1. Brief Summary
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the SailGP 2023.
1.2 This report has been written because SailGP have proposed to close the following roads on 18 and 19 March 2023:
· From 12 midday to 8pm – Saturday 18 and Sunday 19 March 2023
· Godley Quay From Voelas Road to End
· Cyrus Williams Quay Full Length
· George Seymour Quay Full Length
· Charlotte Jane Quay Full Length
· From 12 midday to 8pm – Saturday 18 and Sunday 19 March 2023
· Colombo Street: From Armagh Street intersection to 20m South of Armagh Street intersection
· Oxford Terrace: From Armagh Street to Gloucester Street
1.3 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.
1.4 Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Wednesday 30 November 2022 with objections closing Thursday 8 December 2022.
1.5 At the time of writing this report, there were no objections received by Council, as a result of the public notifications process for the proposed road closures.
1.5.1 A resident of the Inner Harbour did make contact with the Council Secretary and raised concerns with congestion on Bridle Path Road due to the increased numbers of people wanting to access the Bridle Path via the Heathcote Valley. Staff contacted and discussed the issue with the resident and the resident was comfortable with the fact that there would be a Traffic Management Plan in place to manage traffic on Bridle Path Road.
1.6 Road closures for this event have not previously been approved by the Road Closure Subcommittee at this location. Whilst there are expected impacts regarding traffic movements due to the proposed event in Lyttelton, staff believe the proposed management plan for these impacts will be appropriate and enable a balancing of competing network needs on the days of the event. The Traffic Management Plan (TMP) that is proposed for managing the event in Lyttelton is managing both Waka Kotahi’s state highway network, as well as Christchurch City Council’s roading network. The TMP aims to ensure that the network in and around Lyttelton is able to function and provide access at all times for residents, albeit by an alternate access point and pass system on Bridle path road. Vehicles will always be able to leave Lyttelton, however only vehicles with SailGP passes, Passenger Transport vehicles and Heavy Vehicles will be able to gain entry through the Lyttelton Tunnel. As well as the impacts on the Lyttelton tunnel, there will be restrictions on motorised vehicular entry from Evans Pass and Governors Bay, travelling towards Lyttelton, to ensure that the network in Lyttelton does not get saturated with vehicles and subsequently overwhelmed to the point it can no longer function.
1.7 The proposed road closures within the central city are designed to facilitate rapid bus movements to ferry attendees from Te Pae to the Naval Point event village and will help decrease the impact on the wider transport network by transporting a majority of event attendees on an efficient transportation mode.
1.8 Emergency services and public transport operators are involved with planning for this event and have not raised any issues with the proposed road closures.
1.9 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

· Marine Parade from Hawke Street to Beresford Street - from 9am Saturday, 11 February to 1am Sunday, 12 February 2023
· Lower Styx Road from Marshland Road to 180M East of Lower Styx Road - from 11am to 11pm Saturday, 11 February 2023.
