1.   Brief Summary

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Winter Fireworks Event in New Brighton. The reason for the proposed road closures is to provide a safe and separated area where event attendees can access and egress the event whilst being separated from vehicular traffic. The closures are also intended to facilitate efficient access and egress, to and from the event for public transport services.

1.2       This report has been written because Christchurch City Council Events Development Team have proposed to close the following roads in the New Brighton Area from 4pm to 9:30pm Saturday 1 July 2023:

·    Beresford Street from Marine Parade to Hardy Street

·    Brighton Mall from Beresford Street to Union Street

·    Hardy Street from Beresford Street to Seaview Road

·    Hood Street from Union Street to Oram Avenue

·    Mafeking Street - entire length

·    Marine Parade from Hawke Street to Hood Street

·    New Brighton Road from Hawke Street to Pratt Street

·    Oram Avenue from Beresford Street to Hood Street

·    Seaview Road from Owles Terrace to Hardy Street and from Union Street to Shaw Avenue

·    Union Street from Seaview Road to Owles Terrace.

1.3       The application also proposes a rain contingency date of Sunday 2 July 2023 for closures to be in place at the same times as above.

1.4       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.5       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Tuesday 30 May 2023 with objections closing Wednesday 7 June 2023.

1.6       There were no objections received by Council, as a result of the public notifications process.

1.7       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

1.8       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

That the Road Closure Subcommittee:

1.         Receive the information in the Report.

2.         Authorise the approval of the temporary road closures for the Winter Fireworks event, proposed to be deployed from 4pm to 9:30pm on Saturday 1 July 2023, with a rain contingency date of Sunday 2 July 2023:

a.         Beresford Street from Marine Parade to Hardy Street

b.         Brighton Mall from Beresford Street to Union Street

c.         Hardy Street from Beresford Street to Seaview Road

d.         Hood Street from Union Street to Oram Avenue

e.         Mafeking Street - entire length

f.          Marine Parade from Hawke Street to Hood Street

g.         New Brighton Road from Hawke Street to Pratt Street

h.         Oram Avenue from Beresford Street to Hood Street
