1.   Brief Summary

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the City To Surf 2023. The proposed closures are to ensure that participants in the City to Surf race can run along roads in a safe manner where participants and spectators are separated from regular road users by operating on closed roads or off-road pathways.

1.2       This report has been written because Star Media have proposed to close the following roads on Sunday March 19, 2023 at various times as listed below:

·   Roads proposed to be closed from 7am to 10am 19 March 2023

·     Latimer Square West from Hereford Street to Gloucester Street

·     Chester Street East at the intersection of Madras Street

·     Oxford Tce from Kilmore Street to Barbadoes Street

·   Roads proposed to be closed 8:30am to 10:00am 19 March 2023

·     Gloucester St from Latimer Square West to Latimer Square West

·     Madras Street from Gloucester St to Peterborough Street

·     Armagh Street from 40 metres East of Madras Street to 25 metres West of Madras Street

·     Kilmore Street from Oxford Terrace to Manchester Street

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on 15 February 2023 with objections closing 23 February 2023.

1.5       At the time of writing this report, there were no objections received by Council, as a result of the public notifications process.

1.6       Road closures for this event have previously been approved by Council for a similar course, however the previous closures were pre-earthquake. No unexpected impacts regarding traffic movements are anticipated as a result of this event.

1.7       Staff note that Sail GP is also being held on this day, however the impacts within the Central city do not coincide or overlap this event. All closures West of Fitzgerald Avenue for City To Surf will be lifted by 10am and the Central City impacts for SailGP are from 11:30am.

1.8       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic given the size and scale of this event.

4.     Proposed Temporary Road Closure for Pipe Band March 2023

1.   Brief Summary

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Pipe Band March 2023. The proposed closures are to ensure that the Street March section, of the National Pipe Band Championship being held in Christchurch for 2023, can be undertaken in a safe manner where participants and spectators are separated from regular road users on a closed section of road.

1.2       This report has been written because Royal New Zealand Pipe Band Association have proposed to close the following roads from 2pm to 4:30pm on Friday 10 March, 2023:

·   Cranmer Square West from Chester Street West to Armagh Street

·   Armagh Street from Montreal Street to Rolleston Avenue

·   Rolleston Avenue from Armagh Street to Gloucester Street

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on 15 February 2023 with objections closing 23 February 2023.

1.5       At the time of writing this report, there were no formal objections received by Council, as a result of the public notifications process. Staff did however receive two approaches from impacted parties, a resident of Armagh Street and a representative of Christs College. After discussions, and clarification of details from Staff, the impacted parties did not contact Council again with concerns through the formal process at the time of writing this report.

1.6       Christchurch trams have been consulted with and would be able to work in with this event by utilising other sections of the tram network when the proposed road closures are scheduled.

1.7       Road closures for this event have not previously been approved by the Road Closure Subcommittee at this location.

1.8       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic for an event of this type and scale.

1.1       The purpose of this report is provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for various events at Orange Theory Stadium. The proposed road closures have been applied for to provide safe spaces for attendees to be separated from regular road users as they attend events at the stadium and to separate large numbers of pedestrians from vehicles on the road directly adjacent to the venue.

1.2       This report has been written because Venues Otautahi have proposed to close the following roads on the dates and times below:

·   Twigger Street from Lincoln Road to Jack Hinton Drive and Jack Hinton Drive from Whiteleigh Avenue to Twigger Street

·     From 2pm to 11:59pm on Friday 10 March 2023. With a contingency date of 11 or 12 March 2023 if 10 March date is not able to proceed at the above times.

·     From 5pm to 10pm on Friday 24 March, 2023

·     From 5pm to 10pm on Friday 7 April 2023

·     From 2:30pm to to 7:30 pm on Saturday 6 May 2023

·     From 5pm to to 10pm on Saturday 13 May 2023
