3.   Identification of General Public Contributions

There was a short presentation from a member of the public, Frank Hill. He shared his concerns that ratepayers in Christchurch contribute most ($50Million) of the ratepayer basis for how the Canterbury Water Management Strategy is funded, yet he believes that most of this budget is spent in other more rural zones rather than Christchurch City. He also commented that Environment Canterbury raised rates by 20% last year. He also argued that the Zone Committee has given up its’ commitment to improving the health of Addington Brook and that Environment Canterbury should be paying to improve the health of Addington Brook, rather than Christchurch City Council. He also suggested that the Committee provide input to Environment Canterbury’s annual plan suggesting they put money into improving the health of Addington Brook and spend more of the CWMS budget in the city. Frank was argued that the stormwater treatment proposed as part of Christchurch City Council’s masterplan for Addington Brook is focused on cleaning up the water quality after it comes out of industrial and residential areas rather than stopping the pollution at source.

9.   Stormwater Superhero Awards

 

Committee Chair Annabelle Hasselman delivered a speech expressing the thanks and appreciation of the Committee to the winners of the Stormwater Superhero awards, Christchurch Ready Mix Concrete and Tunnel Wash for work that they have done ensuring their businesses implement practices which prevent pollution to stormwater and therefore also prevents pollution of waterways. Tunnel Wash received the Champion Stormwater Superhero Award, and Christchurch Ready Mix Concrete received the Stormwater Superhero Award.

 

Tunnel Wash was represented by Brian Court, Lesley Court, and  Elliot Dowie. Christchurch Ready Mix Concrete was represented by Richard Sands and Clint Thompson.

 

The Committee noted that the recommendation referring to following up the awards by supporting these businesses with publicity of them as receivers of the Awards and stormwater superhero key messages is something the Environment Canterbury communications staff will work on if these businesses would like some support, rather than Committee members doing this themselves.

10. Surface Water Quality Annual Report 2021

 

The Committee commented that having a Healthy Waterways Action Plan for the main  five catchments will be  an excellent step towards further increasing the health of waterways throughout Christchurch. Committee members stated they are excited about working with their partners in Christchurch City Council and Environment Canterbury to achieve positive results.

That the Christchurch West Melton Water Management Zone Committee:

1.         Recognises and supports the Christchurch City Council initiative to develop the draft Healthy Waterways Action Plan and the opportunity it provides for implementing long term change for urban waterways in Christchurch.

2.         Advocates for a collaborative partnership to build community engagement and political support for the Healthy Waterways Action Plan.

3.         Collaborates with partners involved in the Community Waterways Partnership in this advocacy.

11. Cashmere and Port Hills Working Group

 

Chrissie Williams presented to the Committee about erosion and sediment in the Ōpāwaho/Heathcote River catchment, Cashmere Stream and the tributaries of Cashmere Stream on behalf of the Ōpāwaho Heathcote River Network. Chrissie focused on sediment as a physical contaminant is a focus of the report. Water clarity is a useful measure of sediment and it significantly impacts the health of this catchment and water clarity is poor. Cashmere Stream water clarity has 85% of hill tributaries being rated as extremely poor.

Sediment affects the water quality and aquatic ecology of the Ōpāwaho/Heathcote River. Erosion in the Port Hills is due to loess, a highly erodible soil that gets washed into waterways. Loess is made up of very fine particles that remain in suspension for a long time and prevent them from clumping together and settling.. Erosion is exacerbated by soil disturbance from heavy rain causing slips, tunnel gullies, slumps and stream-bank collapse; particularly where the soil has been disturbed and vegetation cover reduced by earthworks from agriculture and forestry work; cycle and vehicle tracks, road construction and fire.

Controlling erosion and sediment on the Port Hills should aim to stabilise and prevent erosion before it gets started and prioritise steep north facing slopes with the highest potential for tunnel-gully erosion. Establishing and maintaining a persistent and healthy vegetation cover on the Port Hills is crucial to protecting these waterways.

