Members questioned whether records are kept of those situations where EQC payments have been paid to fix sewage pipes following the Canterbury earthquakes but the remedial work hasn’t been undertaken. Staff undertook to check whether such records exist.

1.1 The purpose of this report is to provide the Banks Peninsula Water Management Zone Committee with an overview of the Community Waterways Partnership for the Committee’s consideration, determine the Committee’s interest in joining the Partnership and explore opportunity for alignment.

Community Waterways Partnership (CWP)
Purpose and Goals
3.1 The Community Waterways Partners work in partnership under the CWP Charter to achieve outcomes for our urban waterways that cannot be attained independently. We do this by sharing expertise, networks, and resources to promote and achieve solutions needed to improve the ecological health, indigenous biodiversity, and amenity value of our waterways in Christchurch. We uphold Te Mana o Te Wai to actively protect and enhance the mauri of Christchurch urban waterways.
3.2 The purpose of this presentation to the Committee is to provide an overview of the CWP, to determine the Committee’s interest in joining the partnership and explore opportunity for alignment.
CWP Objectives
3.3 CWP Partners will work together to:
3.3.1 Establish a strong collaborative partnership between community groups, businesses, researchers, and local, regional, and central government.
3.3.2 Achieve consensus on messaging interwoven with appropriate cultural narrative, and market these with an innovative package of shared and consistent material suitable for a variety of audiences.
3.3.3 Develop a network of trained people to deliver the key messages professionally and consistently.
3.3.4 Design and implement stormwater, habitat, and water conservation educational resources to supplement existing resources for use in schools and community events.
3.3.5 Advocate for incentives that enable community implementation of positive stormwater, habitat and water conservation actions and solutions.
3.3.6 Establish and facilitate a network of water care champions and kaitiaki.
3.3.7 Advocate for national legislative change to better address stormwater contaminants.
3.3.8 Develop research to evaluate outcomes and improvements in our knowledge of best practice community interventions.
3.3.9 Establish, facilitate, or support projects to deliver these outcomes.
Background
3.4 Christchurch has many passionate community groups who are already working to protect and improve their local waterways. Activities involving local communities and school, with support through partnership bring about behaviour changes, at individual, household, and community level, to stop contaminants entering stormwater and waterways, and degrading water quality.
3.5 Municipal stormwater treatment infrastructure alone will not address this water quality problem, it also needs communities to actively prevent pollution in the first place. Given that in 2017, only 55% of Christchurch residents surveyed were aware that stormwater from roads and properties mostly leads to waterways, a need for community awareness-raising and engagement initiatives was identified, hence the forming of the CWP.
3.6 The CWP Charter was ratified in 2020 then placed under the Schedule 4(m) of the Comprehensive Stormwater Network Discharge Consent (CSNDC), Communication, Education, and Awareness, and through the consent funding provided. A Christchurch City Council Facilitator of the partnership was appointed, and in 2024 a Steering Group formed.

1.1 The purpose of this report is to provide the Banks Peninsula Water Management Zone Committee with an update on the Wai Connection’s work programme with a focus on support provided in the Banks Peninsula Zone including an update on the Wairewa Mahinga Kai Catchment Group.

3. Report Te Pūrongo
Background
3.1 ‘Wai Connection – Tatai Ki Te Wai’ is a Mountains to Sea Conservation Trust (MTSCT) community catchment group engagement project, co-funded through the Essential Freshwater Fund (EFF) until June 2025. It supports the Government’s Essential Freshwater (EF) package, a national initiative to protect and restore our rivers, streams, lakes, and wetlands.
3.2 The project aims to empower community catchment groups by providing knowledge, tools, and expert support to help identify issues in their local catchment area. We want to connect people with their waterway and enable collaboration between local catchment groups, NGOs, iwi, hapū, regional councils, central government agencies, landowners and primary industry working in the catchment.
3.3 EOS Ecology is the Ministry for the Environment provider organisation responsible for delivering ‘Wai Connection’ in Waitaha/Canterbury.
3.4 Courtney Bosse is the mid Canterbury Catchment Coordinator for Wai Connection and provides direct support to 7 catchment groups including the Wairewa Mahinga Kai Catchment Group. The services provided to catchment groups can include facilitation, community engagement and workshops, monitoring plan, advice and administrative support. Catchment coordinators also provide on-the-ground support for groups, and delivery of community-based freshwater monitoring training and īnanga spawning surveys.
Wai Connection Programme update
3.5 The presentation will cover the mahi that is being undertaken by Wai Connection with various groups across the region with a focus on those groups based in the Banks Peninsula zone. A copy of the presentation is attached.
Wairewa Mahinga Kai Catchment Group Update
3.6 Courtney will provide an update on the nature of the work being undertaken by Wai Connection with the Wairewa Mahinga Kai Catchment Group who also received $58,000 in Zone Committee Action Plan budget funding this year.
3.7 The group has requested the free Focus Catchment map Series, an 82-page document detailing the state of the catchment and a water quality monitoring plan is underway that has been worked through with the group. Ground truthing of six sites and baseline sampling happened on the 6th of June. Ben Manson, Zone Committee and Catchment Group member will provide a general update on the development of the Catchment Group.

2. Confirms its support for the recommendation to Environment Canterbury that a prioritisation framework such as that utilised by Christchurch City Council is used to prioritise Environment Canterbury structures for remediation.
3. Report Te Pūrongo
Fish passage workshop outcomes
3.1 The Committee held a workshop focussed on fish passage with presenters from Environment Canterbury and Christchurch City Council providing an update on work being undertaken by Councils to remediate structures creating barriers for fish passage, as well as general information on fish passage, guidelines, and tools to support remediation in Canterbury.
The Committee agreed that more could be done to promote fish passage with landowners and the Committee expressed support for promoting fish passage remediation, including the tools available, to the Banks Peninsula groups identified during the March review workshop. Work is being undertaken by Environment Canterbury staff to develop a regional communications approach around fish passage.
3.2 The Committee also expressed support for the following recommendation to Environment Canterbury to help it prioritise its council-owned structures for remediation:
