1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an overview of the Soil Conservation and Revegetation Programme (SCAR) in North Canterbury so that the Committee has a greater understanding of what a soil conservation programme like this would involve, if they wish to continue advocating for something similar to come to the Port Hills (and Banks Penisula ecological region).

3. Report Te Pūrongo
3.1 Sam Thompson, Andrew Turnbull and Iana Stoliarova will provide an overview of the Soil Conservation and Revegetation Programme. They work at Environment Canterbury in the Kaikoura/Hurunui-Waiau Zone Delivery Team. Sam and Andrew are Land Management & Biodiversity Advisors. Iana is a Project Delivery Officer.
3.2 Landowners in North Canterbury can apply for funding to help combat hillside erosion through the Soil Conservation and Revegetation Programme (SCAR). This programme has funding support from Ministry for Primary Industries (MPI) and Environment Canterbury. It is a four-year programme (2019-2023) that aims to reduce erosion and sediment loss and stabilise damaged land in North Canterbury’s hill-country.
4. Background
Committee interest in this programme
4.1 Both Christchurch West Melton and Banks Peninsula Zone Committees and Whaka-Ora Healthy Harbour have expressed an interest in advocating for a similar soil conservation programme to become available for the Banks Peninsula ecological region. The Banks Peninsula ecological region includes the Port Hills on both sides and the rest of Banks Peninsula as this area all has similar erosion prone soils – loess soils overlaying volcanic soils and rock.
4.2 Advocating for a soil conservation programme was one of the initiatives identified at the erosion and sediment control workshop held on 27 April 2023, jointly held by Christchurch West Melton and Banks Peninsula Zone Committees, together with Whaka-Ora Healthy Harbour.
4.3 It is also an action in the Committee’s action plan, along with the action plan of Banks Peninsula Zone Committee.
4.4 Action in current Christchurch West Melton Zone Committee Action Plan:
· Advocate to councils for improved erosion and sediment control. Progress initiatives collaboratively, that the Committee has jointly identified with Banks Peninsula Zone Committee and Whaka-Ora Healthy Harbour. These initiatives include:
· documenting and sharing practical knowledge;
· identifying sources of erosion and finding solutions;
· exploring opportunities for a soil conservation programme on Banks Peninsula;
· and advocating for the Canterbury ESC Toolbox to include agriculture and forestry
4.5 Action in current Banks Peninsula Zone Committee Action Plan:
· We will advocate for and be engaged in: The collaborative development and funding of a soil conservation programme.
4.6 Banks Peninsula Zone Committee also included the following in their early LTP input to Environment Canterbury and Christchurch City Council (28 September 2023):
· Invest in a Banks Peninsula wide soil conservation programme.
· Rationale: our farming community gets very little support or advice to help them understand and implement techniques to avoid erosion and very little advice and support about what to do once they have erosion on their properties. Erosion has impacts on farm economics as well as causing significant damage to bush remnants, recreation tracks and roads. Sediment has significant impact on the health of our waterways. Investing in soil conservation will help the Banks Peninsula landscape be more resilient to the impacts of climate change.
Background to Soil Conservation and Revegetation Programme
4.7 The programme aims to:
§ Retain productive soils;
§ Reduce sediment washed into waterways through erosion;
§ Provide benefits to water quality, biodiversity and mahinga kai;
§ Build on-farm resilience to climatic effects.
4.8 Farmers work alongside land management advisors to identify areas of their properties that are erosion prone. They then work together to find the best way to mitigate this erosion. Land management advisors work with farmers on funding applications associated with the programme; prioritising land for treatment; and developing erosion control plans for their property.
4.9 The programme is co-funded by Environment Canterbury and the Ministry of Primary Industries Hill Country Erosion Fund, and the goal is to reach as many eligible landowners as possible.
4.10 Funding is targeted at:
· Space planting of poplars.
· Fencing off areas from stock.
· Catchment-scale mapping and on-farm Land Use Capability (LUC) maps to support farm environment planning.
· Building staff and catchment group capacity to consult on soil conservation and farm plans.
· Expanding our existing nursery (Baynons Nursery) to provide greater numbers of poplars and willows across the region.
4.11 The programme has been operating since 2019. Funding is currently available for landowners in the Kaikōura, Hurunui, and Waimakariri districts.