The amount of sediment and where it comes from varies between tributaries but a large amount of the sediment is most likely coming from the hill based tributaries in the Cashmere Stream Catchment.

The Committee noted that that they would like to contact Chris Phillips from Manaaki Whenua Landcare Research who is conducting  ongoing research into erosion and sediment control in other parts of New Zealand to see how their research could be utilised on the Port Hills, or whether local work is required. Manaaki Whenua has previously done erosion and sediment control research for Environment Canterbury on the Port Hills and Banks Peninsula.

The Committee stated their wish to continue to support for and active commitment to, the Cashmere and Port Hills Working Group of the Zone Committee and the implementation of actions of this working group.

Committee Resolved CWZC/2022/00022

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the background information on the status of the existing Cashmere Stream and Port Hills Working Group of the Christchurch West Melton Water Zone Committee.

2.         Receive the information and suggested next actions from the Ōpāwaho Heathcote River Network. This results from the Network considering the knowledge shared at the joint July 2022 Ōpāwaho Heathcote River Network and Cashmere Stream and Port Hills Working Group sediment workshop and a literature and information review conducted afterwards.

3.         Strengthens the effectiveness of the Cashmere Stream and Port Hills Working Group by:

a.         Recognizing the priority catchment remains the Cashmere Stream Catchment and Ōpāwaho/Heathcote River Catchment due to the scale of the problem in this catchment resulting from the catchment including the steep loess soils of the Port Hills.

b.         That any recommendations and actions based on this Working Group’s efforts be applied to the other main catchments in the Christchurch West Melton Zone where they are relevant and can be transferred.

c.         Establish a small task group of the Zone Committee to draft a revised terms of reference for this Working Group that strengthens its purpose, leadership and collaborative membership The task group is to share this draft with existing members of the Working Group to get their feedback, and then present a proposed new terms of reference to the Zone Committee at a future meeting of the Committee.

4.         Engage with the Banks Peninsula Water Zone Committee and Whaka Ora Healthy Harbour group to seek to collaborate with them on improving erosion and sediment control in the Christchurch West Melton and Banks Peninsula water management zones.

5.         Liaise with Christchurch City Council on the development and implementation of their Programme for Stormwater Port Hills and Lyttelton Harbour Erosion and Sediment. The budget for this programme begins in 2022-2023 and continues to 2030-2031, increasing gradually every year, totalling $9 Million over 10 years.

12. Ngā Puna Wai, Restoring the mauri of urban freshwater springs: Cashmere Stream and Ōpāwaho Heathcote River headwaters.

 

Rachel Barker, representing the Ōpāwaho Heathcote River Network, presented to the Committee the freshwater springs scoping report, which was funded by the CWMS Action Plan Budget to increase understanding of the natural and human pressures on freshwater springs and how to mitigate them.  The presentation covered what a spring was, how they function and what the recipe for a healthy spring could be.

1.         Receive the information in the report from the Ōpāwaho Heathcote River Network on the progress of the project: Ngā Puna Wai, Restoring the mauri of urban freshwater springs: Cashmere Stream and Ōpāwaho Heathcote River headwaters.

13. Develop early input to Councils' Annual Plans for 2022-2023

 

The Committee discussed and decided on the key inputs they would like to have into the  Christchurch City Council, Selwyn District Council and Environment Canterbury Annual Plans.

That the Christchurch West Melton Water Management Zone Committee:

1.         Provides the following early annual plan input to the Christchurch City Council:

·    Support further development of the Healthy Waterways Action Plan. Provide support for the implementation of the actions within this action plan.

·    Maintain and increase support for the effective development of the Community Waterways Partnership. Increase speed of progress of the behaviour change programme within the Partnership.

