9.   Erosion and Sediment Control

 

Ashley Rule representing the Redcliffs Residents Association (RRA) presented to the Committee about erosion and sediment issues in an area of Emily Heights subdivision development in Redcliffs. This results in sediment run-off from exposed clay cliffs into Moncks Bay, from a development happening on the hill at the end of his street. He played a video that showed some of the sediment runoff flowing down the street and then into the estuary. Concerns by residents relate to flooding, contamination, silt and slurry that washes out to the estuary, and harm to penguins nesting, to dolphins with calves and to fish, from this contamination.

Mr Rule advised that the RRA had been informed that this could not be mitigated through the City Council’s Ihutai-Estuary and Coastal Draft Stormwater Management Plan that the RRA had submitted to during consultation in early 2022.

 

It was suggested that the RRA contact the Community Board in relation to the matter. In response to an enquiry, Mr Rule advised the Association wants the water filtered before it enters the estuary. It was noted that the Council has been trialling erosion and sediment control techniques on steep cut slopes and that there are other techniques (including concrete) that do work on steep slopes and building sites.

In support of the presentation, Mike Patchett thanked Mr Rule and reconfirmed that issues included the control and reduction of stormwater runoff at the development site, and that resource consent had been issued on this very steep land on loess soil.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the presentation from the Redcliffs Residents Association, related to erosion and sediment control and sediment contaminated stormwater management problems observed at the Emily Heights subdivision development in Redcliffs, and probable adverse effects on the Avon Heathcote Estuary/Ihutai.

2.         Request a progress report and briefing from Environment Canterbury and the Christchurch City Council on erosion and sediment control, and sediment contaminated stormwater management, in particular related to Emily Heights subdivision development and dealing with future lot development phases.

3.         Request a meeting with relevant key senior staff of the Christchurch City Council and Environment Canterbury relating to these issues, prior to the next Zone Committee meeting.

10. Pūharakekenui Styx Living Laboratory Trust

 

 

Pūharakekenui Styx Living Laboratory Trust (the Trust) representatives, Jackie Howard (Community Co‑ordinator - Pūharakekenui Freshwater Improvement Fund Project) and Anita Spencer (Programme Manager) presented to the meeting regarding the Trust’s background, current projects, and strategic plans for the future. The Trust covers 7,000 hectares in this area. Discussion was held about funding and areas the Zone Committee may be able to support the Trust (see Minutes Attachment for power point presentation).

11. Ground and Surface Water Quality Implications for the Christchurch West Melton Zone

 

 

Zone Committee member Dr Helen Rutter, and Senior Groundwater Scientist for ECan, Andrew Raj, presented to the Committee on Ground and Surface Water in the Christchurch West Melton zone (see Minutes Attachment for power point presentation).

 

The presentation included information on:

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with a progress report from Environment Canterbury and Christchurch City Council on erosion and sediment control and sediment contaminated storm-water management, for subdivision development and house lot building.

3.1       Jess Newlands and Clive Appleton will provide a written progress report and presentation at the meeting. Jess is a Senior Resource Management Officer at Environment Canterbury. Clive is the Healthy Waterways Programme Lead at Christchurch City Council.

4.   Background

4.1       In response to item 9 Erosion and Sediment Control from the Committee’s July meeting, the Committee made the following recommendations:

4.1.1   Receive the presentation from the Redcliffs Residents’ Association, and Mike Patchett, related to erosion and sediment control and sediment contaminated storm-water management problems observed at a subdivision development in Redcliffs, and the probable adverse effects on the Avon Heathcote Estuary/Ihutai.

4.1.2   Request a progress report from Environment Canterbury and the Christchurch City Council on erosion and sediment control, and sediment contaminated storm-water management, in particular related to subdivision development and dealing with future lot development phases.

4.2       The Councils’ report and presentation will be a response to this second recommendation.

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with information on the development of the Ōtūkaikino Stormwater Management Plan and have an opportunity to provide comments.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receives the report from Christchurch City Council on the development of the Ōtūkaikino Stormwater Management Plan.

 

3.   Report Te Pūrongo

3.1       Paul Dickson will explain what the Christchurch City Council is doing and why, and how the organisation will respond to comments. Paul is a Drainage Engineer at Christchurch City Council.

4.   Background

4.1       Condition 8 of Christchurch City Council’s Comprehensive Stormwater Network Discharge Consent requires the Christchurch City Council to brief the Zone Committee, and others, and invite comments on Stormwater Management Plans. The Committee has previously been consulted on the Ōpāwaho Heathcote Stormwater Management Plan and Ihutai-Estuary and Coastal Stormwater Management Plan. This time, the focus is the Ōtūkaikino Stormwater Management Plan.

11.   Proposed Addington Brook Restoration

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an overview of the proposed restoration master plan for Addington Brook within Hagley Park by Christchurch City Council for the Committee’s consideration.

2.   Officer Recommendations Ngā Tūtohu

That the Christchurch West Melton Water Management Zone Committee:

1.         Receives the report from Mike Patchett.

2.         Strongly supports the proposed master plan for enhancing the water quality and ecosystem of Addington Brook as it flows through Hagley Park, and informs the Council of the opportunity to utilise the outcomes of the project to build community awareness and education about healthy waterways.

3.         Provides a letter of support to Christchurch City Council for this proposal, recommending that the project be approved and given adequate budget.

