This song tells the story of Māui changing into a kererū and following his father into the underworld whereupon he returns with the kūmara.

The kūmara is seen not only as food for the body but also food for the mind, thus referring to the importance of mātauranga.

Purpose / Origin of the Information Session

To provide an update to the Community Board on Spreydon,Somerfield, Waltham, Beckenham CRAF projects.

Background

The Christchurch Regeneration Acceleration Facility (CRAF) is a funding package from the Treasury for transport projects in Christchurch.  Council has allocated $40 million of funding through CRAF to accelerate progress on critical roading and transport improvement projects that are considered critical to the ongoing regeneration of Christchurch.

Project updates:

·    Colombo, Selwyn and Somerfield Street package

·    Barrington, Milton and  Lyttelton Street Improvements

·    Package of pedestrian, cycle, minor intersection improvements

·    Sefton Place street renewal

·    Dominion Avenue street renewal

·    Footpath renewals

·    Budget – to ensure project improvements are developed within the project budget

Purpose / Origin of the Information Session

The purpose of this session is for the operations manager, team leaders and supervisors responsible for the different areas of this Community Board to introduce themselves and answer any questions regarding the Parks In-house maintenance mobilisation that is commencing on July 1 2024.

Background

A decision was taken in 2023 to bring the parks maintenance in-house to reduce the use of contractors and improve the quality of parks maintenance.

Purpose / Origin of the Information Session

The purpose of this information session is to advise Waihoro Spreydon-Cashmere-Heathcote Community Board of:

-      a new lease application by Sumner Sports pavilion Inc.

-      a proposal to remove the existing Sumner pavilion at St Leonards Park and replace it with a new building.

-      upcoming public consultation on the above.

This is a staff generated report in response to the application received by the Sumner Sports pavilion Inc.

Background

The Sumner Sports Pavilion Incorporated Society has an existing lease that expired on 12/08/2024. An application for a new lease has been received.

The Sumner Sports Pavilion Inc has been based at St Leonards Park since 1886. The existing clubhouse was formerly the Sumner Surf Club pavilion, and it was moved to St Leonards Park in 1959, where it has been the home of both Sumner Cricket and Sumner Rugby Clubs since.

The building is managed by a joint committee comprised of members from both sports Clubs.

The Clubs report that the building has served them well but like many buildings in Sumner, the pavilion suffered damage in the 2011 earthquakes and does not meet the current earthquake building standards. Coupled with this, the pavilion no longer meets the current needs of the Clubs, particularly as the membership profiles evolve and more female members are participating in and supporting the respective sporting activities.  Accordingly, the Sumner Sports Pavilion Inc wishes to construct a new pavilion to better serve its members and relocate the existing cricket nets. For new building plans please see Attachment A.

The Club have supplied letters of endorsement from both Christchurch Metropolitan Cricket Association and Canterbury Rugby Football Union.

Key Issues

·    The existing lease has expired.

·    The current building sustained earthquake damage in 2011 earthquakes.

·    The current building no longer meets the needs of club membership.

Next Steps

·    Council staff will be undertaking public consultation on the proposed new building and lease, as required under section 138 of the Local Government Act 2002, commencing in September 2024.

·    In keeping with the scale and significance of the proposal, the consultation process will comprise a public advertisement in The Press, along with notification of immediately adjacent residential neighbours and reserve users by utilising engagement leaflets and signage.

·    When the public consultation process has been completed, staff will submit a report to Community Board for the approval of the proposed new building and new lease. It is anticipated that this will be November 2024.
