4.   Public Forum Te Huinga Whānui

Part B

4.1

Rowley Resource Centre

Evelyn Kenneally, Manager, spoke on behalf of the Rowley Resource Centre regarding its purpose and activities. The Centre’s name will be changed to the Rowley Community Centre in the coming months. In September this year, the Centre will celebrate its 30th anniversary.

After questions from members, the Chairperson thanked Ms Kenneally for her presentation.

 

4.2

Hoon Hay Community Association

Jenny Goodman and Alastair Berney spoke on behalf of the Hoon Hay Community Association regarding its purpose and activities, including food bank drives, community picnics and hosting theatre productions.

Ms Goodman noted that with Hoon Hay Road becoming busier in recent years, improving traffic safety is a community priority. Mr Berney recently had a near miss with a vehicle when crossing the road on foot near 90 Hoon Hay Road. Many pedestrians cross the road in this area to access various services, including shops, the Hoon Hay Community Centre, the bus, a church and an early learning centre. Ms Goodman suggested that the Council install a pedestrian island at this location.

The Board considered this issue further under Item 7 – Correspondence.

After questions from members, the Chairperson thanked Ms Goodman and Mr Berney for their presentation.

 

4.3

Whareora House of Life

Janette Morris, Chair, and Jane Hill, Coordinator, spoke on behalf of Whareora House of Life regarding its purpose and activities, including a lending library, op shop, craft group and monthly bus trips.

After questions from members, the Chairperson thanked Ms Morris and Ms Hill for their presentation.

 

4.4

Birthright Canterbury Trust

Rhodora Sagles, Manager, spoke on behalf of Birthright Canterbury Trust regarding its purpose and activities. The Trust specialises in working with families led by one person. Services include enabling families to find practical solutions to problems, offering parent education opportunities and providing referral to specialist services.

Sara Templeton arrived at 4.24pm.

After questions from members, the Chairperson thanked Ms Sagles for her presentation.

 

4.5

Christchurch Irish Society

Kieran McErlain, President, and Sara Farmer, Liaison Officer, spoke on behalf of the Christchurch Irish Society regarding its purpose and activities. The Society was established in 1948 to promote Irish culture, support the Irish community and strengthen bonds between the Irish people and people of Christchurch.

The Society owns a hall at Spreydon Domain, and would also like to strengthen ties with the local Spreydon community.

After questions from members, the Chairperson thanked Mr McErlain and Ms Farmer for their presentation.

 

4.7

Development on Bowenvale Avenue

Joshua Birkenhake and Andrew Dakers from Guardians of Bowenvale Amenities spoke regarding two proposed developments on Bowenvale Avenue adjacent to Bowenvale Reserve. The group seeks to explore and understand what impact the two developments (47 houses) would have on the community and environment.

Mr Birkenhake noted that for about 20 years one of the development sites previously had dirt bike jumps, which were a valuable asset. He suggested replacing the jumps in another location.

Mr Dakers noted that they held a community meeting in January 2023, which was attended by more than 50 people. At the meeting, concerns were raised about storm water, erosion and sediment management, traffic safety and environmental impacts such as biodiversity loss. They have also received a petition signed by more than 3,000 people. Mr Dakers asked that the Council manage any adverse impacts from the developments.

Part B

The Waihoro Spreydon-Cashmere-Heathcote Community Board agreed to request that staff:

1.         Provide advice on the process and general requirements of a consent application.

 

2.         Provide advice on what plans the Council has to manage any impacts from the two proposed developments on Bowenvale Avenue adjacent to Bowenvale Reserve, including sewage, drainage, storm water, traffic safety, biodiversity loss and other environmental impacts.

4.6

Proposal for Multi-Use Sport Spaces in Neighbourhood Parks

Michael Down, resident, spoke regarding his proposal for multi-use fenced outdoor sports courts in neighbourhood parks. He noted that increasing intensification is putting additional demand on public greenspace and reducing private greenspace.

Mr Down suggested building outdoor courts that provide an opportunity to play basketball, futsal / football and other sports such as in-line hockey to enable more people to come together and enjoy recreating together. He suggested that existing basketball courts could be upgraded to multi-use courts.

The Waihoro Spreydon-Cashmere-Heathcote Community Board agreed to:

1.         Refer the proposal for multi-use fenced outdoor courts in neighbourhood parks to staff for advice on whether the Council plans to build new courts or upgrade existing basketball courts.

 

2.         Request staff advice on whether a multi-use fenced outdoor court could be incorporated into the planned basketball court at Hunter Terrace.

That the Waihoro Spreydon-Cashmere-Heathcote Community Board:

1.         Receive the information in the correspondence report dated 09 February 2023 regarding a pedestrian island at 90 Hoon Hay Road, traffic safety in Waltham and the Canterbury Railway Society’s land enquiry.

 

2.         Refer the correspondence regarding a pedestrian island at 90 Hoon Hay Road to staff, and ask that staff investigate options to improve traffic safety on Hoon Hay Road from Mathers Road to Sparks Road, including the potential need for pedestrian islands.

 

3.         Refer the correspondence regarding traffic safety in Waltham to staff for advice on options to improve traffic safety at the Shakespeare / Waltham Roads intersection and options for a new cycleway on Waltham Road.

 

4.         Refer the correspondence regarding the Railway Society’s proposed land purchase to staff for advice on options for the Society to continue to use the site in the long term.

 

5.         Request an update from staff on Ferrymead Heritage Park.

8.   Annex Road Proposed No Stopping Restrictions

Part C

That the Waihoro Spreydon-Cashmere-Heathcote Community Board:

1.         Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at all times on the northeast side of Annex Road, commencing at its intersection with Lindon Grove and extending in a northwest direction for a distance of 398.5 metres.

2.         Revokes any previous resolutions pertaining to parking and stopping restrictions made pursuant to any bylaw to the extent that they are in conflict with the parking and stopping restrictions described in resolution 1 above.

3.         Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions described in the staff report are in place (or removed in the case of revocations).

9.   Dyers Pass Road / Rhodesvale Terrace Proposed No Stopping Restrictions

1.         Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at all times on the west side of Dyers Pass Road, commencing at its intersection with Rhodesvale Terrace and extending in a southerly direction for a distance of 15 metres.

2.         Revoke any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolution 1 above.

3.         Approve that these resolutions take effect when parking signage and/or road markings that evidence the restrictions described in the staff report are in place (or removed in the case of revocations).

10. Coronation Hall- Proposed Ground Lease to Suburbs Rugby Football Club

1.         Grant a ground lease to Suburbs Rugby Club Incorporated pursuant to s54 of the Reserves Act 1977, for a lease period of 33 years including renewals for an area of approximately 520sqm being part of Res 3824-CB657/52 as shown on the plan in paragraph 5.1 (below).

2.         Authorise the Manager Property Consultancy to conclude negotiation and administer the terms and conditions of the lease.

11. Road Stopping at 11 Humboldt Street, Sydenham

 

Board Comment

Staff spoke to the report in the agenda of this meeting, and noted that the proposed road stopping at 11 Humboldt Place in Sydenham was assessed and approved by staff in accordance with the Council’s Road Stopping Policy 2020.

Under the Road Stopping Policy, the evaluation criteria for whether the application should proceed or not includes whether the road has current or potential value for amenity or conservation functions, for example protection of vegetation or trees. The Board noted that the parcel of land proposed to be stopped contains a tree, and selling this parcel could result in the loss of a street tree and loss of amenity. Consequently, the Board decided to decline to stop and sell the parcel of land.

The Board noted that the Council’s proposed Urban Forest Plan, which is currently out for consultation, sets out how tree canopy cover can be increased across all urban areas to mitigate climate change, bring multiple benefits to the liveability of neighbourhoods and help better sustain flora and fauna. The Board also noted that increasing intensification is putting more demand on public greenspace and reducing private greenspace, including trees, and reducing public greenspace could impact the wider area.

 

The Board decided to recommend that the Council review its Road Stopping Policy 2020 in light of its proposed Urban Forest Plan, the impact of increasing intensification on public and private greenspace and the potential impact of changes to public greenspace on the wider area.

That the Waihoro Spreydon-Cashmere-Heathcote Community Board:

1.         Notes that the proposed road stopping has been assessed and approved by staff in accordance with the Council’s Road Stopping Policy 2020.

2.         Resolves pursuant to Section 116(1), 117(3)(b) and 120(3) of the Public Works Act 1981 to stop and sell to the adjoining land owner that parcel of land shown as Proposed Section 1 in Attachment A to this report containing 82m2 subject to survey and to amalgamate that parcel of land with the adjoining land contained in the Record of Title CB469/87.

3.         Approves that the Manager Property Consultancy is delegated the authority to undertake all actions, negotiate and conclude all the agreements necessary to facilitate the above in general accordance with this report on terms and conditions acceptable to him at his sole discretion, and in doing so make any decisions necessary to give effect to this.

1.         Approves the request(s) of the Lessee, Mt Pleasant Memorial Community Centre & Residents' Association Incorporated, being:

a.         Installation of the Flight statue within the leased area;

b.         Placement of a storage container for the weekly Farmers Market storage;

c.         Installation of  an Automated Teller Machine;

d.         Placement of a rubbish bin enclosure;

e.         Storage for Food Truck Alley equipment;

f.          Front Room Deck Cover and Cycle Stand; and

g.         Viewing Platform looking out to the Avon-Heathcote Estuary

subject to the Lessee obtaining any regulatory consents that may be required in accordance with the Building Act and Resource Management Act.

2.         Authorise the Manager Property Consultancy to advise Mt Pleasant Memorial Community Centre & Residents' Association Incorporated of the above approvals.

3.         Request staff provide any updated building design plans, if substantially changed from those presented in this report, as and when they are finalised through a memo to the Community Board.

9.     #79 & 83 Beachville Road - Proposed No Stopping Restrictions

1.   Purpose of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is for the Waihoro Spreydon-Cashmere-Heathcote Community Board to consider the approval of No Stopping Restrictions on the corner outside #79 and #83 Beachville Road.

1.2       This report has been written in response to safety concerns associated with parked vehicles creating a dangerous situation for other road users transiting around the corner.

1.3       The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy. The level of significance was determined by the low level of impact and low number of people affected by the recommended decision.

1.4       The community engagement and consultation outlined in this report reflect the assessment.

1.5       The recommended option is to install No Stopping restrictions in accordance with Attachment A. 

2.   Officer Recommendations Ngā Tūtohu

That the Waihoro Spreydon-Cashmere-Heathcote Community Board:

1.         Revoke any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolutions 2a and 2b below.

2.         Approve, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at all times:

a.         on the south side of Beachville Road commencing 12.5 metres east from the prolongation of the boundary between #83 and #85 Beachville Road and extending in an easterly direction then southerly direction for a distance of 53.5 metres.

b.         on the north side of Beachville Road commencing 27 metres east from the prolongation of the boundary between #86 and #86A Beachville Road and extending in an easterly direction then southerly direction for a distance of 62.5 metres.

3.         Approve that these resolutions take effect when parking signage and/or road markings that evidence the restrictions described in the staff report are in place (or removed in the case of revocations).

3.   Reason for Report Recommendations Ngā Take mō te Whakatau

3.1       A member of the public has raised safety concerns associated with parked vehicles creating a dangerous situation for other road users transiting around the corner.

4.   Alternative Options Considered Ētahi atu Kōwhiringa

Do nothing

4.1       The advantages of this option include:

4.1.1   Retaining two on-street parking spaces.

4.2       The disadvantages of the option include:

4.2.1   Does not address the safety concerns raised at this section of road.

5.   Detail Te Whakamahuki

5.1       Beachville Road is classified as a Local road in Council’s roading hierarchy.

5.2       Beachville Road has previously been narrowed with the construction of kerb build-outs around the corner at #83; reducing the road width around this corner from nine metres wide to 6 metres wide.

5.3       There are existing parking restrictions (broken yellow lines) commencing where the buildouts, to narrow the corner, start (to the north-west) and terminating on both sides of the road at the #83 driveway.

5.4       Vehicles are currently parking in the space opposite the #83 driveway and on the corner where the build-out is located outside #79. Both of these actions are causing a potential road safety situation for other road users as the road is only six metres wide in this location and they have to cross the centre-line on the corner (where visibility of oncoming traffic is restricted) to manoeuvre around these vehicles.

5.5       Beachville Road is a popular location for amenity; including walkers, cyclists and people fishing. There are 15 on-road, angle parking spaces at the south end of the road but none at the northern end near this corner. Space is allowed for parking on this section of the street where the road is wider. Demands for parking in the area do not exceed the supply, therefore the loss of parking spaces is not expected to have a negative impact.

5.6       The NZTA’s CAS database shows that there have been no recorded crashes in this location in the last five years.

Community Views and Preferences

5.7       Affected property owners and residents were advised of the recommended option by letter. Two consultation letters were sent out. 

5.8       We received one response from the owner #79 Beachville Road in support of the proposals. They considered we had not extended the parking restrictions far enough on the east side. Following these comments we have therefore extended the restrictions a further four metres south on the east side of the road.

5.9       The Team Leader Parking Compliance supports the preferred option.

5.10    The do nothing option is inconsistent with community requests to improve road safety in this location.

6.1       Council’s strategic priorities have been considered in formulating the recommendations in this report, however this area of work is not specifically covered by an identified priority.

8.2       The Community Boards have delegated authority from the Council to exercise the delegations as set out in the Register of Delegations.  The list of delegations for the Community Boards includes the resolution of stopping restrictions and traffic control devices.

3.2.1   Community Board Discretionary Response Fund 2022/23 – as at 20 February 2023:

·    Discretionary Response Fund balance for 2022/23 is $12,413.66

·    Youth Achievement and Development Fund balance is $850.00

·    The Off the Ground Fund balance is $1,425.00

·    The Shape Your Place Toolkit Fund balance is $1,161.00

3.2.3   Youth Development Fund Applications - At the Board’s 10 November 2022 meeting the Board resolved that the Waihoro Spreydon-Cashmere-Heathcote Community Board Youth Development Fund allocations process be assessments are emailed to all members of the Community Board for their individual decision to support or not support, with the final decision determined by a majority vote by email, until the end of the Board’s 2022-25 term.  The following Youth Development Fund applications have been approved:

3.2.5   The whole experience was amazing, and I learnt so many new skills and created lifelong friendships with people I wouldn’t usually make friends with. For the entire experience all electronics, books, magazines and music were taken off you in order to help you connect with others and yourself more.

3.2.6   Some of the highlights were a 2-day white water kayaking scheme, 3-day sailing scheme, two 3-day tramps, and the 2-day 2-night solo trip. I learnt a lot about myself and how much you can push yourself physically and mentally if you have the right mind set. It also taught me more about understanding other people’s perspectives in order for a group or team to work successfully.

3.2.7   Attending this event meant Luke significantly grew in his self-confidence, teamwork and cooperation skills, ability to assess and manage risk, communicating, self-management and perseverance.

3.2.8   Luke was the Vice Team Captain and was required to speak in front of large groups, pastorally monitor and care for the team, led by example, encourage others to give their best, and have tough conversations when others needed correction. He stepped into this space extremely well and was an excellent leader.

Nicholas Lidstone, U21 NZ Junior Black Sticks Hockey, Australia

The highlight of the trip were the 3 test matches in Canberra against Australia U21s for New Zealand U21s. The level of hockey was pretty extraordinary, with everyone on the field contributing for both teams. I was lucky enough to be named captain of the team in the days prior to the first match, and it was an honour to lead out the team onto the turf for each match.

My experiences on the trip have only increased my desire to continue playing international hockey. The enjoyment I got from the matches and hanging out with my teammates, was something that I wish to experience more. My next goal is trying to gain my first international cap for the New Zealand Men's Team.

3.3       Participation in and Contribution to Decision Making

3.3.1   Report Back on Other Activities Contributing to Community Board Plan [for items not included in the above table but are included in Community Board Plan]

·     The Board is in the process of developing its Community Board Plan.

·     The draft plan will be open for consultation in the first two weeks of March 2023 here.

·     The Board will approve the plan at its May 2023 meeting.

3.3.2   Council Engagement and Consultation

·     Ōtautahi Christchurch Urban Forest Plan – Consultation on the Council’s Urban Forest Plan is open from 2 February to 6 March 2023. Please find more details here.

·     Start Work Notices – Various Start Work Notices have been sent to the Board throughout the month.  All city-wide start work notices can be found at: https://ccc.govt.nz/transport/works.

3.4       Governance Advice

3.4.1   Public Forum – The Board received the following public forum presentations at its 9 February 2023 meeting:

·      The Rowley Resource Centre spoke to the Board about its purpose and future plans.

·      The Hoon Hay Community Association spoke to the Board about its purpose and recent activities. The Association also spoke about traffic safety issues around 90 Hoon Hay Road.

·      Whareora House of Life spoke to the Board about its purpose and recent activities.

·      Birthright Canterbury Trust spoke to the Board about its purpose and recent activities.

·      Christchurch Irish Society spoke to the Board about its purpose and recent activities.

·      Residents spoke to the Board about two proposed developments on Bowenvale Avenue. The Board asked for advice on the process and general requirements of a consent application, and what plans the Council has to manage any impacts.

·      A resident spoke to the Board about his proposal for multi-use fenced outdoor sports courts in neighbourhood parks. The Board asked for advice on whether the Council plans to build new courts or upgrade existing basketball courts.

3.4.2   Deputations There were no deputations at the Board’s 9 February 2023 meeting.

3.4.3   Correspondence – The Board received the following correspondence at its 9 February 2023 meeting:

·      A resident wrote to the Board about traffic safety at 90 Hoon Hay Road, and the Board asked for staff advice on options to improve safety.

·      A resident wrote to the Board about traffic safety in Waltham, and the Board asked for staff advice on options to improve safety.

·      The Railway Society wrote to the Board about the long term use of land it currently leases from the Council. The Board asked for staff advice on options for the Society to continue to use the site in the long term.

3.4.4   Briefings – The Board received the following briefings/workshops in January and February 2023:

·      Development of Community Board Plan

·      Participatory democracy

·      Strategic funding

·      South Library rebuild

·      Simeon Park update

·      Update on Orion’s Bromley to Milton Street underground cable project

·      Introduction to Council bylaws and upcoming review of Cruising and Prohibited Times on Road Bylaw

·      Local police update

·      Preparing submissions on the Ōtautahi Christchurch Urban Forest Plan and Draft Waste Management and Minimisation Bylaw

3.4.5   Board Requests – The Board made the following requests during Elected Members’ Information Exchange at its 9 February 2023 meeting:

·      A Board member noted that multiple community groups would like dogs to be banned from the estuary to protect wildlife. The Board asked for staff advice about whether the Department of Conservation has jurisdiction to ban dogs from the estuary to protect wildlife.

·      A Board member noted that the Council recently received a briefing on the Brougham Street upgrade, including the impact on the Selwyn Street Master Plan. The Board asked for this briefing to be provided to them.

4.   Advice Provided to the Community Board  

4.1       Ticket Report – A report on open and completed tickets (requests for service) in January 2023 is attached.

4.2       Community Parks Bi- Monthly Update – An update from staff is attached.

4.3       Memo – Spreydon, Somerfield, Waltham and Beckenham Christchurch Regeneration Acceleration Facility (CRAF) Programme – Update on Submissions – A memo is attached to advise the Board that it has been discovered that some submissions from the “Better Safer Roads” (CRAF) community consultation were not presented to the Community Boards in the decision report.

4.4       Memo – Hoon Hay Park Pavilion Update – A memo is attached to provide an update on the upgrade of the Hoon Hay Park Pavilion.

4.5       Memo – Somerfield Park Toilets – At its 16 February 2022 meeting, the Spreydon-Cashmere Community Board asked for staff advice on options to improve the safety of the Somerfield Park public toilet, and an update on the programme for toilets renewals. A memo from staff is attached.
