1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Waitai Coastal-Burwood-Linwood Community Board Community Board to confirm the funding pools for the new term, incorporating those funds established by the previous Waitai Coastal-Burwood Community Board and the Waikura Linwood-Central-Heathcote Community Board.
1.2 This report also seeks to formalise delegations in relation to the Youth Development Fund and Koru Fund that are in line with the processes that were confirmed by the previous Waitai Coastal-Burwood Community Board.
2. Officer Recommendations Ngā Tūtohu
That the Waitai Coastal-Burwood-Linwood Community Board:
1. Establish the 2022-23 Waitai Coastal-Burwood-Linwood Discretionary Response Fund with a balance available for distribution of $70,275.
a. Noting that this amount is a combination of the remaining 2022-23 Discretionary Response Fund balances of the previous Waitai Coastal-Burwood Community Board ($45,182) and the Linwood component of the Waikura Linwood-Central-Heathcote Community Board ($25,093).
2. Note that the following Board Projects have funds tagged to them:
a. I Love Brighton - $5,913
b. Anzac Day $400
c. Summer with Your Neighbours $3,800
d. Linwood Youth Project - $30,000
e. Brooklands Action Plan - $9,328.23
f. Shape Your Place Toolkit - $5,934
g. Te Poe Toe Toe Mural - $7,000
3. Allocate the $3,550 remaining in the 2022-23 Waitai Coastal-Burwood Youth Development Fund to establish the 2022-23 Waitai Coastal-Burwood-Linwood Youth Development Fund.
4. Agree to delegate approval of grants of up to $350 from the Waitai Coastal-Burwood-Linwood Youth Development Fund to the Waitai Coastal-Burwood-Linwood Community Governance Manager.
5. Approve the criteria for the Waitai Coastal-Burwood-Linwood Youth Development Fund as shown in section 3 of the agenda report.
6. Allocate the $9,000 remaining in the 2022-23 Waitai Costal-Burwood Youth Koru Fund to establish the 2022-23 Waitai Coastal-Burwood-Linwood Koru Fund.
7. Approve three members of the Community Board have the email delegation to approve applications of up to $500 to the Waitai Coastal-Burwood-Linwood Koru Fund.

3. Context/Background Te Horopaki
Issue or Opportunity / Ngā take, Ngā Whaihua rānei
3.1 At least once every six years, local authorities have to review their representation arrangements to make sure they're still fair and provide representation for communities.
3.2 As a result of the representation review that took place in 2021, the Waikura Linwood-Central-Heathcote Community Board was disestablished and the Waitai Coastal-Burwood Linwood Community Board was established. These changes came into effect at the 2022 local elections.
3.3 The funding year begins on 1 July each year and as such the Waitai Coastal-Burwood and Waikura Linwood-Central-Heathcote Community Boards were operating between July 2022 and the election in October 2022 with decisions made in relation to Community Board funding and Community Board projects. Decisions were made on the youth development fund in the previous year.
3.4 At the Waitai Coastal-Burwood Community Board's meeting on 3 May 2021 the Board made decisions in relation to the youth development fund criteria, these included:
- Implementing a staff delegation for grants up to $300.
- An age range for applicants of 12 to 20 years.
- One application being permitted for a group of individuals attending the same event (4 or more people).
- No fund limit per application to be specified.
- Applications welcome in the areas of:
- Leadership Training
- Career Development
- Outward Bound
- Spirit of Adventure
- Extracurricular educational opportunities
- Social enterprise / innovation projects
- Cultural development
- Sport or recreational development
3.5 At the Waitai Coastal-Burwood Community Board's meeting on 15 August 2022 the Board established its Koru Fund.
3.6 The Koru Fund was a project that aimed to create a fund which community can access quickly and easily to set up new projects and initiatives.
3.7 The process involves a simple one page application form requesting funding up to $500 with approval via email delegation from two Community Board members. A copy of the form can be viewed here: https://ccc.govt.nz/culture-and-community/community-funding/community-board-small-funds/koru-fund-application. The aim of this is for the Community to get started straight away on their initiative or project and allows Council staff to be more flexible and responsive to issues that arise in the Community Board area.
