment Canterbury Chair that met on 21 October and 4 November 2024 to workshop the future of local freshwater leadership in Canterbury. Planning is underway for two more workshops in March and April 2025.

Next Steps

Another update to CCC Councillors will be planned for June following the CMF’s May meeting.

Purpose and Origin

·    The purpose of this session is to brief elected members on the proposed Land Transport Management (Time of Use Charging) Amendment Bill (the Bill) and the Council’s submission on it.

Timing

This information session is expected to last for 30 minutes.

Outcome Sought

·    Understanding of the timeline to meet the central Government consultation timeframe.

·    Introduction of the proposed high-level submission points.

·    Initial feedback and questions from elected members.

ELT Consideration

ELT has endorsed the preparation of a Council submission.

Next Steps

·    Following this information session Staff will circulate the draft submission for elected member feedback by Sunday 6 April to meet the consultation process timeframe.

·    A draft submission will be brought back to elected members at the Council meeting on 16 April where staff will receive further feedback and request final sign off be delegated to three elected members if required.

·    Due to Easter and ANZAC Day staff will then work with the nominated elected members with delegated sign off to submit the submission on 24 April.

Key points / Background

·    The Transport and Infrastructure Committee are calling for public submissions on the Land Transport Management (Time of Use Charging) Amendment Bill. Submissions are due Sunday 27 April. 

·    The Bill is being proposed as a solution for road controlling authorities to improve traffic flow and optimise the use of the road network.

·    The Bill establishes a framework for implementing time of use charging schemes in one, or multiple neighbouring, road controlling authorities.

·    By charging motorists for using specific high use parts of the transport network at certain times, the proposed system encourages alternating travel times or modes of transport.

·    The Staff presentation during the briefing will explain more technical parts of the legislation including scheme boards, investment agreements, scheme proposal, scheme revenue and ongoing operations and requirements.

Purpose and Origin

Three ‘City Economic Development Strategies’

·    To provide elected members with an update on actions to implement three City economic development strategies, led by ChristchurchNZ (CNZ), which are:

(i)             The Christchurch Economic Ambition

(ii)            Destination Management Plans (DMPs) for Ōtautahi Christchurch Waitaha Canterbury and Te Pātaka o Rākaihautū.

(iii)           The Ōtautahi Christchurch City Identity and Place Brand

Statement of Intent (SOI)

·    To provide an overview of CNZ’s draft Statements of Intent (SOI) for the three years 2025/26, 2026/27 and 2027/28 (refer Attachment A).

·    Provide opportunity for questions and discussion about progress, and planned programmes/priorities for the year ahead.

·    This update was requested by elected members and supplements regular reporting by CNZ to the Council.

 

This information session is expected to last for 60 minutes.

Outcome Sought

·    Elected members are updated and provide feedback on implementation of the city’s three economic development strategies, understand current context, opportunities and challenges, and planned focus areas for the 2025/26 year.

·    Elected members are updated and provide feedback on CNZ’s strategic objectives and key financial and non-financial deliverables from operations as set out in the SOI.

Next Steps

·    The Council will continue to receive updates on progress, as part of CNZ’s regular reporting to the Finance and Performance Committee on economic development activity and services.

·    A staff report with CNZ’s draft SOI is to be presented to the Finance and Performance Committee at its meeting on 30 April 2025 with a view to the Council formally commenting on the draft SOIs (if it wishes) by 1 May (pursuant to clause 2, part 1 of schedule 8 of the Local Government Act 2002).

·    Final SOIs are due to be adopted by CCOs by 30 June 2025 and published on the Council and CNZ’s websites.  

Key points / Background

Three ‘City Economic Development Strategies’

·    In 2023 the Council endorsed citywide strategies to reach its ambition of a regenerative economy and lead destination management across the City and Te Pātaka o Rākaihautū Banks Peninsula.  Developed in parallel, was a Christchurch City (including district) narrative and place brand strategy to underpin implementation of these strategies.

·    The Christchurch Economic Ambition provides a ‘compass’ for the city’s economy. It is a long-term vision to move towards a more regenerative economy, recognising that a future that is good for people and the planet, is also good for business. Ten-year priorities to support this shift are to: grow connections and collaborations; build knowledge and skills; invest in productivity, resilience, and innovation; and invest in systems for a regenerative economy. 

·    The Destination Management Plans (DMPs) for Ōtautahi Christchurch Waitaha Canterbury and Te Pātaka o Rākaihautū.  Banks Peninsula aim to encourage regenerative tourism across New Zealand while reflecting the aspirations of local communities.

·    The Ōtautahi Christchurch Identity and Place Brand depicts what makes the city special and why it is a great place to play, live, work, study and invest, creating a distinct and positive image the city that resonates with target markets nationally and internationally.

·    CNZ reports quarterly to the Council on all its activities and services that contribute to the Council’s LTP Levels of Service and organisation’s KPIs – this Information Session focuses in particular on updating Council on progress on its key strategies driving economic development. Bullet points (no more than 8).

Draft Statement of Intent

·    A full review of the draft SOI has yet to be undertaken by staff.  However, there are several observations that can be made at this stage:

(i)             Climate change – there needs to be strengthened discussion about CNZ’s strategic objectives for reducing carbon emissions, including specifying annual reduction targets;

(ii)            Business planning is still underway at CNZ and therefore targets for CNZ’s contribution to key economic performance indicators have yet to be established.
