Sue Bye will speak on behalf of the Friends of Ashgrove Reserve group regarding reactivation of the watering system at Ashgrove Reserve.

 

 

 

   


 

3.     Orion - Update on cable installation between Milton and Halswell

This information session is expected to last for 15 minutes.

Purpose / Origin of the Information Session

Orion has requested to provide the Board with information about an upcoming cable installation between Milton and Halswell substations.

Background

Orion will soon start work to install a new 66kV underground power cable between the Milton Street substation and Halswell substation on Sparks Road to strengthen our electricity network. 

Some of Orion’s underground 66kV power cables in Christchurch City have been in service for 40-60 years. These older cables are still operating and will continue to do so under normal conditions. However, these cables are vulnerable to earthquakes and should we have another large shake there is the potential for faults on these cables. Given the age of the cables, they are difficult to repair and in the event of a fault this could take some time.

Community has told Orion that a resilient network is important to them. Retiring these cables to strengthen the network is a major programme of work for Orion.

Purpose / Origin of the Information Session

The session has been set up by staff in response to a request at the Waihoro Spreydon-Cashmere-Heathcode Community Board Meeting of 7 November 2024.

Gavin Hutchison, Acting Head of Three Waters presented to the Board changes to the Annual Plan for 2025/26 on the Three Waters Programme.

The Board posed a series of questions, including:

·    Requesting whether a more detailed overview of the leakage programme, including key concerns could be made available as part of future reporting to Council.

·    Requesting staff provide a future information session on reactive maintenance.

·    Requesting an update on McCormacks Bay Flood Management.

5.     Community Funding Information Session

This information session is expected to last for 30 minutes.

Purpose / Origin of the Information Session

The purpose of this information session is to update elected members on the changes to Council’s contestable funding for the 2025/26 financial year; including the new funding platform, SmartyGrants.

Staff will also provide information on the range of community funding that is available to community organisations through Council.

This information session is being provided in advance of a comprehensive review that will be presented to the incoming Council and Community Boards in late-2025.

Background

Council’s previous funding platform, Salesforce, was at the end of its lifecycle as an IT platform and was costing Council significant OpX to maintain.

The new funding platform, SmartyGrants is used by over half of the TLA’s across New Zealand (including Environment Canterbury and Auckland City), as well as various community trusts and funding providers. It is an industry-leading solution and a social-enterprise, with fees less than ¼ other competitive options available.

Compared with the outgoing solution, SmartyGrants will bring a range of improvements to Council’s community funding schemes for the community organisations who apply, staff and elected members alike.

Included as Attachment A, staff have provided a summary of the contestable and non-contestable funding schemes that are available to community organisations in Christchurch. The intention is to inform elected members of these offerings, so that in interactions with community organisations, quality advice can be provided.

Next Steps

·    A number of funds are already being administered through Smartygrants. Elected members will note an immediate improvement to the presentation of decision matrices and reports on grant-spend.

·    The remaining funds will be transferred to the new platform, before decommissioning Salesforce at the start of the new Financial Year.

·    Staff will collect and review community feedback on the changes made and adjust/improve the new platform and any processes iteratively over the coming year.

Background

Better Off Funding: The Board’s allocation of Better Off Funding ($500,000) was granted to 9 community groups from 2023 to 2024.

Board Plan Projects: The Waihoro Spreydon-Cashmere-Heathcote Community Board Plan (2023-2025) sets out the board’s vision and 9 priorities for the local community.

Key Issues

·    Staff will present a verbal update to summarise Better Off Funding projects that have been successfully completed and give status updates on those still in progress.

·    Staff will present a verbal update to summarise how the Board’s Priority Projects are tracking against the plan and discuss projects that could be completed before the end of the term in October 2025.

·    A monitoring report is attached for review.
