Mike Patchett requested a minor alteration of the minutes, which was accepted by the Committee. The Secretarial note below contains the changes which were adopted.
Secretarial Note: Other Mattes: The Committee noted that a report was being
prepared by Belinda Margetts on the Healthy Waterways Action plan to go before
the Christchurch City Council in the coming months to seek
recommendations on the draft proposal. (changed to: with an
intention for the CCC to present the draft proposal at a Hui organised by the
Community Waterways Partnership in June).

9. Pūharakekenui-Styx Stormwater Management Plan |

|
The Committee acknowledge that the Christchurch City Council does not have the power to impose fines for noncompliance. The Committee noted that galvanised roofs which have not been painted and are close to rivers do the most damage to water quality. The Committee acknowledged that it was not the Christchurch City Council policy to favour one catchment over another. The Committee noted that it would be valuable to have a discussion at a later meeting on whether to have a policy which focuses on improving catchments with poor water quality or one which focus on maintaining catchments with good water quality. |

10. Erosion and Sediment Control Update |
|
|
|
The Committee discussed the most effective way to build on the positive momentum created around sediment and erosion control. The Committee decided to remove recommendation four on the grounds it was not necessary. The Committee noted the leaving of community representative Shona Sluys and Rapaki representative Kākati Royal. Rapaki are currently looking for a person to fill this vacancy on the Committee. |

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with information about the process for reviewing and updating their 2021-2024 Action Plan for the 2023-2024 year. To inform the Committee of the requirement to formalise the changes.
2. Officer Recommendations Ngā Tūtohu
That the Christchurch West Melton Water Management Zone Committee:
1. Receive the information in the Changes to Committee 2021-2024 Action Plan for 2023/2024 Report.
2. Confirms they have reviewed their 2021-2024 Action Plan.
3. Confirms the key changes to the 2021-2024 Action Plan
3. Background
3.1 Every Zone Committee must consider whether it wishes to update its action plan on an annual basis. This is usually done towards the end of the financial year or early in the new financial year. Committees do not have to make changes, but they can if they wish.
3.2 That the Committee has reviewed its action plan needs to be formalised in a meeting and recorded in the minutes.
3.3 Once finalised, these changes are made, and the new version is uploaded to the website and shared with partners.
3.4 Towards the end of the 2023-2024 financial year, every Zone Committee will prepare a new action plan for 2024-2027. This is an opportunity to make more substantial changes and Councils may provide new letters of priorities.
4. Report Te Pūrongo
4.1 The Christchurch West Melton Zone Committee began working on updating their action plan at their workshop on 25 May. The Committee had a workshop dedicated to this on 22 June that also included identifying possible tasks that the Committee could do to implement each action, and identifying which members of the Committee might like to work on each of these actions together.
5. Next Steps
5.1 Zone Facilitator will give the Environment Canterbury communications team the specific changes to make.
5.2 The communications team at Environment Canterbury create a print file suitable for printing A3 for Committee members and partners, and an electronic file suitable for emailing.
5.3 The communications team at Environment Canterbury creates a web friendly version for the webpages about the Zone Committee.
5.4 The updated action plan will be added to the next triannual or annual reports to Councils that occur after the new version become available.
