Michelle Smith attended the meeting and presented to the Committee information about the project her and Karl Lear are undertaking at their property in Pigeon Bay. Their project recently received $10,000 from the CWMS Action Plan Budget and the presentation demonstrates how these funds have been used so far. Michelle also spoke about further project work they would like to undertake which they are seeking further funding from the Committee for. The Committee were appreciative of the proactive regeneration work that had been done. More information about the project can be found in the attached presentation. |

3. Updates from Banks Peninsula Zone Committee Members
The Committee were introduced to the new Committee member, Andrea Davis. Members had a round robin of introductions and highlighted events/meetings/issues relevant to the Committee, including information on:
· Recent meeting of the Biosecurity Advisory Group – Christchurch/Banks Peninsula.
· Whakaora Te Waihora ecological restoration programme – funding Conservation Volunteers NZ to get a full-time coordinator to align pest and weed projects in Whakaraupō and the Port Hills.
· Upcoming local body elections.
· Christchurch City Council agreeing to enter eligible land at Te Oka Reserve in the Emissions Trading Scheme (ETS) to offset Council emissions.
· A recent flooding hui in Little River demonstrated the need for a a joint up approach required for flood management in Little River. Wairewa means “fast rising water”.
· A recent Microsoft carbon crop meeting that was attended by Ben Manson and George Howden.

10. Allocations for CWMS Action Plan Budget 2022-2023 Banks Peninsula Zone |

Martin Rutledge (Environment Canterbury) presented to members the funding applications and provided an overview of each project. The Committee discussed the allocations for the Canterbury Water Management Strategy Action Plan Budget. The Committee accepted the funding recommendations, but amended the funding allocation for project at Pigeon Bay from $10,000 to $3,500. |

11. CWMS Action Plan teams |

The Committee discussed how they want to do action plan items going forward. Instead of breaking into small groups, the Committee decided that as they are a small group already, that they are keen to work on action items as a whole as they arise. The Committee agreed that where possible, workshops and meetings include sufficient time to discuss 1-2 actions from the action plan as a whole committee. One of the first actions to be discussed will be establishing a soil conservation programme. |
12. Zone Facilitator's Update |

The information provided in Shelley Washington’s Facilitator’s Update report was noted by the Committee. Shelley queried the following with members: · Whether they would like a stand at the Little River Show in January 2023. The Committee said yes. Shelley will email the Committee to find out who can definitely commit to attending. · The Committee discussed whether they would like a stand at the Orton Bradley Park Spring Fair. As this event falls over Labour Weekend, members availability may be limited. As such, the Committee agreed not to participate in the fair. · Trudi Bishop volunteered to be involved with meeting with Shelley and communications staff to further progress the development of display materials the Committee can use at any event it attends. |

1.1 The purpose of this report is for the Banks Peninsula Water Management Zone Committee to:

1.1.2 Review and amend, if needed, meeting dates and times.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee agrees to:
1. Elect [insert name] as the Chair and [insert name] as the Deputy Chair for 2023 in accordance with the CWMS Zone Committees Revised Terms of Reference (Attachment A to this report).

3. Report Te Pūrongo
The Zone Committee
3.1 The Banks Peninsula Water Management Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009 (CWMS).
3.2 The Committee is a joint committee of Christchurch City Council, and Environment Canterbury.
3.3 The purpose of the Committee is to uphold the mana of the freshwater bodies within their zone by facilitating enduring land and water management solutions that give effect to the Canterbury Water Management Strategy vision, principles and targets in their zone.
3.4 Committee functions include:
3.4.1 Facilitating community engagement and collaboration.
3.4.2 Facilitating the provision of advice through to councils and others contributing to freshwater management.
3.4.3 Enhancing delivery capability and coalition of the willing – working with stakeholders across all sectors to extend the resources available to implement the CWMS.
3.4.4 Progress annual reporting to the CWMS partners on progress towards delivery of the zone-specific priorities and CWMS target areas identified in the Committee’s Action Plan.
3.5 The purpose and functions of the Committee are fulfilled by preparing a Zone Committee Action Plan to cover a three-year period that focuses on 3 to 5 priorities.
3.6 The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Council’s freedom to deliberate and make decisions.
3.7 The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.
Operating Philosophy
3.8 The Committee will always operate in accordance with the requirements of the Local Government Official Information and Meetings Act 1987 and Standing Orders of Territorial Authorities.
3.9 The Committee will observe the following principles:
3.9.1 Be culturally sensitive observing Ngāi Tahu tikanga.
3.9.2 Apply a Ki Uta Ki Tai (from the mountains to the sea) holistic approach that also enables cultural elements including mahinga kai philosophies held by mana whenua to be encompassed.
3.9.3 Consider and balance the interests of all water interests in the region in debate and decision making.
3.9.4 Work in a collaborative solution-focused approach using best endeavours to reach solutions that take account of interests of all sectors of the community.
3.9.5 Contribute knowledge and perspectives but not promote the views or positions of any interest or stakeholder group.
3.9.6 Promote a philosophy of integrated water management to achieve multiple objectives of the range of interests in water.
3.9.7 Seek consensus in decision-making. If neither unanimous agreement can be reached nor a significant majority view formed, in the first instance seek assistance from an external facilitator to further Committee discussions and deliberations. Where the Committee encounters fundamental disagreements, despite having sought assistance and exhausted all avenues to resolve matters, recommend that respective Councils disband them and appoint a new Committee.
Elections
3.10 Each year, the Committee shall appoint the Chair and Deputy Chair from the membership by simple majority. There is no limit on how long a person can be in either of these positions.
3.11 The current Chair is Gina Waibl. The Deputy is Trudi Bishop.
Meeting Dates and Times
3.12 The Committee will formally meet at least four times per annum and will hold workshops and host additional community engagement opportunities as required throughout the year. At times, the workload will be substantially higher.
3.13 The Committee can decide on the location of meetings to encourage greater engagement on issues in particular areas.

