1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Banks Peninsula Water Management Zone Committee to confirm the minutes of the meeting held on 20 June 2023.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Banks Peninsula Water Management Zone Committee with
1.1.1 a briefing on the updated long-term grades for sites monitored on Banks Peninsula for recreational water quality; the summarised results of the faecal source tracking investigation; the plan for future investigation sampling; and the development of a live recreational water quality model for the harbours
1.1.2 an update on proposed improved signage
1.1.3 a briefing on the 2023 LAWA/Can I Swim Here communications campaign
1.1.4 a briefing on the proposal for community engagement and stormwater superhero engagement by the Zone Committee.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee:
1. Receive the information in the Update on water quality and community engagement for contact recreation around Whakaraupō and Akaroa Harbours report, provided by Environment Canterbury scientists.
2. Agrees to carry out community engagement about how the community can contribute to long-term solutions to pollution to Whakaraupō and Akaroa Harbours and streams.
3. Adopts the proposal for running a stormwater superhero engagement campaign that forms the basis of this community engagement.
3. Background
3.1 This report follows from recommendations the Committee made on 20 June 2023 to Environment Canterbury, Christchurch City Council and Te Whatu Ora.
3.2 This agenda item also relates to the recommendations the Committee made on 20 June 2023 about how the Committee proposed to be involved. These included:
3.2.1 Agrees to hold another workshop later in the year once the results of the faecal source tracking are public to discuss how the Zone Committee may add value to community engagement and finding solutions to pollution.
3.2.2 Develops a proposal for running a stormwater superhero engagement campaign.
3.2.3 Works with Whaka-Ora to engage with the rural sector to support solutions to ruminant and avian sources, with support from Christchurch City Council and Environment Canterbury.
3.3 At this 19 September 2023 meeting the Committee will make a start on the first two proposals above. Whaka-Ora Healthy Harbour has begun the third.
3.4 Once Karen Banwell, the Whakaraupō Programme Manager is back from leave there may be further opportunity for the Committee to collaborate with Whaka-Ora Healthy Harbour and its Community Advisory Group on engaging with the community and councils about finding long-term solutions to ruminant and avian sources of pollution to streams and harbours.
4. Report Te Pūrongo
4.1 Science and signage
4.1.1 Shirley Hayward (Science Team Leader in Surface Water Science) and Melanie Burns (Scientist in the Surface Water Science team) of Environment Canterbury, will brief the Committee on several topics that relate to water quality and community engagement for contact recreation around Whakaraupō and Akaroa Harbours.
4.1.2 The Annual Recreational Water Quality report is due to be released this week. Shirley and Melanie will present on the updated long-term grades for sites within Banks Peninsula.
4.1.3 They will also summarise the results from the faecal source tracking investigation earlier this year, the plan for future investigation sampling as well as the development of a live recreational water quality model for the harbours.
4.1.4 Melanie will present the current location of signage and get Committee feedback on proposed locations for additional signs. Melanie also hopes to have a “mock up” of the new signs to share.
4.2 Communications and community engagement
4.2.1 Jo Taylor-de Vocht (Principal Communications and Engagement Advisor at Environment Canterbury) will brief the Committee on the 2023 LAWA/Can I Swim Here communications campaign. This will include an outline the key messages that will be shared that relate to Whakaraupō and Akaroa Harbours and the community engagement events taking place in Whakaraupō and Akaroa Harbour during October and November.
4.2.2 Jo will also outline other communications and community engagement methods being used. At these events, representatives of Environment Canterbury, Te Mana Ora and Christchurch City Council will have a joint display where they will share the key messages.
4.3 Proposed community engagement by Zone Committee
4.3.1 The Committee decided in June 2023 that it would consider how to add value to community engagement and finding long-term solutions to pollution, as well as developing a proposal for running a stormwater superhero engagement campaign that relates to this.
4.3.2 The Zone Facilitator will outline a proposed stormwater superhero engagement campaign for the Zone Committee to carry out this October and November, that will complement the agency campaign.
4.3.3 It is proposed that this could involve up to two zone committee members attending each event where the Stormwater Superhero trailer will be. If the trailer isn’t able to come to an event, then Committee member(s) can still choose to be involved in engaging with the community at the display being run by by the agencies, in a way that Committee member(s) is comfortable with.
4.3.4 The Stormwater Superhero trailer will be transported and facilitated by the team at Christchurch Envirohub. The Zone Committee member’s role will be to assist with this, by sharing some of the key stormwater superhero messages with community members who come to interact with the trailer. The tuna & drains game will also be at some of the events.
4.3.5 Committee members will not be responsible for sharing the key messages that Environment Canterbury, Te Mana Ora and Christchurch City Council are sharing, but would need to understand what these are. All of the stormwater superhero messages are relevant; however, some relate more to water quality for recreation than others.
4.3.6 All Committee members who choose to be involved will be briefed by the Zone Facilitator before the events begin.
4.3.7 Cathy Sweet (Whaka-Ora Healthy Harbour Programme Assistant) is contacting members of the Whaka-Ora Healthy Harbour Community Advisory Group (CAG) to see if any of them would like to join the Zone Committee members in assisting with the stormwater superhero trailer.
4.3.8 The Committee could choose in the future to do further community engagement in other months, years, or locations. The methods used would be based on how well the community engagement carried out by the Zone Committee has worked from a Zone Committee perspective.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Banks Peninsula Water Management Zone Committee with information about the process for reviewing and updating their 2021-2024 Action Plan for the 2023/24 year, noting that the Committee is required to formalise any changes made.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee:
1. Receives the information in the Report - Updates to the Banks Peninsula Water Management Zone Committee 2021-2024 Action Plan for 2023/2024.
2. Confirms they have reviewed the 2021-2024 Action Plan.
3. Confirms the key 2023/24 updates to the Action Plan.
3. Background
3.1 The Zone Committee’s Terms of Reference require the Committee to review and amend, if required, its Action Plan annually to ensure the actions are still those the Committee believe will achieve their objectives.
3.2 This is usually done towards the end of the financial year or early in the new financial year.
3.3 The Committee has previously discussed possible updates to the 2023/24 Action Plan. These updates now require formal confirmation in a meeting and to be recorded in the minutes.
3.4 Once finalised, these changes are made, and the new version is uploaded to the website and shared with partners.
3.5 Towards the end of the 2023-2024 financial year, every Zone Committee will prepare a new action plan for 2024-2027. This is an opportunity to make more substantial changes and Councils may provide new letters of priorities.
4. Report Te Pūrongo
4.1 The Banks Peninsula Zone Committee discussed possible updates to the Action Plan at their meeting on 20 June 2023.
5. Next Steps
5.1 Once any updates are formalised, the Zone Facilitator will give the Environment Canterbury communications team the specific changes to make.
5.2 The communications team at Environment Canterbury create a print file suitable for printing A3 for Committee members and partners, and an electronic file suitable for emailing.
5.3 The communications team at Environment Canterbury creates a web friendly version for the webpages about the Zone Committee.
5.4 The updated Action Plan will be added to the next triannual or annual reports to Councils that occur after the new version become available.