·    That both Councils jointly conduct an independent audit of the environmental effectiveness of the regulatory instruments, arrangements and capacity building applying to erosion and sediment control and contaminated stormwater management. That this audit used to improve the regulatory frameworks, instruments and environmental outcomes for waterways within our Zone.

·    That both Councils advocate to central government, the environmental problems associated with erosion and sediment control from developments on highly erodible hillsides and requests that these be subject to tighter requirements or restrictions.

·    Support for, active commitment to, the Cashmere and Port Hills Working Group of the Zone Committee. Support the implementation of actions of this working group, such as updating the LIDAR based desktop mapping of high erosion risk areas and conducting the physical identification of sources of sediment during or after heavy rain.

·    All waterways are important and need action.

·    Continue advocating to central government that central government assists with finding solutions to zinc and copper pollution.

·    Conduct faecal source tracking on waterways where this data does not exist. For waterways with faecal source tracking showing a significant contribution by waterfowl, undertake effective action to significantly reduce waterfowl numbers.

·    Support educational programmes in schools about waterways and stormwater.

2.         Provides the following early annual plan input to Environment Canterbury:

·    Continue and increase the budget available for the CWMS Action Plan Budget in our zone

·    Support further development of the Healthy Waterways Action Plan that Christchurch City Council has initiated. Provide support for the implementation of the actions within this action plan.

·    Maintain and increase support for the effective development of the Community Waterways Partnership. Increase speed of progress of the behaviour change programme within the Partnership.

14. Facilitators Update – 24 November 2022

 

The Committee discussed the facilitators update report and thanked Shelley Washington for her excellent work throughout the year. Committee members briefly reported on a recent meeting they had with communications staff to discuss how the Stormwater Superhero awareness campaign had gone, and what the opportunities may be for continuing and further focusing this approach by the Committee in the future.

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee to Elect the Chair and Deputy Chair for 2023, as set out in the Terms of Reference (Attachment A);

1.2       Review and amend, if needed, meeting dates and times.

2.   Officer Recommendations Ngā Tūtohu

That the Christchurch West Melton Water Management Zone Committee:

1.         Elect the Chair and Deputy Chair.

2.         Meet in 2023 between 6-8.30pm on the following Thursdays:

a.         23 February (meeting and workshop)

b.         23 March (meeting and workshop)

c.         27 April (joint workshop with Banks Peninsula Zone Committee and Whaka Ora Healthy Harbour, with other key stakeholders invited)

d.         25 May  (meeting and workshop)

e.         22 June (TBC)

f.          27 July (TBC)

g.         24 August (TBC)

h.         28 September (TBC)

i.          26 October – (TBC)

j.          23 November – (TBC).

k.         And that the Committee discusses at the conclusion of the 25 May meeting, whether to continue the format of a meeting and workshop at each date or whether to go back to alternating between a meeting one month and a workshop the next. Discussion to include feedback from all committee members present as well as Committee Advisor and Zone Facilitator.

 

 

3.   Report Te Pūrongo

The Zone Committee

3.1       The Christchurch West Melton Water Management Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009 (CWMS).

3.2    The Committee is a joint committee of Christchurch City Council, and Environment Canterbury.

3.3    The purpose of the Committee is to uphold the mana of the freshwater bodies within their zone by facilitating enduring land and water management solutions that give effect to the Canterbury Water Management Strategy vision, principles and targets in their zone.

3.4    Committee functions include:

·        Facilitating community engagement and collaboration.

·        Facilitating the provision of advice through to councils and others contributing to freshwater management.

·        Enhancing delivery capability and coalition of the willing – working with stakeholders across all sectors to extend the resources available to implement the CWMS.

·        Progress annual reporting to the CWMS partners on progress towards delivery of the zone-specific priorities and CWMS target areas identified in the Committee’s Action Plan.

3.5    The purpose and functions of the Committee are fulfilled by preparing a Zone Committee Action Plan to cover a three-year period that focuses on 3 to 5 priorities.

