1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for the proposed road closure to hold the Duvauchelle Hillclimb motorsport event. The proposed closures are to provide a safe location where a motorsport event can be undertaken, on a closed section of road, to eliminate interactions between the event participants and other regular road users.

1.2       This report has been written because the Rallies and Trials Enthusiasts Club (NZ) have proposed to close the following road from 9am to 6pm on Sunday, 16 June 2024:

·   Pigeon Bay Road from #46 Pigeon Bay Road to Summit Road

2.   Officer Recommendations Ngā Tūtohu

That the Road Closure Subcommittee:

1.         Receives the information in the Proposed Temporary Road Closure for Duvauchelle Hillclimb Report.

2.         Authorises the approval of the temporary road closures for the Duvauchelle Hillclimb, proposed to be deployed from 9am to 6pm on Sunday, 16 June 2024:

a.         Pigeon Bay Road from #46 Pigeon Bay Road to Summit Road.

 

3.   Background/Context Te Horopaki

3.1       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.

3.2       Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on Tuesday, 21 May 2024 with objections closing Tuesday, 28 May 2024.

3.3       There were no objections received by Council, as a result of the public notifications process.

3.4       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.5       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

4.     Proposed Temporary Road Closure for 2/1 Battalion Charter Parade 2024

1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the 2/1 Battalion Charter Parade 2024. The proposed closures are to provide a separated safe space for the parade march to occur and eliminate interactions between the parade participants and regular road users.

1.2       This report has been written because the New Zealand Defence Force have proposed to close the following roads from 1pm to 3pm on Friday, 28 June 2024:

·   Colombo Street from Kilmore Street to Lichfield Street

·   Worcester Street from Cambridge Terrace to Press Lane

·   Cathedral Square - Entire length

·   Oxford Terrace from Cashel Street to Gloucester Street.

2.         Authorises the approval of the temporary road closures for the 2/1 Battalion Chater Parade 2024, proposed to be deployed from 1pm to 3pm on Friday, 28 June 2024:

3.6       The Christchurch tram has been involved in the development of this Parade Route and will be managed as part of the proposed event Traffic Management Plan should approval for the road closures be authorised.

3.7       The proposed road closures are less than was initially advertised for this event, as operational requirements identified that the original proposal was not practicable to deploy or manage.

3.8       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.
