1. TERMS OF REFERENCE Ngā Ārahina Mahinga
1.1. The role of the Committee is to:
i. Foster and facilitate a collaborative approach between the Partners to address strategic challenges and opportunities for Greater Christchurch.
ii. Show clear, decisive and visible collaborative strategic leadership amongst the Partners, to wider stakeholders, agencies and central government and to communities across Greater Christchurch.
iii. Enable Partners to better understand individual perspectives and identify shared objectives and areas of alignment.
iv. Assist information sharing, efficient and effective working, and provide a stronger voice when advocating to others.
v. Establish, and periodically review, an agreed strategic framework to support a collective approach to improving intergenerational wellbeing in Greater Christchurch through addressing strategic challenges and opportunities.
vi. Oversee implementation of strategies and plans endorsed by the Committee and ratified at individual Partner governance meetings, including through the adoption and delivery of an annual joint work programme.
vii. Ensure the Partnership proactively engages with other related partnerships, agencies and organisations critical to the achievement of its strategic functions.
1.2. The functions of the Committee are to:
i. Establish, and periodically review, an agreed strategic framework to support a collective approach to improving intergenerational wellbeing in Greater Christchurch.
ii. As required, develop new and review existing strategies and plans to enable Partners to work more collaboratively with each other and to provide greater clarity and certainty to stakeholders and the community. Existing strategies and plans endorsed by the Greater Christchurch Partnership Committee or endorsed by the UDSIC and inherited by this Committee are published on the Partnership’s website.
iii. Recommend to Partners for ratification at individual partner governance meetings any new or revised strategies and plans.
iv. Adopt and monitor the delivery of an annual joint work programme to deliver on strategic goals and actions outlined in adopted strategies and plans.
v. Undertake reporting on the delivery of adopted strategies and plans, including in relation to an agreed strategic outcomes framework.
vi. Identify and manage risks associated with implementing adopted strategies and plans.
vii. Establish and maintain effective dialogue and relationships (through meetings, forums and other communications) with other related partnerships, agencies and organisations to the support the role of the Committee, including but not limited to:
a. Waka Toa Ora (Healthy Greater Christchurch)
b. Canterbury Mayoral Forum
c. Tertiary institutions and educational partnerships
d. Strategic infrastructure providers
e. Government departments
viii. Undertake wider engagement and consultation as necessary, including where appropriate seeking submissions and holding hearings, to assist the development of any strategies and plans.
ix. Advocate to central government or their agencies or other bodies on issues of concern to the Partnership, including through the preparation of submissions (in liaison with the Canterbury Mayoral Forum as necessary).
x. For the avoidance of doubt, the Committee’s strategic transport functions include:
a. Consider key strategic transport issues, national policies and public transport associated collaborative business cases.
b. Develop the Greater Christchurch component of the Regional Public Transport Plan and recommend to the Canterbury Regional Council for approval, when required.
c. Monitor the delivery of the strategic public transport work programme in Greater Christchurch.
1.3. In undertaking its role and performing its functions the Committee will consider seeking the advice of the Chief Executives Advisory Group.
2. QUORUM AND Conduct of meetings
1.1. The quorum at a meeting of the Committee consists of the majority of the voting members.
1.2. Other than as noted in this Agreement, the standing orders of the administering Council at the time, shall apply.
1.3. Voting shall be on the basis of the majority present at the meeting, with no alternates or proxies.
1.4. For the purpose of clause 6.2, the Independent Chairperson:
i. has a deliberative vote; and
ii. in the case of equality of votes, does not have a casting vote (and therefore the act or question is defeated and the status quo is preserved).
3. MEETING FREQUENCY
3.1. Notification of meetings and the publication of agendas and reports shall be conducted in accordance with the requirements of Part 7 of the Local Government Official Information and Meetings Act 1987.
3.2. The Committee shall meet monthly, or as necessary and determined by the Independent Chair in liaison with the Committee.
3.3. The Committee welcomes external speakers by deputation however the right to speak at meetings must be in accordance with the adopted public deputation guidelines of the Committee.
4. DELEGATIONS
4.1. Establishing, and where necessary, amending, protocols and processes to support the effective functioning of the Committee, including but not limited to those relating to the resolution of conflicting views, communications and public deputations.
4.2. Preparing communication and engagement material and publishing reports relevant to the functions of the Committee.
4.3. Commissioning and publishing reports relevant to the functions of the Committee.
4.4. Undertaking engagement and consultation exercises in support of the terms of reference and functions of the Committee.
4.5. Selecting an Independent Chair and Deputy Chair in accordance with any process agreed by the Committee and the requirements of the LGA 2002.
4.6. Making submissions, as appropriate, on Government proposals and other initiatives relevant to the role of the Committee.
4.7. Appointing, where necessary, up to two additional non-voting observers to the Committee.
5. FINANCIAL DELEGATIONS
1.1 The Committee can make financial decisions within an agreed budget envelope and as long as the decision does not trigger any change to the statutory plans prepared under the LGA 2002, the RMA 1991, or the LTMA 2003.

