The Committee accepted the Officer Recommendations with the inclusion of the names of the Committee members elected to the roles of Chairperson and Deputy Chairperson. The Committee resolved to use voting option B when electing a Chair and Deputy Chairperson motion was moved by Mike Patchett and seconded by Brynlea Stocks. Annabelle Hasselman was nominated for Chairperson there were no other nominations. Mike Patchett was nominated for Deputy Chairperson there were no other nominations. |

Elect Annabelle Hasselman as the Chair and Mike Patchett as the Deputy Chair for 2023 in accordance with the CWMS Zone Committees Terms of Reference (Attachment A to this Report). 2. Committee Resolved CWZC/2023/00005 That the Christchurch West Melton Water Management Zone Committee: 1. Receive the presentation given on 23 February by Jenny Bond of the Christchurch Envirohub Trust about Te Tuna Tāone project. 2. Recommend that Environment Canterbury approves the expenditure for the following project to the following organisations: a. $5,000 to the Christchurch Envirohub Trust as a contribution towards Te Tuna Tāone project. 3. Approves Christchurch Envirohub Trust spend the $3,000 it received in 2021-2022 for administration of the Community Waterways Partnership virtual hub on the facilitation of the Stormwater Superhero trailer instead. 12. Other Matters
Healthy Waterways Partnership
The Committee noted that a report was being prepared by Belinda Margetts on the Health Waterways Action plan to go before the Christchurch City Council in the coming months to seek recommendations.
The Committee discussed what a collaborative partnership would look like acknowledging the following problematic issues:
· There are already ties amongst the existing bodies.
· Engagement by the CWMZC with the Health Water Ways action plan would be impractical if there is not commitment by Environment Canterbury or the Christchurch City Council.
· The statutory authorities have a much greater amount of influence on outcomes.
· The partnership might not necessarily come from the Zone Committees.

1. Purpose of Report Te Pūtake Pūrongo
1.1 To inform the Committee about the development process for the Pūharakekenui-Styx Stormwater Management Plan and to ask if the Zone Committee wishes to be consulted with, and how.

That the Christchurch West Melton Water Management Zone Committee:
1. Receive the information in the Pūharakekenui-Styx Stormwater Management Plan Report.
2. Request to be consulted with in the following way:
3. Background
3.1 Christchurch City Council is developing a stormwater management plan (SMP) for the Pūharakekenui-Styx catchment. A SMP for each major catchment in Christchurch City District is required by conditions of the Council’s Comprehensive Stormwater Network Discharge Consent (CSNDC). A SMP describes how the Council has developed and will implement contaminant mitigation targets for the catchment.
3.2 The Council must develop SMPs in consultation with 5 nominated parties including the relevant zone committee. The Christchurch West Melton Zone Committee will be somewhat familiar with the process, having been consulted about three previous SMPs. Paul Dickson will make a presentation about:
3.2.1 The SMP development process and;
3.2.2 To ask if the Zone Committee wishes to be consulted with, and how.
4. Report Te Pūrongo
4.1 The conditions of the Comprehensive Stormwater Network Discharge Consent CRC231955 require the Council to develop SMPs for the District’s seven major catchments.
4.2 SMPs respond to consent conditions, and funding provisions in the Council’s Long Term Plan (LTP). Conditions set minimum requirements and LTP funding makes provision for water quantity and quality mitigation.
4.3 The most important role of SMPs is to set contaminant load mitigation targets, and develop means of achieving them, to demonstrate the Council’s compliance with consent conditions.
4.4 The key issues:
4.4.1 Maintain the river’s Fair to Good water quality while growth and development in the catchment occurs.
4.4.2 Mitigating additional runoff from new development so that flood levels in the middle and lower river are maintained or that any increase is not more than minor.
4.4.3 Managing growth of aquatic macrophytes (water weed) so that low-lying river margins east of Marshland Road are not inundated.
5. Next Steps
5.1 Briefings to the Waimāero Fendalton-Waimairi-Harewood and Waitai Coastal-Burwood-Linwood Community Boards, Department of Conservation and Environment Canterbury Engineers.
5.2 A draft SMP will be released for public comment in July 2023.
5.3 Feedback will be considered for incorporation into the SMP.

