1. Brief Summary
1.1 The purpose of this report is provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Christchurch marathon 2023. The proposed road closures are to enable separation between road users and competitors/spectators, on the Christchurch Marathon’s proposed course, to enable the safety of competitors.
1.2 This report has been written because The Christchurch Marathon have proposed to close the following roads from 5am to 1:30pm on 16 April 2023:
· Armagh Street from Park Terrace to Durham Street North
· Bangor Street - Entire Length
· Barbadoes Street from Bealey Avenue to Otley Street
· Barbadoes Street from #390 to Chester Street East
· Cambridge Terrace from Churchill Street to Rolleston Avenue
· Cashel Street from Rolleston Avenue to Durham Street North
· Chester Street West - Entire Length
· Chester Street East from Madras Street to Barbadoes Street
· Colombo Street from Salisbury Street to Armagh Street
· Cranmer Square East - Entire length
· Cranmer Square West - Entire length
· Durham Street North from Salisbury Street to Gloucester Street
· Durham Street North from Bealey Avenue to Peacock Street
· Gloucester Street from Oxford Terrace to Rolleston Avenue

1.3 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.
1.4 Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received exceeding the minimum required time period of one week. The application was publicly advertised in The Press on 3 March 2023 with objections closing 13 March 2023.
1.5 There were no formal objections received by Council, as a result of the public notifications process.
1.6 Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area. Staff note that previous Marathons in this area had a much greater impact due to the course previously extending from Deans Avenue, in the West, to Anzac Drive in the East. When the previous events were held there were minimal points at which road users could cross the course and impacts were on a whole of city scale. With the revised course there is now less of an impact on the city, as the event now only impacts an area between Deans Avenue and Fitzgerald Avenue (Both unimpacted). The Event organisers have provided a traffic impact assessment that indicates that when closing the two North / South one way system pairs across the CBD (Montreal / Durham and Madras Barbadoes) there is sufficient capacity on Deans Avenue and Fitzgerald Avenue to cater for the expected demand on a Sunday. The new course is made up of four laps of a ~10km loop with the base of the event operations centred within Hagley Park. Due to operations being centred within Hagley Park and not on road, it allows for a quick opening of traffic lanes at 1:30pm, unlike previous events where the base of operations occupied road space on Kilmore Street.
1.7 A Travel Demand Management plan is incorporated as part of the Traffic Management Plan to reroute road users away from pinch points and provide clear guidance on what routes to take to ensure that the Marathon does not cause undue delays or impacts from a whole of city perspective.
1.8 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

1. Brief Summary
1.1 The purpose of this report is provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Anzac Day parades 2023. The reason for the proposed closures is to provide a safe space to allow the parades and memorial activities to be undertaken in a location separated from traffic movements.
1.2 This report has been written because Christchurch RSAs have proposed to close the following roads on 25 April 2023 at the times stated below:
