With respect to that area of the Central Business District of Christchurch shown on Plan A (inclusive both sides of the street marking the boundary), and whether it relates to “on-street” or “off-street”, under clause 8 · Designating an area to be a zone parking area and the restrictions that apply in that zone parking area (“zone parking controls”); and · Reserving any area of land or any road or any part of a road or any building or any part of a building to be a parking place or transport station, subject to restrictions; and · Specifying the vehicles or classes of vehicle that can use or must not use a parking place or transport station or zone parking area; and · Prescribing the restrictions that apply including (without limitation) the times, manner and other conditions for the parking of vehicles or classes of vehicles in a parking place or transport station or zone parking area. · Making provision for the efficient management and control of a parking place or transport station or zone parking area. |

Receives the information in the St Asaph Street (between Fitzgerald Avenue and Barbadoes Street) - Proposed Parking Restrictions Report. 2. Notes that the decisions in this report are assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy. 3. Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the parking or stopping restrictions described in resolutions 4 – 18 below. 4. Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that a bus stop be installed on south side of St Asaph Street commencing at a point 25 metres west of its intersection with Fitzgerald Avenue and extending in a westward direction for a distance of 23 metres. This space is to be reserved for ‘Large Passenger Service’ vehicles only. The space is to be used for the purposes of setting down or picking up passengers or used as a timing point. The space is to be used as part of a ‘Bus Service’ as defined in the Land Transport Management Act 2003. This marks the extent of the Bus Stop ID:14677. This is detailed in Attachment A to the report on the meeting agenda (Plan TG148361 dated 06/09/2024). 12. Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south side of St Asaph Street, commencing at a point 48 metres west of its intersection with Fitzgerald Avenue and extending for 18 metres. Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south side of St Asaph Street, commencing at a point 302 metres west of its intersection with Fitzgerald Avenue and extending in a westward direction for 11 metres. 1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Central City Parking Restrictions Committee to approve the proposed parking restrictions on the eastern side of Colombo Street, between Armagh Street and Gloucester Street.
1.2 This report has been written following a staff review of the parking requirements on the eastern side of Colombo Street, between Armagh Street and Gloucester Street, as part of the project to remediate the footpath following construction of the Court Theatre.
1.3 The parking review involved obtaining feedback from immediately impacted stakeholders, as outlined in sections 6.8 to 6.12, to understand whether the existing parking would continue to meet their needs and what parking changes, if any, they would like.
1.4 The recommended option is to change the parking restrictions on the eastern side of Colombo Street, between Armagh Street and Gloucester Street, as shown in Attachment A.
2. Officer Recommendations Ngā Tūtohu
That the Central City Parking Restrictions Committee:
1. Receives the information in the Colombo St (between Armagh St and Gloucester St) Traffic Resolutions Report.
2. Notes that the decision in this report are assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy.
3. Approves that any previous resolutions pertaining to parking and/or stopping restrictions on Colombo Street from its intersection with Armagh Street and extending in a southerly direction to its intersection with Gloucester Street made pursuant to any bylaw to the extent that they are in conflict with the recommendations described in 5-12 below be revoked.
4. Approves that the recommendations 5-12 below, if approved as resolutions, take effect when parking signage and/or road markings that evidence the restrictions described in this staff report are in place (or removed in the case of revocations).
No Stopping
5. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of all vehicles be prohibited at any time on the eastern side of Colombo Street commencing at its intersection with Armagh Street and extending in a southerly direction for a distance of 16 metres as detailed on the plan in Attachment A.
6. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of all vehicles be prohibited at any time on the eastern side of Colombo Street commencing at a point 34 metres south of its intersection with Armagh Street and extending in a southerly direction for a distance of 15 metres as detailed on the plan in Attachment A.
7. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of all vehicles be prohibited at any time on the eastern side of Colombo Street commencing at a point 85 metres south of its intersection with Armagh Street and extending in a southerly direction for a distance of 23 metres as detailed on the plan in Attachment A.
Time restricted parking
8. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic & Parking Bylaw 2017, the parking of all vehicles be restricted to a maximum period of 30 minutes on the eastern side of Colombo Street commencing at a point 16 metres south of its intersection with Armagh Street and extending in a southerly direction for a distance of six metres as detailed on the plan in Attachment A. This restriction is to apply at all times.
9. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic & Parking Bylaw 2017, the parking of all vehicles be restricted to a maximum period of 30 minutes on the eastern side of Colombo Street commencing at a point 55 metres south of its intersection with Armagh Street and extending in a southerly direction for a distance of 12 metres as detailed on the plan in Attachment A. This restriction is to apply at all times.
10. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic & Parking Bylaw 2017, the parking of all vehicles be restricted to a maximum period of 10 minutes on the eastern side of Colombo Street commencing at a point 67 metres south of its intersection with Armagh Street, and extending in a southerly direction for a distance of 18 metres as detailed on the plan in Attachment A. This restriction is to apply at all times.
Small Passenger Service Vehicles Only Parking
11. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic & Parking Bylaw 2017 and in accordance with Sections 12.4 (8) of the Land Transport Rule: Traffic Control Devices 2004, the eastern side of Colombo Street commencing at a point 22 metres south of its intersection with Armagh Street, and extending in a southerly direction for a distance of 12 metres as detailed on the plan in Attachment A is reserved for Small Passenger Service Vehicles only.
12. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic & Parking Bylaw 2017 and in accordance with Sections 12.4 (8) of the Land Transport Rule: Traffic Control Devices 2004, the eastern side of Colombo Street commencing at a point 49 metres south of its intersection with Armagh Street, and extending in a southerly direction for a distance of six metres as detailed on the plan in Attachment A is reserved for Small Passenger Service Vehicles only.
3. Executive Summary Te Whakarāpopoto Matua
3.1 The new Court Theatre has been under construction since early 2023 on the northeast corner of the Colombo Street/Gloucester Street intersection. Hoardings were installed on Colombo Street and Gloucester Street during construction, which has blocked off sections of footpath and on-street parking on the eastern side of Colombo Street and the northern side of Gloucester Street.
3.2 With the Court Theatre due to be finished in early 2025, the hoardings will be removed, and a project has been initiated to remediate the footpath on Colombo Street and Gloucester Street. As part of this project, a parking review was carried out to understand the parking needs of key stakeholders in the immediate area.
3.3 Feedback from key stakeholders showed a desire for parking changes to provide more short-term parking for Court Theatre users and Crown Plaza guests.
3.4 The recommended option is to install time limited parking, and parking for Small Passenger Service Vehicles, on the eastern side of Colombo Street, between Armagh Street and Gloucester Street, in accordance with Attachment A, which includes:
· One P30 parking space outside the Crowne Plaza
· A 12m long (two spaces) taxi stand outside the Crowne Plaza
· A 6m long (one space) taxi stand between the Crowne Plaza and Court Theatre
· Two P30 parking spaces outside the Court Theatre
· Three P10 parking spaces outside the Court Theatre
3.5 Changes to on-street parking on Gloucester Street will be addressed through the Streets for People - Gloucester Street Shared Space project (CPMS 71599).
4. Background/Context Te Horopaki
4.1 The section of Colombo Street, between Gloucester Street and Armagh Street, is a two-lane road with one northbound and one southbound lane and is situated in the Waipapa Papanui-Innes-Central Community Board area.
4.2 The kerb-to-kerb width is approximately 14 metres. Both the Colombo Street/Armagh Street and Colombo Street/ Gloucester Street intersections are signalised and include signalised crosswalks.
4.3 Following the 2010 and 2011 earthquake events, and the subsequent demolition of nearby properties, the footpath condition of this section of Colombo Street is in poor condition. The western side of Colombo Street (between Armagh Street and Gloucester Street) was repaired to a high standard, in accordance with the Streets and Spaces Design Guide, following construction of Te Pae in 2021.
4.4 The eastern side of Colombo Street has remained in its repaired ’usable’ state while the Court Theatre was being planned and during its construction, which started in Jan 2023. Since construction started, there have been site hoardings erected in the road corridor (blocking the footpath) on both Colombo Street and Gloucester Street, with construction taking place behind the hoardings.
4.5 The Court Theatre is due to open for shows in May 2025, so there is a need to ensure the footpath outside the Court Theatre is repaired to enable safe access to the new theatre. In June 2024, Council initiated a project to remediate the footpath along the eastern side of Colombo Street, between Armagh Street and Gloucester Street, and on the northern side of Gloucester Street immediately outside the Court Theatre.
4.6 Part of this project included reviewing the on-street parking on the eastern side of Colombo Street to determine if it will meet the needs of the businesses and activity providers in the immediate area. The key businesses and activity providers identified were Te Pae, Tūranga, the Court Theatre and Crowne Plaza hotel.