5. Greater Christchurch Transport Plan and Investment Programme |

Comment: · The primary purpose of the GCTP is to provide a single plan for transport in the Greater Christchurch sub-region, which provides a consistent policy framework for transport investment that aligns with central government and GCP objectives. It also provides the ability to set out the transport policies and investments that are needed to give effect to the Greater Christchurch Spatial Plan. · The GCTP and GCTIP will be developed in two stages, with Stage 1 focussing on consolidating existing plans and programmes, with Stage 2 providing further detail on the transport interventions needed to give effect to the strategic direction for transport in the Spatial Plan . · Stage 1, to be completed by September 2022, will provide a high-level outline of the outcomes, objectives and key interventions that are proposed for transport in Greater Christchurch, and provide the policy context for the GCTIP. · Stage 2 will be completed once the direction on urban form for the Spatial Plan is determined, and will provide further detail on the transport policies and actions that are required to give effect to the Spatial Plan. This second stage of the GCTP will be developed in tandem with the preparation of the Spatial Plan documentation, and will have a longer term investment focus. It will also identify policy interventions that may be needed to implement the Spatial Plan. · The Stage 2 plan will also provide the opportunity to update and extend the GCTIP, including a more detailed outline of proposed investments for the next cycle of Long-term plans and the National Land Transport Programme, and for the longer term (10 years+). The Committee: · Supported multi-disciplinary teams working on the transport plan, including a mixed group of professionals, to inform planning and strategy, including enhanced travel demand management. · Noted the importance of early engagement with key stakeholders e.g. KiwiRail in the development of the GCTP & GCTIP. |

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to update the Greater Christchurch Partnership (GCP) Committee on the approach to a collective focus on one of the key priorities for the sub-region - addressing housing needs across Greater Christchurch.
2. Officer Recommendations Ngā Tūtohu
That the Greater Christchurch Partnership Committee:
1. Receive the report (Attachment A).
2. Note that the Greater Christchurch Councils, working in partnership with central government and other partners, will take forward a collective approach, led by the Christchurch City Council, to agree the specific actions where collective effort will accelerate the provision of affordable housing over the next 12 months, noting that any specific actions may need appropriate approvals from the relevant partner organisations. The partners will use the report (Attachment A) to inform this action.
3. Note that the GCP and central government partners will secure funding for the development of the Kāinga Nohoanga Strategy.
4. Note that partners expect the joint work programme resulting from the Greater Christchurch Spatial Plan to include joint actions on accelerating the provision of social and affordable housing. As the Spatial Plan and Kāinga Nohoanga strategy development progresses, consideration will be given to how collective action to address housing needs is integrated into the joint work programme of the Whakawhanake Kāinga Committee resulting from these two pieces of work.
3. Context/Background Te Horopaki
3.1 Our Space 2018-2048 included an action for the three Territorial Authorities – Christchurch City Council, Waimakariri District Council, and Selwyn District Council to collectively take the lead working with Government and social and affordable housing providers to better address current and future housing needs across Greater Christchurch, developing an action plan to increase the provision of housing.
3.2 Councils, mana whenua and central government partners all take action through their own responsibilities and functions on housing across the sub-region. Notwithstanding this, the Our Space action sought for the Territorial Authorities to take the lead on a collective approach across the sub-region. In response to the Our Space action, the four GCP Councils, through the GCP, created a housing working group / work-stream and commissioned and received two reports to inform what is needed for stronger collective action by the Councils, the first being a report by Community Housing Aotearoa completed in late 2020 and the second being advice developed in consultation with the Councils from the Urban Advisory Group (Attachment A).
3.3 Over the period since the Our Space action, there has been significant change in the housing landscape in Greater Christchurch:
a. The scale of housing stress has grown significantly larger
b. Central government have implemented a range of policy directions and initiatives including the National Policy Statement – Urban Development and the creation of Kāinga Ora, to address housing affordability.
c. Mana whenua have identified the importance of developing a kāinga nohoanga strategy to provide clearer direction to partners about their priorities and expectations regarding kāinga nohoanga on Māori land reserves and in urban areas.
d. GCP Councils have become more aligned on the need and priority around addressing housing need.
3.4 In addition, and fundamental to driving a collective approach, an Urban Growth Partnership has been established for Greater Christchurch and the joint project of developing a Greater Christchurch Spatial Plan has commenced, which has the objective of seeking to accelerate the provision of quality, affordable housing.
3.5 While the spatial plan is being developed, the need to be implementing the step change in the provision of social and affordable housing now and alongside this stands. The work commissioned by the Councils has highlighted that through collective action, the Councils can have a greater impact.
4. Summary of report objectives and actions
4.1 The proposed shared objectives and actions for Councils to progress a collective approach to social and affordable housing in the report (Attachment A) are summarised below.
Objectives
That GCP Councils work together to:
a. Incentivise the desired type of housing (tenure, density, location, typology, cost) so that there is a range of mixed-tenure housing products throughout Greater Christchurch that are affordable for low-to-moderate income earners (i.e. key workers and the ‘intermediate housing’ market).
b. Be enablers of housing that provides for the needs and cultural preferences of mana whenua for Kāinga Nohoanga and papakāinga on Māori owned land and in urban areas.
c. Create an environment that gives confidence to potential partners (across the public, private and community sectors) to invest in Greater Christchurch.
d. Support the development of health-promoting housing and neighbourhoods that are not car-dependent.
e. Build housing and neighbourhoods for climate adaptability and ecological restoration through enabling the right kind of housing in the right places.

5. Next steps
5.1 The Greater Christchurch Councils, working in partnership with central government and other partners, will take forward a collective approach, led by the Christchurch City Council, to agree the specific actions where collective effort will accelerate the provision of affordable housing over the next 12 months, noting that any specific actions may need appropriate approvals from the relevant partner organisations. The partners will use the report (Attachment A) to inform this action.
5.2 The GCP and central government partners will secure funding for the development of the Kāinga Nohoanga Strategy.
5.3 In parallel, the Councils are working with GCP partners and central government, under the Whakawhanake Kāinga Committee, to develop the Greater Christchurch Spatial Plan. This work, combined with the Kāinga Nohoanga strategy, will provide direction to a joint work programme that is expected to include joint actions to address housing needs.

1. Purpose of Report Te Pūtake Pūrongo
1.1 The purpose of this report is to seek the support of the outgoing Greater Christchurch Partnership (GCP) Committee to the briefing material to be used to advise to incoming Councillors and GCP Committee members on the purpose, function and priorities of the GCP Committee and Whakawhanake Kāinga Committee.
2. Officer Recommendations Ngā Tūtohu
That the Greater Christchurch Partnership Committee:
1. Receive and support the briefing to the incoming Committee (Attachment A) being provided to the incoming Greater Christchurch Partnership Committee.
2. Recommend to the incoming Greater Christchurch Partnership (GCP) Committee that at their first meeting they:
a. Receive the briefing to the incoming Committee.
b. Agree to retain the current GCP Committee membership, noting that there is a vacancy for the Health member.
c. Note the significant work programme for the GCP Committee over the next three years.
d. Note that the potential changes to the national planning framework during the next three years may have an impact on the strategy and work programme of the Partnership.
3. Context/Background Te Horopaki
3.1 With the establishment of the Urban Growth Partnership for Greater Christchurch (Whakawhanake Kāinga Committee), ensuring that role, value and opportunity of the GCP and Urban Growth Partnership is understood and owned by the Partners is fundamental to ensuring a strong and successful partnership and achievement of outcomes.
3.2 The Partnership also has a substantive work-programme to transition to the new triennium and ensuring momentum and continued delivery of key projects is also an important objective.
3.3 The next triennium is expected to a period of significant change through the national reform agenda, with high expectations for delivery of the work programme through the Whakawhanake Kāinga and Greater Christchurch Partnership Committees. The ability to work constructively in partnership, prioritise effort and achieve consensus with a clear focus on the long-term outcomes for our communities will be critical to the success of the Committees over this triennium.
3.4 The work of the Partnership – both as a forum for consensus and leadership through the Committees, and as a joint work programme of central government, local government and mana whenua partners is a powerful mechanism for individual Partners to deliver on their own priorities and outcomes for their communities and deliver their mandated functions.
3.5 The Partnership provides the mechanism for joint investment, particular in critical infrastructure, and aligned policy that delivers greater benefit for our communities more effectively than Partners pursuing these objectives alone.
4. Briefing to the incoming Committee
4.1 A briefing to the incoming GCP Committee and Councillors has been prepared which sets out the purpose and functions of the Committees, the operating environment, and the work programme for the Committees into the new triennium (Attachment A). The briefing incorporates input from the GCP Committee.
