Purpose / Origin of the Information Session |
This briefing has been initiated to present the proposed Slater Street renewal plan to the Waipapa Papanui-Innes-Central Community Board. This design will be used to gather feedback during the public consultation, which is planned to run from 2 to 27 September 2024. |

Background |
CRAF Background and Selection Criteria The Christchurch Regeneration Acceleration Facility (CRAF) is a funding package of $40 million from the Treasury for transport projects in Christchurch. The purpose of the funding is to make a difference to affected communities by improving liveability and to support their ongoing regeneration. The CRAF investment in roading and transport improvements aims to address condition, safety and access issues, with the Community Board selecting the projects based on feedback from their communities. The original scope included two sections: one around Slater/Guild Streets; and the other being Slater Street between Warden Street and Shirley Road. Due to increases in cost estimates, at their briefing of 28 March 2024 (Attachment A) the Board gave staff direction to go ahead initially with the section between Warden Street and Shirley Road, and review the scope of the overall programme when remaining costs are better understood. Therefore this workshop is limited to this section only. Slater Street project objectives The objectives set for this project are: · Replace the existing kerb and dish channel. · Widen footpaths. · Provide a safe environment for pedestrians crossing the road. · Ensure the road width supports the residential nature of the street. · Provide landscaping enhancements where possible. · Reconstruct carriageway and footpath. · Upgrade the intersections of Slater/Warden (including speed humps on the minor approaches to the intersection) and Shirley/Slater. · Implement the Christchurch City Council tree policy. · Implement a design speed that aligns with the 30km/h speed restriction. This project will deliver: · A full street renewal along Slater Street between Shirley Road and Warden Street, which involves replacing the berms, footpaths, kerb, channel, road surface and street trees (Attachment B). |
Key Issues |
Delivery Risks and Mitigations · Slater Street Water Main – scheme design has been developed proactively to provide adequate protection for the existing main, whilst providing clear corridor space for the installation of its replacement at a later date. · Pressure Sewer – located under existing seal. Potholing will be undertaken early in detailed design to confirm the location and depth of the sewer and gas main. This will inform the design and construction methodology. · Two culverts/structures exist – these may require protection during construction. This will be confirmed during detailed design through a structural inspection. · Trees – the removal of 21 existing street trees is required. A tree assessment has been undertaken (Attachment C), which suggests that there will need to be a formal approval by the Community Board for tree removal. Based on the Council Tree Policy, 42 trees are required to be planted to offset the trees removed. As the extent of the project has been reduced due to budget pressures, it is not possible to replant all of the trees on Slater Street. As such, the scheme design proposes to replant 31 trees on Slater Street, with the remainder being planted on Warden Street. Planting locations are as follows and shown on the plan (Attachment D). o Front berm: 5 narrow cherry trees are proposed to be planted within the front berm. These are a slender tree and will be planted with a minimum offset of 1.4m from the water main. o Back berm/other locations: Due to concerns around trees in other locations encroaching on powerlines, it is intended to switch out the 26 Norway Maples for ‘Lagerstroemia’, which is a smaller tree. Trees located in the back berm have a minimum offset of 2.2m from the water main. o Locations for the remaining 11 trees on Warden Street have been identified at a high level. These will be undertaken as infill planting as per the Council’s Tree Policy. · Power lines – To reduce the risk around overhead power lines, the existing Norway Maples are intended to be substituted for a smaller tree, Lagerstroemia, which is typically no more than 4m tall. The use of this species for planting under powerlines has been approved (refer to the email chain in Attachment E). |

Background |
Christchurch City Council awarded The Isaac Construction Company with the contract for the construction of the upgrade and renewal of the water supply and wastewater for the Te Kaha Surrounding Streets package of work. The transport portion of the package of work has been awarded as a provisional item and identified as separable portions, which may be instructed at a later date. This presentation updates the Community Board on the programme of the work, the proposed construction sequencing and the measures the construction team will be taking to minimise the impact on the local stakeholders and community. |