10. Erosion and Sediment Control Update |

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to update the Christchurch West Melton Water Management Zone Committee on the sediment control recommendations made to the Christchurch City Council and Environment Canterbury in August 2022.
2. Deputy Chair recommendation
That the Christchurch West Melton Water Management Zone Committee:
1. Notes the Christchurch City Council and Environment Canterbury resolutions of April 2023 and May 2023, respectively.
2. Requests a joint written report and joint verbal presentation from Christchurch City Council and Environment Canterbury staff by or on 28 September 2023 to report to the Zone Committee on the progress of implementing each of the resolutions their Councils passed.
3. Recommends that the Christchurch City Council
adopt a holistic Ki uta ki tai
approach to the development of the Port Hills Management Plan and work
collaboratively with mana whenua and key stakeholders.
4. Request that senior ECan staff consult the
Chair regarding the scope of their
report to ECan Council on reducing sediment runoff within the Christchurch City
Council
Boundary.
3. Background
3.1 The Zone Committee made recommendations to Christchurch City Council and Environment Canterbury in August 2022 relating erosion and sediment control.
3.2 The Chair and Deputy of the Zone Committee gave a presentation about these recommendations as part of their verbal presentation of the Committee’s triannual report to Christchurch City Council Three Waters Committee in late 2022.
3.3 An agenda item was created for a Christchurch City Council meeting, and this took place on 5 April where the Deputy presented about the recommendations (Chair was unavailable). Clive Appleton of Christchurch City Council spoke to his staff report and recommendations, with Nathan Dougherty of Environment Canterbury alongside, providing some assistance. The Councillors made resolutions based on Clive’s recommendations from his paper, as well as a new one he raised on the day – a Port Hills management plan.
3.4 The Chair and Deputy gave a presentation to Environment Canterbury’s Land and Water Committee on 3 May 2023 about these recommendations, as part of the Committee’s triannual report to Environment Canterbury. Environment Canterbury staff, Jess Newlands, and Nathan Dougherty, had provided staff recommendations via a staff report. The Councillors adopted the staff recommendations, and an additional one was added based on a suggestion from Cr Southworth. This was based on identifying a need for the Councillors to better understand the relative roles and responsibilities of Environment Canterbury and Christchurch City Council in terms of erosion and sediment control, as that is essential before the Council can identify any further improvements to erosion and sediment control that Environment Canterbury could contribute to.
4. Report Te Pūrongo
4.1 Christchurch West Melton Zone Committee recommendations that relate to erosion and sediment control, 25 August 2022:
4.1.1 That the Christchurch West Melton Water Management Zone Committee:
· Receives the report from Environment Canterbury and Christchurch City Council on erosion and sediment control.
4.1.2 That the Christchurch West Melton Zone Committee recommends to Christchurch City Council and Environment Canterbury:
· That an independent audit of the environmental effectiveness of the regulatory instruments, arrangements and capacity building applying to erosion and sediment control and contaminated stormwater management, be conducted.
· That this audit be used to improve the regulatory frameworks, instruments, and environmental outcomes for waterways within our Zone.
· Advocate to central government, the environmental problems associated with erosion and sediment control from developments on highly erodible hillsides and requests that these be subject to tighter requirements or restrictions.
4.2 Christchurch City Council resolutions, 5 April 2023: [unconfirmed minutes]
4.2.1 That the Council:
· Recommend that Council and Environment Canterbury staff continue to work together to improve construction industry compliance with erosion and sediment control matters.
· Continue exploring other best practicable approaches and business practices to gain better environmental outcomes.
· Note that if erosion and sediment control issues continue to be a problem, a variation may be sought to the Council’s Comprehensive Stormwater Network Discharge Consent in order to allow Environment Canterbury to exercise its powers under the Resource Management Act to enforce industry compliance.
4.3 ECan resolutions, 3 May 2023: [unconfirmed minutes]
4.3.1 That the Water and Land Committee:
· Receives this progress update on the three “Central” Canterbury Water Management Strategy (CWMS) zone committees, on their current priorities, and progress in advancing their Action Plans and budget.
· Notes the resolutions passed by Christchurch City Council on this matter on 5 April 2023 and as detailed in paragraph 29 of this paper.
· Note that staff consider an independent audit as recommended by the Christchurch West Melton Zone Committee is premature given existing Christchurch City Council work underway and given that the City’s Comprehensive Stormwater Network Discharge Consent may be reviewed when it is transferred to and managed by a Water Services Entity created under the Water Services Entities Act 2022.
· Recommends that staff bring a report to the next Water and Land Committee meeting explaining the roles and responsibilities of Environment Canterbury in relation to reducing sediment runoff within the Christchurch City Council boundary.
· Recommends that Canterbury Regional Council and Christchurch City Council staff work together to:
Improve construction industry compliance with erosion and sediment control matters.
Continue exploring other best practicable approaches and business practices to gain better environmental outcomes.