Strategic Alignment/ Te Rautaki Tīaroaro
3.8 Like most Community Board initiated projects, this project aligns to the Council’s commitment to achieving the outcome of the city enjoying strong communities. In particular it is designed to achieve the strategic policy of 'enabling active and connected communities to own their future'. It will support the community outcome of 'resilient communities'. The report supports the Council Long Term Plan (2021-2031).
- Activity: Community Development and Facilities.
(1) Level of Service: 2.3.1.1 Provide funding for projects and initiatives that build partnerships; resilient, engaged and stronger communities, empowered at a local or community of interest level. 95% of reports demonstrate benefits that align to Council outcomes and priorities and Community Board plans.
Decision Making Authority / Te Mana Whakatau
3.9 The Community Board has the delegated authority to determine the allocation of the Discretionary Response Fund for each community.
3.9.1 Allocations must be consistent with any policies, standards or criteria adopted by the Council.
3.9.2 The Fund does not cover:
- Legal challenges or Environment Court challenges against the Council, Council Controlled organisations or Community Board decisions.
- Projects or initiatives that change the scope of a Council project or that will lead to ongoing operational costs to the Council (though Community Boards can recommend to the Council that it consider a grant for this purpose).
Assessment of Significance and Engagement / Te Aromatawai Whakahirahira
3.10 The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy.
3.11 The level of significance was determined by the number of people affected and/or with an interest.
3.12 Due to the assessment of low significance, no further community engagement and consultation is required.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Waitai Coastal-Burwood-Linwood Community Board to consider two applications for funding from its 2022-23 Youth Development Fund.
1.2 This report is to assist the Board to consider applications of funding from Sienna Gilmore, Charlotte Thompson and the Middleton Grange School Board of Trustees.
1.3 A report has been prepared for this meeting to recommend that the Waitai Coastal-Burwood-Linwood Youth Development Fund be established.
2. Officer Recommendations Ngā Tūtohu
That the Waitai Coastal-Burwood-Linwood Community Board:
1. Approve a grant of $500 from its 2022-23 Youth Development Fund to Sienna Gilmore towards her flights to attend the Gymnastics New Zealand Women's Artistic Gymnastic (WAG) Hawaii Participation Tour 2023, from 3 to 16 January 2023. The granted funds are not to be used for any supervisory staff, coaching, tuition, chaperone or management costs to attend and are to be returned if the event is cancelled or postponed beyond 30 June 2023.
2. Approve a grant of $500 from its 2022-23 Youth Development Fund to Charlotte Thompson towards her flights to attend the Gymnastics New Zealand Women's Artistic Gymnastic (WAG) Hawaii Participation Tour 2023, from 3 to 16 January 2023. 3. Approve a grant of $250 from its 2022-23 Youth Development Fund to Middleton Grange School Board of Trustees towards the costs of Isabella Sloane competing as part of the Middleton Grange School Junior Adventure Racing Team representing Canterbury at the 2022 Get2Go National Final on the great Barrier Island from 11 to 16 December 2022. The granted funds are not to be used for any supervisory staff, coaching, tuition, chaperone or management costs to attend and are to be returned if the event is cancelled or postponed beyond 30 June 2023.

4. Applicant Te Kaitono 1 – Sienna Gilmore
4.1 Age: 13
4.2 School: St Mark's School (School at time of application)
4.3 Suburb: Waimairi Beach
4.4 Event seeking support for: Gymnastics New Zealand WAG Hawaii participation tour from 3 to 16 January 2023.
4.5 This is the first time that the applicant has applied for funding.
4.6 Sienna is a 13 year old student who resides in the Coastal Community Board area.
4.7 Gymnastics New Zealand has a WAG (Women's Artistic Gymnastics) tour to Hawaii every three years. The athletes will participate in two competitions whilst on the tour: Gymnastics in Paradise and Aloha Gym Fest.
4.8 Sienna was selected by Gymnastics New Zealand for the tour through her results at the Gymnastics National Championships held in July 2022. Sienna won gold in the all-around Step 8 category competition at the Nationals, as well as two golds and a silver in the apparatus rounds. For the Board's information Steps 7 to 10 is the senior level of gymnastics competition.
4.9 The team attending the tour consists of 30 athletes (from across New Zealand), three coaches, a manager and some parent chaperones. There were nine athletes from across New Zealand selected in the category that Sienna competes in (Step 8). Sienna is the youngest member of the team taking part in this tour.
4.10 Sienna competes for the Christchurch School of Gymnastics Club.
4.11 Sienna has been participating in gymnastics since she was four years old and has been competing since she was six. She spends around 20 hours per week training.
4.12 Sienna is a sports leader at St Marks School and is also a member of her school's netball team.
4.13 Sienna would like to represent New Zealand at the Commonwealth Games and is aiming to become a junior international gymnast in the next two years.
4.14 Sienna and her family are taking part in some fundraising activities including sausage sizzles.
4.15 The following table provides a breakdown of the costs for Sienna to attend the Gymnastics New Zealand Women's Artistic Gymnastic (WAG) Hawaii Participation Tour 2023, from 3 to 16 January 2023.

5. Applicant Te Kaitono 2 – Charlotte Thompson
5.1 Age: 15
5.2 School: Avonside Girls High School
5.3 Suburb: New Brighton
5.4 Event seeking support for: Gymnastics New Zealand WAG Hawaii participation tour from 3 to 16 January 2023.
5.5 This is the second time that the applicant has applied for funding. Charlotte received $250 from the Waitai Coastal-Burwood Community Board at their meeting held on 9 September 2019 toward her costs to attend the Gymnastics New Zealand National Championships.
5.6 Charlotte is a 15 year old student who resides in the Coastal Community Board area.
5.7 Gymnastics New Zealand has a WAG (Women's Artistic Gymnastics) tour to Hawaii every three years. The athletes will participate in two competitions whilst on the tour: Gymnastics in Paradise and Aloha Gym Fest.
5.8 Charlotte was selected by Gymnastics New Zealand for the tour through her results at the Gymnastics National Championships held in July 2022. She needed to score 42.0 or above (she scored 44.998) and be in the top eight (she came 7th out of 19 competitors in the all-around Step 9 category at Nationals). Charlotte finished first in the Step 9 beam competition at the Nationals.
5.9 The team attending the tour consists of 30 athletes (from across New Zealand), three coaches, a manager and some parent chaperones.
5.10 Charlotte competes for the Christchurch School of Gymnastics Club.
5.11 Charlotte began participating in Gymnastics at the age of two. She trains five days per week, including two early mornings before school.
5.12 Charlotte is a member of her school's volleyball team and also plays hockey.
5.13 Charlotte wants to continue to improve her gymnastics skills and sees competing in the Hawaii tour as a way of improving her skills and raising the profile of gymnastics in New Zealand.
5.14 Charlotte and her family are taking part in fundraising including selling bacon, growing seedlings to sell, making wheat bags and sausage sizzles.

6. Applicant Te Kaitono 3 – Middleton Grange School Board of Trustees on behalf of Isabella Sloane
6.1 Age: 15

6.4 Event seeking support for: Middleton Grange School Junior Adventure Racing Team competing at the 2022 Get2Go National Final on the Great Barrier Island from 11 to 16 December 2022.
6.5 This is the first time that the applicant (Isabella Sloane) has applied for funding. Middleton Grange School Board of Trustees as the entity that will receive the funds if granted, have previously received funding from the Hagley-Ferrymead, Fendalton-Waimairi and Riccarton-Wigram Community Boards from their youth development funds for students participating in a Choir competition and a Touch Rugby competition, received in the 2011/12 and 2010/11 funding year's respectively.
6.6 Isabella is a 15 year old student who resides in the Burwood Community Board area.
6.7 The Middleton Grange School Junior Adventure Racing Team competed at the Canterbury competition for Get2Go, an Adventure Racing Competition run by Hilary Outdoors on Monday 12 September 2022. The team won the Canterbury competition and subsequently qualified to represent the region at the National Competition.
6.8 The event involves five days of orienteering, trail running, kayaking, rock climbing and other team challenges requiring a range of cooperation, problem solving and outdoor skills.
6.9 There are total of eight students in the team, with four of the students residing in the Christchurch City Council Boundaries. The Middleton Grange School Board of Trustees has submitted a group youth development fund application on behalf of those four students. Two students reside in the Waipuna Halswell-Hornby-Riccarton Community Board area, one in the Waihoro Spreydon-Cashmere-Heathcote Community Board area Isabella Sloane in the Waitai Coastal-Burwood-Linwood Community Board area.
6.10 At the time of writing the report staff in the other Community Board areas had yet to confirm their recommendations.
6.11 At the beginning of each year adventure racing is offered as a sport option for all Year 9-10 students at Middleton Grange School. Anyone who wants to try it is encouraged to come along and take part in the weekly training sessions where they learn technical skills, build fitness, problem solve and work on working as a team. Smaller teams are then formed from those who want to enter any official events. The Torpedo7 Get2Go involved teams of eight (four boys and four girls) so they entered two teams at the Canterbury competition (one competitive team from the students who regularly attend the trainings and races, and a less competitive team of students who have struggled with other commitments but want to take part). It is the competitive team that has qualify for the national final.
6.12 Isabella's interests include baking, running and having the fun in the water.
6.13 Isabella is looking forward to the competition to step out of her comfort zone and to become a stronger team.
6.14 Due to the short time frame from winning the Canterbury competition on the 12th of September and the national final taking place in December, there has been limited scope for extensive fundraising. The team have approached local businesses for sponsorship and intend to do some fundraising events such as a quiz night, school disco and marshalling for the Coast to Coast.
6.15 The following table provides a breakdown of the costs for Izzy to attend the 2022 Get2Go National Final on the Great Barrier Island from 11 to 16 December 2022.

Parklands Reserve Youth Audit |
Canterbury Youth Workers Collective and Youth Voice Canterbury ran a ReVision youth audit of the Parklands Reserve with a group of rangitahi at the beginning of September. The kaupapa of the ReVision Youth Friendly Space Audit is about creating tangible ways for local young people to have their say in decisions that affect them by assessing how Youth Friendly a place or space is, looking at safety, appeal, accessibility, resourcing, and youth-friendliness of the space. The intent is to share this information with the Community Board and with other locally based youth organisations. To address what improvements could be made to the Reserve. |

A new Parkrun for the east of the city launched on Saturday 8 October 2022 with the start/finish area north of Broad Park with over 200+ runners and walkers. The group have received some financial support from the Coastal-Burwood capacity funds for equipment for this programme. |

3.2 Community Funding Summary
3.2.1 The Board will receive for their information, a summary on the status of the Board’s 2022-23 funding once funding pools have been established.
3.2.2 There were three youth development fund applications approved under delegation of the Waitai Coastal-Burwood Community Governance Manager since the last Waitai Coastal-Burwood Community Board area report was signed off:
· Shirley Boys High School Board of Trustees on behalf of Bowen Abraham, a 16 year old student residing in the Coastal Ward, were granted $250 towards Bowen's accommodation and entry fees costs to attend the New Zealand Canoe Polo Champs and the New Zealand Secondary Schools Champs from 7 to 16 October 2022.
· Shirley Boys High School Board of Trustees on behalf of Reuben Brown, a 16 year old student residing in the Coastal Ward, were granted $250 towards Reuben's accommodation and entry fees costs to attend the New Zealand Canoe Polo Champs and the New Zealand Secondary Schools Champs from 7 to 16 October 2022.
· Shirley Boys High School Board of Trustees on behalf of Eli Robertson, a 16 year old student residing in the Coastal Ward, were granted $250 towards Eli's accommodation and entry fees costs to attend the New Zealand Canoe Polo Champs and the New Zealand Secondary Schools Champs from 7 to 16 October 2022.
3.2.3 Linwood Avenue Community Corner Trust have teamed up with FitClub Union to provide low cost exercise classes for whanau to improve their health and wellbeing. The classes run Monday, Tuesdays and Thursdays at 1pm at the union Church on Linwood Avenue.
FitClub Union recently rebranded from its original name FitClub@ the Hub, having been based at Phillipstown Hub for the last six years. They will continue to operate there if demand picks up, but having been impacted significantly by COVID-19, the group have made the move over to Linwood Union Church to work alongside Linwood Avenue Community Corner Trust to deliver community programs and activities.
Their schedule offers Tabata, HIIT-it and Boxfit classes for just a gold coin donation and tamariki are welcomed to join in alongside their parents removing the barrier of child care to participating in exercise.
3.2.4 Waste Water Treatment Plant Fire Fund
Youth Alive Trust have been allocated $3,254 towards the Family Fun Night to be held on Monday 31 October 2022. This community event that brings people together, builds community spirit, reminds them of some of the good reasons to live in this area, and raises awareness of other more regular programmes they can access locally.
Wainoni Avonside Community Trust have been allocated $850 towards transport costs for a Community Trip to the Hot Pools in Methven.