3.6    The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Council’s freedom to deliberate and make decisions.

3.7    The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.

 

Operating Philosophy

 

3.8    The Committee will always operate in accordance with the requirements of the Local Government Official Information and Meetings Act 1987 and Standing Orders of Territorial Authorities.

3.9    The Committee will observe the following principles:

3.9.1   Be culturally sensitive observing Ngāi Tahu tikanga.

3.9.2   Apply a Ki Uta Ki Tai (from the mountains to the sea) holistic approach that also enables cultural elements including mahinga kai philosophies held by mana whenua to be encompassed.

3.9.3   Consider and balance the interests of all water interests in the region in debate and decision making.

3.9.4   Work in a collaborative solution-focused approach using best endeavours to reach solutions that take account of interests of all sectors of the community.

3.9.5   Contribute knowledge and perspectives but not promote the views or positions of any interest or stakeholder group.

3.9.6   Promote a philosophy of integrated water management to achieve multiple objectives of the range of interests in water.

3.9.7   Seek consensus in decision-making. If neither unanimous agreement can be reached nor a significant majority view formed, in the first instance seek assistance from an external facilitator to further Committee discussions and deliberations. Where the Committee encounters fundamental disagreements, despite having sought assistance and exhausted all avenues to resolve matters, recommend that respective Councils disband them and appoint a new Committee.

 


 

         Elections

 

3.10    Each year, the Committee shall appoint the Chair and Deputy Chair from the membership by simple majority. There is no limit on how long a person can be in either of these positions.

3.11    The current Chair is Annabelle Hasselman. The Deputy is Mike Patchett.

 

         Process to Elect of Chair and Deputy Chair

 

A local authority or a committee (if the local authority has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:

 

(a) [System A]; or

(b) [System B].

(a)    requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the local authority or committee present and voting; and

(b)    has the following characteristics:

 

(i)        there is a first round of voting for all candidates; and

(ii)       if no candidate is successful in the round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and

(iii)     if no candidate is successful in the second round there is a third, and if necessary subsequent round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and

 

(iv)      in any round of voting, if 2 or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

(a)       requires that a person is elected or appointed if he or she receives more votes than any other candidate; and

(b)       has the following characteristics:

(i)     there is only 1 round of voting; and

(ii)    if 2 or more candidates tie for the most votes, the tie is resolved by lot.”

Meeting Dates and Times

 

3.12 The Committee will formally meet at least four times per annum and will hold workshops and host additional community engagement opportunities as required throughout the year. At times, the workload will be substantially higher.

3.13    The Committee can decide on the location of meetings to encourage greater engagement on issues in particular areas.

10.   CWMS Action Plan Budget allocations and adjustments

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The purpose of this report is for Christchurch West Melton Water Management Zone Committee to discuss and decide the recommended allocation of the remaining budget for the 2022-2023 financial year.

2.   Officer Recommendations Ngā Tūtohu

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the presentation given on 23 February by Jenny Bond of the Christchurch Envirohub Trust about Te Tuna Tāone project.

2.         Recommend that Environment Canterbury approves the expenditure for the following project to the following organisations:

a.         $5,000 to the Christchurch Envirohub Trust as a contribution towards Te Tuna Tāone project.

3.         Approves Christchurch Envirohub Trust spend the $3,000 it received in 2021-2022 for administration of the Community Waterways Partnership virtual hub on the facilitation of the Stormwater Superhero trailer instead.

 

3.   Report Te Pūrongo

3.1       There is $5,000 remaining in the CWMS Action Plan Budget for 2022-2023 in the Banks Peninsula zone.

3.2       The Chrstchurch Envirohub Trust would benefit from this remaining budget to help them deliver the Te Tuna Tāone project.

3.3       Within this project, tamariki learn about the special nature of Aotearoa's unique endangered eel species (longfin tuna), then determine what actions they could deliver to improve the aquatic and terrestrial habitat for urban longfin tuna.

