1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Fisher Concert in Hagley Park. The proposed road closures are to enable attendees to safely access and egress the event without negative interactions between vehicular traffic and pedestrians.
1.2 This report has been written because Trademark have proposed to close the following roads from 7pm to 11pm on Friday, 10 January 2025:
· Armagh Street from Cranmer Square West to Park Terrace
· Park Terrace from Chester Street West to Armagh Street
· Rolleston Avenue from Park Terrace to Gloucester Street

That the Road Closure Subcommittee:
1. Receives the information in the Proposed Temporary Road Closure for Fisher Concert Report.
2. Authorises the approval of the temporary road closures for the Fisher Concert , proposed to be deployed from 7pm to 11pm on Friday, 10 January 2025:
a. Armagh Street from Cranmer Square West to Park Terrace
b. Park Terrace from Chester Street West to Armagh Street
c. Rolleston Avenue from Park Terrace to Gloucester Street.
3. Background/Context Te Horopaki
3.1 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.
3.2 Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 3 December 2024 with objections closing 11 December 2024.
3.3 At the time of writing this report, there were no objections received by Council, as a result of the public notifications process.
3.4 The Christchurch Tram will be accommodated as part of the Traffic Management Plan for this event and is aware of the events proposed closures.
3.5 Road closures for similar events have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.
3.6 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

1.2 This report has been written because Nova Traffic Management have proposed to close the following roads from 6pm Friday, 10 January to 6am on Monday, 13 January 2025:
· Innovation Road - Entire length of legal Road - Halswell Junction Road to Islington Avenue
· Commerce Crescent from Doric Way to Halswell Junction Road
· Halswell Junction Road from Industry Way to Doric Way
· Islington Avenue from Waterloo Road to Innovation Road
· Waterloo Road from #491 Waterloo Road to Halswell Junction Road

3.1 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.
3.2 Staff note that all roads proposed to be closed in the Traffic are not listed as part of this application as some roads are not under Councils control and are managed by private organisations. The Event organiser has indicated that they have received approval from the private road owners for the closures on their roads.
3.3 Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 3 December 2024 with objections closing 11 December 2024.
3.4 At the time of writing this report, there were no objections received by Council, as a result of the public notifications process.
3.5 Road closures for this event have not previously been approved by the Road Closure Subcommittee at this location.
3.6 Given the permeable network with alternative routes available and the closures being proposed at a low traffic demand time of year, it is not envisaged that the closures would cause an unreasonable impact on traffic movements.
3.7 Environment Canterbury have been in discussions with regards to alternative routes for scheduled bus services
3.8 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Events at Apollo Projects stadium. The proposed road closures are intended to provide a separated space for attendees to access and egress events which is separated from regular road users.
1.2 This report has been written because Venues Otautahi have proposed to close the following roads from 3pm to 8pm on Saturday 25 January 2025 and from 4pm to 9:30pm Saturday, 1 February 2025:
· Twigger Street from Lincoln Road to Jack Hinton Drive.
· Jack Hinton Drive from Twigger Street to Whiteleigh Avenue.

1. Receives the information in the Proposed Temporary Road Closure for events at Apollo Projects stadium Report.
2. Authorises the approval of the temporary road closures for events at Apollo Projects stadium, proposed to be deployed from 3pm to 8pm on Saturday 25 January 2025 and from 4pm to 9:30pm Saturday, 1 February 2025:

1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Coast-to-Coast race. The proposed closures are to allow for an area intended to be used as the finish line for the event in New Brighton. The proposed closures are intended to provide a separated space away from regular road users to enable a safe spectator and finish line area.
1.2 This report has been written because Ultimate Event Productions have proposed to close the following road from 9am Saturday, 8 February 2025 to 1am Sunday, 9 February 2025:
· Marine Parade, from Hawke Street to Beresford Street.

a. Marine Parade, from Hawke Street to Beresford Street.

3.1 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.
3.2 Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 3 December 2024 with objections closing 11 December 2024.

3.5 The original application for this the event included additional closures, that were advertised, that have now been removed from this report. The originally proposed closures were removed after discussions with the applicant regarding issues raised by staff around safety, community impact and network permeability implications with the original application.
3.6 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

3.5 This year’s event does not propose to include the closure of Park Terrace from Dorset Street and Bealey Avenue due to a traffic management methodology change.
3.6 Staff note that this year’s event does include an additional day of closures on the Friday night, which has not occurred previously.
3.7 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.
3.8 The applicant has indicated that discussions around the proposed temporary road closures impact on the operation of the Christchurch Tram have been discussed with the Tram company and a plan is in place to manage the impacts on their operations.