4.7 Prior to the Court Theatre construction, the on-street parking on the eastern side of this section of Colombo Street included:
· One P10 parking space outside the Crowne Plaza
· Approx 18m (three spaces) of taxi stand parking outside the Crown Plaza
· Five P60 metered parking spaces outside the Court Theatre building
4.8 Te Pae, Tūranga, the Court Theatre, the Crowne Plaza and Carter Group have been informed of the project and their views were requested on what on-street parking would best service their respective businesses/activities. A scheme design plan was then developed, which considered the feedback from stakeholders and the physical constraints of the site. The scheme design was then sent to these key stakeholders for comment.
4.9 Based on the feedback received, some minor changes were made to the on-street parking on the scheme design. This report is presenting the updated plan, as shown in Attachment A.
Options Considered Ngā Kōwhiringa Whaiwhakaaro
4.10 The following reasonably practicable options were considered and are assessed in this report:
4.10.1 Option 1 (Preferred Option): Change the on-street parking on the eastern side of Colombo Street to the layout shown in Attachment A.
4.10.2 Option 2: Leave the on-street parking primarily under the current parking resolutions, with a minor change to taxi parking outside the Crowne Plaza so it is not blocking the new accessway on Colombo Street, immediately south of the Crowne Plaza building.
4.11 The following options were considered but ruled out:
4.11.1 Provision of mobility parking space outside the Court Theatre.
The Court Theatre requested that at least one mobility space be provided on Colombo Street (and one mobility space on Gloucester Street). However, as mobility spaces should be wider than standard parking spaces, the available road width on Colombo Street means it is not considered safe for a mobility space to be included outside the Court Theatre on Colombo Street.
With the approved design for Gloucester Street (Colombo to Manchester), there are six on-road mobility spaces within 100 metres of the Court Theatre.
Options Descriptions Ngā Kōwhiringa
4.12 Preferred Option: Option 1 - change the on-street parking on the eastern side of Colombo Street to the layout shown in Attachment A. This provides:
· One P30 parking space outside the Crowne Plaza
· A 12m long (two spaces) taxi stand outside the Crowne Plaza
· A 6m long (one space) taxi stand between the Crowne Plaza and Court Theatre
· Two P30 parking spaces outside the Court Theatre
· Three P10 parking spaces outside the Court Theatre
4.12.2 Option Advantages
· The P10 parking spaces addresses the Court Theatre’s request to provide more time restricted parking for the pick-up/drop-off of theatre patrons.
· The P30 parking spaces meet the Crowne Plaza’s request for time restricted parking that provides sufficient time for guests to arrive and check in.
· The layout retains the same total number of parking spaces (nine spaces) that were available before the hoardings were erected.
· Lower cost from not needing to install parking meters.
4.12.3 Option Disadvantages
· Reduction in longer time parking in this area.
· No parking revenue will be collected.
4.13 Alternative option: Option 2: Leave the on-street parking primarily under the current parking resolutions, with minor change to taxi stand to accommodate the vehicle access. Parking signs and parking meters would need to be installed.
4.4.2 Option Advantages
· Maintain the existing level of longer time parking.
· Revenue from parking meters would be received by Council.
4.13.2 Option Disadvantages
· Does not address key stakeholder requests to provide more time restricted parking and improve access into/out of business premises.

6.9 A draft scheme plan was developed that incorporated those requested changes that could be physically accommodated.
6.10 Feedback received by Tūranga, Te Pae and Carter Group stated they were satisfied with the scheme design. The Court Theatre and Crowne Plaza provided feedback on the specified duration of time restricted parking spaces, which resulted in minor changes being made on the final scheme plan and the detailed design drawings.
6.11 The proposed line marking and signage plan (Attachment A) was sent to the Team Leader of the Parking Compliance team. His only comment was that his team operates between 7am and 6pm Monday to Friday, and 8am to 4pm at the weekends, so if there are issues with people parking beyond 30 minutes in the P30 spaces, enforcement won’t be carried out.

1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 For the Central City Parking Restrictions Committee to approve changes to existing parking restrictions at 812 Colombo Street.
1.2 This report has been written in response to a request from the contractors working on the redevelopment of 812 Colombo Street. A new vehicle crossing will be installed within an existing P$60 time restricted parking area which requires this restriction to be revoked.
1.3 The community engagement and consultation outlined in this report reflect the assessment.
1.4 The Preferred Option is for the parking restrictions adjacent to 812 Colombo Street to be revised as shown on Attachment A.