10. Canterbury Water Management Strategy Action Plan Budget |

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Banks Peninsula Water Management Zone Committee to discuss and decide the allocation of the remaining budget for the 2022-2023 financial year.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee:
1. Provide the Little River Pony Club with $8,370 towards their Okana River fencing and planting project.
3. Report Te Pūrongo
3.1 There is $8,370 remaining in the CWMS Action Plan Budget for 2022-2023 in the Banks Peninsula zone.
3.2 The Little River Pony Club would benefit from this remaining budget to help them with their Okana River fencing and planting project.
3.3 The Club sees the outcomes and benefits of the project to include:
3.3.1 erecting a 100m stock proof fence with a setback of 20 m from the river
3.3.2 riparian planting with native trees on the true left of the river
3.3.3 enhanced biodiversity
3.3.4 reduced sedimentation through bank stabilisation and flood mitigation
3.3.5 improved instream values and water quality.
3.4 This project aligns with the Committee’s Action Plan as it relates to the following actions: Wairewa bank stabilisation; community engagement about biodiversity, erosion and sediment control and water quality; and allocation of budget. There have been several other similar projects funded in this Wairewa catchment this financial year and in previous ones, which collectively contribute to water management in this priority catchment.
4. Background
4.1 The other projects that have been funded during this financial year are:

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Banks Peninsula Water Management Zone Committee to discuss co-opting Tori Peden as an advisory member of the Committee.
2. Officer Recommendations Ngā Tūtohu
That the Banks Peninsula Water Management Zone Committee:
1. Agrees to co-opt Tori Peden as an advisory member from March 2023 until the completion of the next refresh process, taking place in 2024.
3. Report Te Pūrongo
3.1 The Banks Peninsula Water Management Zone Committee (the Committee) currently has six community members appointed to the Committee.
3.2 The Committee’s Terms of Reference state (in part):
3.2.1 "Any Committee may co-opt such other expert or advisory members as it deems necessary to ensure it’s able to achieve it purpose. Any such co-option will be on a non-voting basis.”
3.3 The Committee would be enhanced by having an additional community member that has extensive community networks across the Peninsula, experience in community engagement and experience in translating Christchurch City Council policies into community action and understanding.
3.4 Tori Peden was, until the recent elections, the Chairperson of the Banks Peninsula Community Board. She was on the board for 6 years. She is a Little River resident and runs a small business.
3.5 Tori has the key attributes looked for when appointing a community member to a zone committee. Through her role as Chairperson of the Community Board she has demonstrated: a commitment to the community; that she has existing community networks; previous experience in a leadership role; experience working with community processes and/or groups; and the ability to initiate and inspire local action.
3.6 As part of the Committee’s action plan it has the following actions, that the Committee would like Tori to play a role in (particularly those in bold font):
3.6.1 We will engage with the community and partner with other organisations to encourage future proofing/resilience about:
· Water quantity within context of Te Mana o Te Wai and climate change.
· We will encourage practical actions such as use of rain water tanks and grey water.
· Mahinga kai, soil conservation, erosion and sediment control, biodiversity, water quality and quantity, stormwater, climate change mitigation and adaption, and native forestry carbon farming.
· Protection of clean safe drinking water supplies.
· The management or replacement of on-site wastewater treatment systems.
3.6.2 We will advocate for and be engaged in:
· Fair and practical rules to optimise Te Mana o te Wai in the allocation of water.
· The review of the Coastal Plan.
3.7 A co-opted member receives the same honorarium and other benefits as other community members, but cannot vote.
3.8 Term of co-option to be from March 2023 until the completion of the 2024 refresh process. At that time, if Tori wishes to continue, she can apply through the refresh process.