Sustain South Brighton have been allocated $1,000 which they put towards two whanau movie days and various other community activities.
3.2.5 Koru Fund
The Bridge South Brighton Trust have been allocated $500 to purchase equipment in order to run a low cost/free boxfit class focussing on social fitness and skill development for adults and children.
The Carnaby Collective (Caroline Riley) have been allocated $500 to purchase music equipment for use by the Carnaby Collective to support their vision to hold free live music events and performances in their community of New Brighton.
3.3 Participation in and Contribution to Decision Making
3.3.1 Report back on other Activities contributing to Community Board Plan [for items not included in the above table but are included in Community Board Plan]
· 101 Free things to Do in New Brighton
This project is a collaboration between six community groups with the support of ChristchurchNZ to create a map which features 101 free things people can do in the area. It includes a wide range of activities from racing a BMX on the pump track in Bottle Lake Forest to feedings eels at Anzac Drive Reserve.
The project was suggested five years ago and has slowly been developed with the mahi of Youth Alive, New Brighton Pier and Foreshore society, Te Waka Aroha, South Brighton Play Centre and Wellbeing New Brighton. The initiative aims to inspire people to visit new places, try new things, connect with the community and promote all the area has to offer.
The maps have been distributed through local schools, community groups and Te Kete Wānanga o Karoro New Brighton Library.
· Brooklands Landscape Development and Action Plan
Staff from the Technical Services and Design Team have been working on gathering data and producing base maps of the Brooklands area ready to go out to consult with local community on what they want for their suburb. The data includes District Planning Zones and up to date land level information, which provide a base from which to start looking at what could be possible for Brooklands.
A hui was held on Wednesday 12 October 2022 at Kāinga Community Hall which was well attended with over twenty Brooklands residents giving feedback on which walkways and roads they use, how and where they like to recreate, how they travel and what they would like to see as developments for Brooklands.
This was the first of a series of engagement hui with the community which will gradually extend to other stakeholders so that the team can build up a full picture of what they might include in the Landscape, Development and Action Plan.
Community Governance staff are working closely with this team and alongside the Residential Red Zone team to pass on all the ideas and issues which have been offered so far through the community engagement process to create the Community-Led Action Plan for Brooklands which was a priority for the previous Community Board.
· Bromley Traffic Plan
Infrastructure and Transport Staff in partnership with community have continued the monthly meetings at the Bromley Community Centre. Staff provided the community with an update on potential measures that can be implemented on local streets as part of the Bromley Traffic Plan. The group continue to focus on creating safer local streets in the area with a focus on the area around the school. Staff will now narrow the options that best meet the targets of the group before presenting back to the group at an upcoming meeting.
The forum remains open for more members of the community to join and is being promoted though email and social media.
3.3.2 Events Report Back
Brooklands Spring BBQ
The Brooklands Spring BBQ was held on Sunday 25 September 2022 with around 20 residents coming along over the course of the afternoon to share some kai and connect with other locals and to enjoy the idyllic riverside setting.
The idea for the BBQ was suggested by a group of residents who meet regularly and have been instrumental in driving the previous Community Board's priority Support the development of a Community-Led Action Plan and working with Community Governance staff to make this happen. After discussing the continuing issues within the transitional land in Brooklands with burn-outs, anti-social behaviour and people not adhering to parks rules, the residents suggested activating some of the areas to encourage more positive use of the red-zoned areas.
The BBQ was held in the paddock behind the Bus Stop Hub, a community-led project to which has developed an old bus shelter into a community pantry and the Brooklands book swap. Participants shared and discussed further ideas for a possible community meeting shelter where they could meet more regularly without weather being an issue and other places within the transition zone where social activities could be held in the future.
Rāwhiti Domain Fairy Grove Picnic
Organised by Lily Peas Blossom and Guardians of Rāwhiti Domain, an event was held on Wednesday 12 October 2022, which invited locals to bring along their home made fairy houses to create a fairy grove at their woodland playground site in Rāwhiti Domain.
The event included activities like painting rocks, building fairy doors, hula hooping, face painting, piñata and a treasure hunt.
The Fairy House creations are now up in the Woodland Playground behind the swings, for tamariki to come and explore.
