1.   Brief Summary He Whakarāpopototanga Poto

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for the proposed road closures for the Lincoln University Parades 2024. The proposed closures are to allow for the graduation parades to safely move through the city whilst safely separating graduates from traffic.

1.2       This report has been written because Lincoln University have proposed to close the following road from 9.20am to 9.50am and 1.20pm to 1.50pm on Friday, 10 May 2024:

·   Worcester Street from Montreal Street to Cambridge Terrace

That the Road Closure Subcommittee:

1.         Receive the information in the Proposed Temporary Road Closure for Lincoln University Graduation Parades Report.

2.         Authorise the approval of the temporary road closures for the Lincoln University Graduation Parades, proposed to be deployed from 9.20am to 9.50am and 1.20pm to 1.50pm on Friday, 10 May 2024:

a.         Worcester Street from Montreal Street to Cambridge Terrace.

 

3.   Background/Context Te Horopaki

3.1       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.

3.2       Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required one week. The application was publicly advertised in The Press on Monday, 4 March 2024 with objections closing Monday, 11 March 2024.

3.3       There were no objections received by Council, as a result of the public notifications process.

3.4       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.5       The Christchurch Tram has been consulted with regarding the proposed closures and did not indicate the closure would be an issue for their operations.

3.6       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Anzac Parades 2024. 3.   Background/Context Te Horopaki

The application was publicly advertised in The Press on Friday 1 March 2024 with objections closing Friday 8 March 2024.

3.3       There was one objection received by Council, as a result of the public notifications process.

3.3.1   An objection was received from Tanya Townsend who operates a stall at the Christchurch Arts Centre market. Tanya was concerned that there would be no access to her workplace and that no customers would be able to access the market either during the proposed road closures.

3.3.2   Tanya also commented that she believed the marathon could be run within Hagley Park to ensure that the over 50 business involved in the Art Centre market and wider Arts Centre were not impacted.

3.4       Staff have been in contact with Tanya and provided feedback that there would in fact be access to the Arts Centre via Hereford Street and Montreal Street with an egress Northbound towards Salisbury Street on Montreal Street. The ability to provide access has been clarified within the proposed temporary road closures recommendation from staff in this report. The updated recommendations have removed additional roads from the proposed road closures to provide clarity that there will be additional parking opportunities and greater access to the Arts Centre along with the Christchurch Art Gallery and carpark.

3.5       Staff are unable to comment on why the event organisers have chosen the Marathon route as that is best answered by the applicants.

3.6       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.7       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.