2. Officer Recommendations Ngā Tūtohu
That the Central City Parking Restrictions Committee:
1. Receives the information in the 812 Colombo Street - Proposed Changes to Parking Restrictions for Vehicle Crossing Report.
2. Notes that the decision in this report is assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy.
3. Approves that any previously approved resolutions be revoked, in accordance with Clause 6 (2) of the Christchurch City Council Traffic & Parking Bylaw 2017, on the east side of Colombo Street, commencing at a point 25 metres north of its intersection with Kilmore Street, and extending in a northerly direction for a distance of 48 metres.
4. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the parking of vehicles be restricted to a maximum period of 10 minutes on the east side of Colombo Street, commencing at a point 73 metres north of its intersection with Kilmore Street and extending in a northerly direction for a distance of 5.5 metres as shown on Attachment A (Plan H05411039, Issue 2, dated 12th February 2025).
5. Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017 that the stopping of all vehicles be prohibited at all times on the east side of Colombo Street commencing 78.5 metres north of its intersection with Kilmore Street, and extending in a northerly direction for a distance of 9.5 metres as shown on Attachment A (Plan H05411039, Issue 2, dated 12th February 2025)
6. Approves that, in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the parking of vehicles be restricted to a maximum period of 10 minutes on the east side of Colombo Street, commencing at a point 88 metres north of its intersection with Kilmore Street and extending in a northerly direction for a distance of 5.5 metres as shown on Attachment A (Plan H05411039, Issue 2, dated 12th February 2025).
7. Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions described in this staff report are in place (or removed in the case of revocations).
3. Executive Summary Te Whakarāpopoto Matua
3.1 The applicant has been granted approval for carpark upgrades at 812 Colombo Street / 125 Kilmore Street. Works include the formation of a new vehicle access onto Colombo Street which impacts on the existing parking restrictions in this location.
3.2 Currently there are four P$60 parking spaces serviced by a parking meter in this location. The new vehicle access directly impacts two of these spaces.
3.3 Parking Operations require a minimum of four spaces for a parking meter to be considered financially viable. We are therefore proposing to revoke the existing paid parking restriction on the four spaces and install a P10 time restriction to the two spaces not impacted by the works.
4. Background/Context Te Horopaki
4.1 The redevelopment of 812 Colombo Street / 125 Kilmore Street has been approved as per RMA/2024/2108 and BCN20246377. Works include carpark upgrades with the formation of a new vehicle access onto Colombo Street.
4.2 Three parking spaces adjacent to the development are currently restricted to P$60 and are serviced by one parking meter. There is one further P$60 parking space serviced by this meter to the north, outside 822 Colombo Street as shown on Attachment A.
4.3 The new vehicle crossing location directly impacts two of these spaces.
4.4 For parking meters to be financially viable, Parking Operations require a minimum of four parking spaces to be serviced per meter. As this proposal will remove two of the existing paid parking spaces, Parking Operations preference is for the two remaining spaces to be changed to P10.
4.5 We have consulted with the business and property owners at 822 Colombo Street who are affected by this change, refer to Section 6.8.
4.6 If approved, the parking changes will be implemented in this financial year (generally around four weeks after the contractor receives the request, but this is subject to other factors such as resourcing and prioritisation beyond Council’s control). The cost of the sign changes beside 822 Colombo Street will be at the cost of the developer/property owner of 812 Colombo Street.
Options Considered Ngā Kōwhiringa Whaiwhakaaro
4.7 The following reasonably practicable option was considered and is assessed in this report:
4.7.1 Revoke the four existing P$60 time restricted spaces and restrict the two spaces to the north of the vehicle crossing to P10.
4.8 The following option was considered but ruled out:
4.8.1 Revoke the two existing P$60 time restricted spaces impacted by the vehicle crossing and leave the remaining two spaces to the north of the vehicle crossing as P$60.

4.9 Preferred Option: Revoke the four existing P$60 time restricted spaces and restrict the two spaces to the north of the vehicle crossing to P10.
4.9.1 Option Advantages

· Enables Parking Operations to move the meter to a location where the requirement for a minimum four spaces per meter is met.
· Provides two short term parking spaces that are more benefit to the convenience store.
4.9.2 Option Disadvantages
· Removes four paid parking spaces that provide revenue.

6.7 Consultation documentation was also posted to two further businesses and the property owner of 822 Colombo Street. No feedback has been received yet, but any feedback received before the Committee meeting will be tabled at the meeting.
