1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Gebbies Pass Hillclimb motorsport event. The closures are proposed to provide a separated space for the event to be held where other road users are excluded from the area to enable a safe running of the event.

1.2       This report has been written because Rallies and Trial Enthusiasts Club (RATEC) have proposed to close the following road from 9am to 6pm on Saturday 19 October 2024:

·   Summit Road from the Eastern end of Ahuriri Reserve to Gebbies Pass Road.

2.   Officer Recommendations Ngā Tūtohu

That the Road Closure Subcommittee:

1.         Receives the information in the Proposed Temporary Road Closure for Gebbies Pass Hillclimb Report.

2.         Authorises the approval of the temporary road closures for the Gebbies Pass Hillclimb, proposed to be deployed from 9am to 6pm on Saturday, 19 October 2024:

a.         Summit Road from the Eastern end of Ahuriri Reserve to Gebbies Pass Road.

 

3.   Background/Context Te Horopaki

3.1       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.

3.2       Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on Thursday, 19 September 2024 with objections closing Thursday, 26 September 2024.

3.3       There were no objections received by Council, as a result of the public notifications process.

3.4       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.5       Staff support the proposed temporary road closures however staff note that there is another event proposed to be held on the same section of road on Sunday, 20 October 2024. Whilst this event by itself would not unreasonably impact traffic, the cumulative impact of two events on two consecutive days will need to be considered by the subcommittee and whether the combined closures are considered an unreasonable impact on traffic.

3.6       Staff note that the application for this event was received in less than the minimum time frames for an event of this nature. The applicants will put in place processes to ensure that they are able to meet application time frames in the future.

4.     Proposed Temporary Road Closure Crater Rim Ultra Race

1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Crater Rim Ultra Race. The proposed road closures are to allow for event participants to run on road, for the length of the proposed closure, to enable a safe running event due to road environment constraints and the inability to access private land for the events course this year.

1.2       This report has been written because Port Hills Athletic have proposed to close the following road from 6am to 8pm on Sunday, 20 October 2024:

·   Summit Road from the Eastern end of Ahuriri Reserve to Gebbies Pass Road.

1.3       After applying to have the proposed road closure to be in place from 6am to 8pm Sunday, 20 October 2024, the event organisers traffic management provider has indicated they only wish to close the road from 6am to 2pm, the report recommendation reflects the revised proposal.

That the Road Closure Subcommittee:

1.         Receives the information in the Proposed Temporary Road Closure Crater Rim Ultra Race Report.

2.         Authorises the approval of the temporary road closures for the Crater Rim Ultra Race, proposed to be deployed from 6am to 2pm on Sunday, 20 October 2024:

a.         Summit Road from the Eastern end of Ahuriri Reserve to Gebbies Pass Road.

3.5       The event is not solely restricted to the section of Summit Road proposed to be closed. A full Traffic Management Plan will in place for other sections or road and do not involve full road closures.

3.6       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.
