To inform the Board about several potential projects around Te Pātaka o Rākaihautū Banks Peninsula for prioritisation in the programme. |

Corsair Bay 1. Park Terrace – Corsair Bay – Cars park on both sides of the road especially in summer, which may block emergency vehicles passing. Could the road marking be reviewed. Staff have developed a draft scheme plan, see Attachment A. Approximate cost to install $25,000 +GST. Charteris Bay 2. Along Marine Drive – whether 200 metres of missing footpath in Charteris Bay can be established. Staff have considered two options, noting that there are numerous sections of Marine Drive in a similar situation with no footpath. These options have been set out in the Charteris Bay Traffic Safety memorandum to the Board dated May 2024. (See attached plan for proposed No Stopping Restrictions). Short term option – Undertake consultation on removing the parking by installing no stopping lines to provide additional space for pedestrians. Following consultation, a report would be presented to the Community Board to resolve no stopping lines, so that the space could be utilised by pedestrians. Signs and markings would be needed in this situation. Note that there will be subsequent displacement of parking to other areas, which could be create additional problems over the current situation. Long term option – Install a footpath with kerb and channel utilising LTP funding (if no other footpath funding exists). Note this is also likely to result in no on-street parking. Staff will proceed with consultation on No Stopping Restrictions on Marine Drive from Andersons Road up to 401 Marine Drive in Attachment B. Akaroa 3. Beach Road – Aylmers Valley to Hempleman Drive pedestrian safety improvements. The Board has requested that staff review the condition of the seaward grass verge along Beach Road from the Boat Club to the Yacht Club, which is a popular walking route frequently used by locals and tourists. The road is narrow and the grass often long and difficult to walk through, causing safety concerns when pedestrians walk along the road. Is there a possibility to provide a safe walking space for pedestrians. A memo will be presented to the Board shortly. This section of road has been reduced to 30km/h a few years ago to support people walking along the roadway. Staff have produced a few options and undertaken cost estimates: 1. Option 1 – Marked pedestrian walkway - $4,000 +GST (Attachment C) 2. Option 2 – Marked pedestrian walkway along seawall side with speed humps - $34,000 +GST (Attachment D). 3. Option 3 – Marked pedestrian walkway along land side with speed humps - $91,000 +GST (Attachment E). 4. Option 4 – Do nothing / status quo. Staff recommended Option 1 as it helps to support the existing desire line to access the lighthouse. Governors Bay 4. Establish a treatment plan at the intersection of Main Road, Governors Bay Road, and Dyers Pass Road to make it difficult for anti-social behaviours to perform burnouts at that intersection. Three options have been considered by staff previously. The proposed treatment at the Dyers Pass Road / Governors Bay Road / Main Road intersection also includes a pedestrian crossing improvement at the Main Road/Zephyr Terrace intersection. 1. Option 1 – Retaining wall on Zephyr Tce west side (Attachment F). Potential to be expensive to build. 2. Option 2 – In-lane bus stop proposal (Attachment G). Bus stopping in lane could delay traffic. 3. Option 3 – Maintain existing bus stop location (Attachment H). Cheaper to build.
Staff recommend Option 3. Note that due to geographical terrain left turn traffic out of Zephyr Terrace will always track over the median or the opposite lane for all 3 options. Cost estimate to be obtained. Cass Bay Crossing 5. Can a crossing point on Governors Bay Road to access to Steadfast Reserve be installed? Staff are currently undertaking investigations to identify an appropriate crossing point. Rāpaki Crossing 6. Establish a crossing point on Governors Bay Road to access to bus shelter as part of the LTP. Staff are currently undertaking investigations to identify an appropriate crossing point. Purau Bay 7. Investigate adequate separation between pedestrians walking on the informal track and traffic on the roadway on Purau avenue from the Coastal Track to Purau Beach. Refer to memo in Attachment I. The Head to Head Working Party recommended that Te Pātaka o Rākaihautū Banks Peninsula Community Board approve Option 3: Localised widening of the informal track on seaward side of Purau Avenue. The cost estimate for Option 3 is $25,000. Furthermore, the Working Party notes that this option addresses the area from the Purau Bay Boat Ramp to the Beach and highlighted its request for the same or similar treatment of the pathway from the exit of the Coastal track (from Stoddard Point) to the boat jetty as originally requested on 11 March 2025. Staff to investigate and report back in due course. Budget · There are approximately $20,000 (±$5,000) available from our Minor Safety Intervention fund for Banks Peninsula projects this year. The Board can decide which above projects to proceed so staff can initiate the consultation. |