Youth Alive Trust
Youth Alive Trust hosted a Family Fun Night on Monday 31 October from 5-7pm at Grace Vineyard Beach Campus. For just $2 per person to join in a large variety of carnival games, inflatables, photo booth, food trucks (to purchase), live youth bands and a show by Elgregoe (at 6:00pm). Non-spooky dress-up’s were encouraged as the event is a safe and fun alternative to Trick or Treating. Follow the event on Facebook: https://www.facebook.com/youthalivetrustnz
3.3.3 Up-coming Events
- Avondale Community Garden Grand Opening 2022, is being held on Sunday 6 November 12-2pm at 1 Scoular Place as part of the CCGA Community Gardening Week. Gold Coin Sausage Sizzle and Seedlings for Sale.
- Magical Fairy Fete at the Seaside Market, Saturday 12 November from 10 – 12pm.
- Parklands Toy Library are running their end of year toy sale on Saturday 19 November. Donations of toys will be gratefully received anytime during their open hours, or people can also drop donations off at Parklands Library.
- Groove Armada will be holding a ticketed concert with up to 5,000 people at QEII Park on Thursday 24 November from 7pm - 10.30pm. This is part of a New Zealand spring tour in four locations. The concert will be held at QEII Park fields located on the western side of the Christchurch School of Gymnastics building. Council staff are working with the Event Organisers and with QEII Park stakeholders and neighbours to ensure the event runs smoothly. This is the first major event to be held at QEII Park since the February 2011 earthquakes damaged buildings and infrastructure on the site. The QEII Park Masterplan 2019 whose vision for the Park is “where together we learn, get active and have fun”, identifies the location for the Groove Armada concert for training field and event space. Council and the Event Organiser will advise neighbours around the QEII Park two weeks prior to the concert and are also liaising with local Residents’ Associations and key stakeholders. - Bromley Community Centre are hosting a Christmas Carnival on Saturday 3 December from 12 noon to 2pm.
- AFFIRM 2022 – Saturday 3 December from 9.30am to 3pm at Wainoni Park, Hampshire Street. Main stage with fantastic acts, food stalls and heaps of fun activities for the whanau.

1. Purpose of Report Te Pūtake Pūrongo
1.1 On 30 October 2022, Justice Minister Kiri Allan announced that the Government would be making a raft of reforms in two stages to the Sale and Supply of Alcohol Act 2012. The first stage is to include removing the ‘Special Appeals Process’ (to the Alcohol Regulatory and Licensing Authority) that has been used to impede the implementation of Local Alcohol Policies, meaning appeal will only be available on Judicial Review to the High Court.
1.2 Waitai represents some of the most deprived communities in Christchurch and New Zealand, and the international and domestic evidence is clear that such communities bear the brunt of alcohol-related harm. It is in the interests of our communities that Christchurch has an evidence-based Local Alcohol Policy (LAP) and, given the government announcement, no time should be wasted in gathering the necessary information and resources.
1.3 LAPs are the responsibility of the Council and the Waitai Community Board can request them to start the process under Standing Orders and in our role under Section 52 of the Local Government Act 2002.
2. Chairperson’s Recommendations
That the Waitai Coastal-Burwood-Linwood Community Board:
1. Requests the Council to ask Staff, in anticipation of legislative change, to start the process of gathering the information and resources needed to develop an evidence-based Local Alcohol Policy.
3. Detail Te Whakamahuki
3.1 In 2012, Parliament passed the Sale and Supply of Alcohol Act in response to the recommendations made in the Law Commission’s ‘Alcohol in Our Lives report’. The intention of Parliament was to reduce the harm being caused by alcohol by giving communities more say, and making licenses harder to get and easier to lose.
3.2 The two main mechanisms of control are Local Alcohol Policies and District Licensing hearings, but neither of these have performed as hoped. The Local Alcohol Policy (LAP) process has been litigated heavily and bogged down by endless appeals from the alcohol industry and supermarkets.
3.3 Christchurch decided not to proceed with its Provisional Local Alcohol Policy (PLAP), despite having spent $1.1m on it, due to the threat of litigation under the current law. The supermarkets have appealed the Auckland PLAP all the way to the Supreme Court, costing millions of dollars.
3.4 LAPs were meant to provide Territorial Authorities and communities with the means to make significant decisions regarding when, where and how alcohol is sold. Parliament’s intent for local control over matters, however, has been frustrated by the ‘Special Appeals Process’ currently available under the Act.