Overview of Loess soil, erosion, and impact of sediment on waterways
4.14 Loess soil was deposited on Banks Peninsula ecological region by wind blowing fine material from the erosion of the Southern Alps across to Banks Peninsula. The loess forms deep layers in places and is easily distinguished from volcanic soils by its paler colour. Strong winds, rain and the removal of native forest from Banks Peninsula ecological region have caused erosion of both soil types. Loess is particularly prone to erosion when native forest cover is removed. Once loess is in waterways it is very slow to settle out, so it makes the water have low clarity (hard to see through) for a long time.
4.15 It affects water quality, habitat for freshwater and marine life and recreational values. It can suffocate fish if it clogs their gills, prevents fish from seeing their food, and makes our rivers look dirty.

From report prepared for Environment Canterbury: Best practice erosion and sediment control measures for the rural landscape of the Port Hills – a literature review, 2018, by Ian Lynn, Manaaki Whenua.
Erosion and sedimentation has been identified as an issue in the Banks Peninsula region,
and more recently in the Whakaraupō/Lyttelton Harbour Catchment Management Plan https://healthyharbour.org.nz/
In a national context, erosion rates on Banks Peninsula are moderate, but significant, as a
consequence of the dominance of steep slopes, erodible regoliths and soils, generally
moderate rainfall, and the frequency of high-intensity rainstorms. Recent and extensive
deforestation and the introduction of grazing animals have significantly increased erosion
rates.
Lake core sedimentation rate data from Te Roro o Wairewa show a four-fold increase from 0.88 mm∙yr -1 pre-1840 to 3.7 mm∙yr -1 as a result of land clearance and ensuing pastoral farming (Woodward & Shulmeister 2005).
Similarly, cores from the Head of the Bay and Charteris Bay indicate low net sediment accumulation rates of 0.35 to 0.8 mm∙yr -1 pre AD 1800, increasing to between 2 and 8.4 mm∙yr -1 between AD 1800 and 1900 (Goff 2005).
The recent 2010/2011 Canterbury Earthquake Sequence is also likely to have had a significant influence on erosion rates and sediment yields as a consequence of the considerable increase in rockfall, landslide and other forms of mass movement initiated by the earthquakes (Hancox & Perrin 2011), see

1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an update from Christchurch City Council and Environment Canterbury staff. The update will jointly report (written and verbal) on the progress of implementing each of the resolutions passed by CCC and ECan Councillors during 5 April (CCC), 3 May (ECan) and 28 June 2023 (ECan) that were in response to Christchurch West Melton Zone Committee recommendations relating to erosion and sediment control made on 25 August 2022.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an opportunity to discuss and recommend allocations of the CWMS Action Plan Budget 2023 – 2024 to Environment Canterbury for the Christchurch West Melton Zone.
2. Officer Recommendations Ngā Tūtohu
That the Christchurch West Melton Water Management Zone Committee:
1. Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:
a. $26,500 to the Port Hills Park Trust Board for the Mt Vernon - Dry Bush Gorge enhancement project, involving fencing to reduce erosion and sediment, increase native biodiversity and improve water quality.
b. $15,000 to the Christchurch Envirohub Trust for Te Tuna Tāone / Urban Eel - action learning programme.
c. $9,500 to the Avon Ōtākaro Network for the In River Clean, extending the in river trail for another 12 months as there is more rubbish than expected and will need longer to establish what an ongoing maintenance schedule might look like.
d. $8,000 to the Summit Road Society for the Horotane Valley project, restoring native bush to the valley catchment.
e. $6,000 to the Christchurch Envirohub Trust as a contribution towards facilitation of the Stormwater Superhero trailer – awareness, education and behaviour change programme.
f. $5,000 as the Committee’s contribution towards a joint project with Banks Peninsula Zone Committee and Whaka-Ora Healthy Harbour to gather, document and share practical knowledge about erosion and sediment control and soil conservation on the Port Hills.
g. $5,000 to the Avon-Heathcote Estuary Ihutai Trust for their estuary research programme, focusing on the effectiveness of wetland restoration.
3. Report Te Pūrongo
3.1 At a Zone Committee workshop on 26 October the Committee shared information about a number of potential projects that would help the Committee implement their action plan and leverage other funding opportunities to achieve the Canterbury Water Management Strategy (CWMS) priorities.
3.1.1 Please see attachment A for a copy of the Action Plan and attachment B for a breakdown of the funding applications received by the Committee.