3.4       This project aligns with the Committee’s Action Plan as it relates to the following actions: explore opportunities to enhance mahinga kai; engage with the community and enhance ecosystem health; support Community Waterways Partnership; Stormwater Superhero awareness and use of trailer; and engaging with key waterway focused community groups.

3.5       The Christchurch Envirohub Trust received a $3,000 grant from Environment Canterbury in 2021-2022 as a result of the Committee recommending allocation of CWMS Action Plan Budget towards administering the Community Waterways Partnership. However, the Trust is unable to spend this grant on this project because Christchurch City Council has not yet created the virtual hub. It is now doing so, however it will be contracting a different provider to create the website. Christchurch City Council will not have a need for the Christchurch Envirohub Trust to do paid administration for this within the timeframe of the contract for the grant. The Christchurch Envirohub facilitates the Stormwater Superhero trailer, also partly funded via the Committee recommending allocation of CWMS Action Plan Budget towards this. Thus, it is requested that this $3,000 be used instead for facilitation of the Stormwater Superhero trailer. Therefore the same organisation will still be able to use the grant for an initiative that the Committee is already supportive of. If this is agreed by the Committee, approval from Environment Canterbury will be sought via the Zone Facilitator to create a variation to the grant contract.

4.   Background

4.1       The other projects that have been funded during this financial year are:

4.1.1   Te Tiriti training for senior high school students and community group members - $2,000

4.1.2   Facilitation to assist Zone Committee(s) to use the Stormwater Superhero trailer  at events/engagement opportunities – Christchurch Envirohub Trust - $5,000

4.1.3   Contribution towards Avoca Valley Stream Restoration project – Summit Road Society - $5,000

4.1.4   Contribution towards an Education Officer position – Styx Living Laboratory Trust - $5,000

4.1.5   Willow and woody weed clearing in Ōtukaikino – Water & Wildlife Habitat Trust - $10,000

4.1.6   Contribution towards coordinator costs – Avon Heathcote Estuary Ihutai Trust - $8,000

4.1.7   Avon/Ōtākaro in river clean litter collection – Avon Ōtākaro Network - $10,000

11.   Community presentation - Avon Ōtākaro in river clean - litter collection

1.1       The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to be updated on the progress of one of the projects supported during 2022-2023 by the CWMS Action Plan Budget.

2.   Officer Recommendations Ngā Tūtohu

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the presentation of 23 February from Hayley Guglietta of the Avon Ōtākaro Network about the Avon/Ōtākaro in river clean – litter collection project.

2.         Provide the Avon Ōtākaro Network with a letter of support for their future funding applications for this project.

 

3.   Report Te Pūrongo

3.1       As part of the 2022-2023 CWMS Action Plan Budget, the Committee recommended to Environment Canterbury the allocation of $10,000 towards this project.

3.2       Hayley Guglietta is a representative of the Avon Ōtākaro Network and provided an overview of how the project is progressing at the Committee’s February meeting.

3.3       Key messages about litter are also part of the Stormwater Superhero key messages. This group is one of the key waterway focused community groups and is also part of the Community Waterways Partnership.

4.   Background

4.1       The Network is also collaborating with a number of other community organisations and agencies to carry out this project such as Sustainable Coastlines, Riverlution Eco Hub, Healthy Rivers NZ, Avon Heathcote Estuary Ihutai Trust and Te Tuna Tāone. The project is also funded by the Network and other funding providers.

4.2       The purpose of this 12 month trial is to gather baseline data and collect data on the litter collected in the river and also the positive downstream effects in the coastline and estuary. If the trial is successful, they will advocate for it to continue either under their umbrella or an integral part of Christchurch City Council’s maintenance plan. Throughout the trial period they will organise at least 2 community days that add river bank clean ups. They bring together a team of volunteers and local schools to sort and collect data at the Riverlution Eco Hub. Data is regularly posted on their website and social media to get the Network and local communities engaged in the process.