1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an overview of the winners of the Committee’s Stormwater Superhero Awards 2023.

That the Christchurch West Melton Water Management Zone Committee:
1. Receive the information in the CWM Stormwater Superhero Awards Report.
3. Report Te Pūrongo
3.1 At the Zone Committee 26 October workshop, the Stormwater Superhero Awards sub-group of the Committee shared information with the rest of the Committee about the businesses that they (and other panel members) selected to give a Stormwater Superhero Award during 2023.
3.2 The Committee ran a Stormwater Superhero Awards 2023 Ceremony with support from Christchurch City Council and Environment Canterbury on Wednesday 8 November 2023 at the function room at the Christchurch City Council. This was opened by the Mayor of Christchurch. The guest speaker was Peter Christensen who is the Chair of Water New Zealand’s Stormwater Group. The Master of Ceremonies was the Chairperson of the Zone Committee. The following businesses were given awards for the following reasons:
· Cleanco Truck Wash - Excellent containment of contaminated water and separation of liquid and solid chemicals and wastes to avoid contaminating the stormwater network at the Hornby truck washing facility.
· Oji Fibre Solutions (NZ) Ltd - Excellent implementation of their environmental management system that avoids contamination of stormwater leaving the Hornby manufacturing facility.
· Resource Recycling Technologies (NZ) - Excellence in collaborating and adapting to best practice for treating contaminated stormwater at the Woolston metal recycling facility.
· IAG NZ Repairhub Ltd - Excellent use and recycling of stormwater and treatment at the carwash in the Hornby car repair facility.
· Redmund Spur Ltd - Excellence in collaboration, teamwork, and commitment to managing the source of contaminants entering the stormwater network on an urban land development in the Port Hills.
4. Background
4.1 The Committee has run Stormwater Superhero Awards for several years and every year the Committee makes some changes based on how the previous year has gone and who is involved in leading this from the Committee. The Committee members involved in 2023 were Brynlea Stocks, Annabelle Hasselman, Mike Patchett and Cailin Richardson-Hall.
4.2 In 2023 the awards were to celebrate businesses that are being a Stormwater Superhero – doing their best to keep chemicals and contaminants out of the drain, rivers, and sea. This year a second category was added, so as well as seeking entries from industrial sites the Committee also sought entries from businesses involved in land development and construction as these would likely be involved with erosion and sediment control.
4.3 The Awards were promoted via various method such as flyers delivered by committee members, email, and social media. Entries closed on 13 September 2023.
4.4 Businesses self-nominate by filling in an online entry form.
4.5 A panel comprising Zone Committee members, CCC and ECan staff visited all of the entrants in mid October to conduct a site visit. Panel members included Annabelle Hasselman (Chair), Mike Patchett (Deputy Chair), Maxine van den Berg (ECan) and Joseph Harrison (CCC). They met later to discuss and select which entrants would receive an award and why. Five of the six entrants were selected to receive awards.
4.6 In 2022 the committee gave two Christchurch businesses Stormwater Superhero Awards – Tunnel Wash and Christchurch Ready Mix Concrete.
4.7 The criteria the panel used to evaluate industrial sites were:
· Previous consent and compliance history
· Good management practices (based General Stormwater Good Management Practices (GMPs) for Industrial Sites Courtesy of Christchurch City Council) under the following topics: materials shipping and receiving; Materials handling, processing, and storage – general; Materials handling, processing, and storage – solids; Materials handling, processing, and storage – liquids; Vehicle and equipment maintenance and storage; Painting and sanding; Cleaning and washdown; Waste management and disposal; Building and grounds maintenance; Erosion from stockpiles, soils, and roads; Illicit stormwater discharge; and Inspection and training.
4.8 The criteria the panel used to evaluate land development and construction sites were:
· Previous consent and compliance history
· Erosion and sediment control plan under the following topics: Minimise disturbance; construction in stages; protect slopes; protect waterways; stabilise exposed areas quickly; consider the weather; and mix and match your ESC tools.