 

3.   Report Te Pūrongo

3.1       Mike Patchett will provide an overview of a proposed project by Christchurch City Council to restore Addington Brook within Hagley Park.

4.   Background

4.1       Mike Patchett and Shelley Washington attended a briefing provided by Christchurch City Council staff and independent consultants helping develop a proposed master plan for the restoration of Addington Brook within Hagley Park. The project is complementary to a project that has been approved to create a large-scale water quality treatment facility for the water coming from the catchment upstream. The project aims to improve the health of the stream by restoring it to a more natural instream and riparian form and improve safety and enjoyment for visitors to the park. If it receives confirmation of budget from Christchurch City Council, the project work could start on the ground this summer and continue for two-three years after that.

4.2       Christchurch City Council is currently carrying out consultation with key stakeholders, including the Zone Committee. They have taken into account the living catchment plan that the Zone Committee was involved in developing in collaboration with other key organisations a few years ago to protect and improve the health of the stream.

4.4       Mike Patchett sees the proposal as having significant merit and that it could provide a model example of waterways restoration for community awareness and education.

4.5       The Christchurch City Council staff will present the proposal to the Councillors seeking funding for the project and wish to include in that an articulation of organisations who are supporting or not supporting the proposal. The Council officer leading the project, Grant Stowell, has requested support from the Committee to assist with his pending submission of the proposal to Council for project and budget approval. This is suggested to be in the form of a letter of support from the Zone Committee to include with the council officers submission to Council.

12.   Recommendation of allocations of CWMS Action Plan Budget in Christchurch West Melton Zone

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an opportunity to discuss and recommend allocations of the CWMS Action Plan Budget 2022 – 2023 to Environment Canterbury for the Christchurch West Melton Zone.

2.   Officer Recommendations Ngā Tūtohu

That the Christchurch West Melton Water Management Zone Committee:

1.         Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:

a.         $10,000 to the Water and Wildlife Habitat Trust for willow and woody weed clearing in the Ōtukaikino River Avon Ōtākaro Network for Avon in River Clean project (litter collection in river).               

b.         $8,000 to the Avon Heathcote Estuary Ihutai Trust as a contribution towards coordinator costs.

c.         $5,000 to the Pūharakekenui Styx Living Laboratory Trust as a contribution towards an Education Officer position.

d.         $5,000 to the Summit Road Society as a contribution towards Avoca Valley Stream Restoration project.

e.         $5,000 to the Christchurch Envirohub Trust for them to provide staffing and coordination to assist Zone Committee(s) to use the Stormwater Superhero trailer at events/engagement opportunities.  

f.          $2,000 to Treaty Education for Te Tiriti training for senior high school students and community group members.

2.         That the Committee recommends allocation of the remaining $5,000 of budget in either November 2022 or February 2023.

 

3.   Report Te Pūrongo

3.1       At a Zone Committee workshop on 28 July the Committee shared information about a number of potential projects that would help the Committee implement their action plan.

3.1.1   See Attachments A and B.

4.   Background

4.1       As part of the Canterbury Water Management Strategy, Environment Canterbury has provided a CWMS Action Plan Budget. The intention of the budget is to help Zone Committees implement their action plans. $50,000 is available per zone. The Zone Committee recommends the allocation of the budget. Environment Canterbury then makes the decisions and provides administration.

4.2       The main criteria are that the projects recommended reflect the zone committee’s action plan and that they are feasible, realistic and ready to start.

          The process for appointment of new Zone Committee members was completed with the final of the three Council’s approving the new members, with new members invited to the August meeting.

RECENT EVENTS

         Sediment Seminar

The Ōpāwaho Heathcote River Network and the Cashmere and Port Hills Working Group of the Zone Committee held a Sediment Seminar on 26 July 2022. The purpose was to initiate and host a conversation around erosion and sediment from the community perspective. It included:

 

·    Context by Annabelle Hasselman, Chair Ōpāwaho Heathcote River Network and Chair Christchurch West Melton Zone Committee

·    Sediment and water clarity context in Cashmere Catchment by Ken Rouse, Chair Cashmere Stream Care Group

·    Presentation about desktop study of how to identify specific erosion risk areas using desktop data such as LIDAR, Ognjen Mojsilovic, Environment Canterbury

·    Presentation about how the Christchurch Adventure Park is managing erosion and sediment control, Charlie Lyons, Christchurch Adventure Park

·    Brainstorming session to identify potential collaborative next steps for Christchurch Adventure Park and also the bigger picture of Cashmere Catchment and Port Hills

 

The Network are now exploring some key next steps and once done that, Shelley will organise a meeting of the Working Group to discuss:

 

·    Report back from Annabelle on Sediment Seminar and next steps. Discussion. Any steps working group wishes to help with.

·    Update on LIDAR project

·    Update on Rainy Day Inventory

·    Emily Heights intro and update

·    Potential field trip to Worsleys Valley subdivision

 

         Update on CWMS Action Plan Budget 2021-2022

Recipients/projects are required to send a mid-project progress report by end November 2022. As projects are completed, they will be asked to provide end project reports and may be requested to give the Zone Committee a presentation.

Three businesses have entered. Please contact Shelley if you have business contacts that you can encourage to enter and Shelley can provide the email you can forward to your contacts. A selection panel will be formed to assess the entrants.

         The next key step is for Zone Committee members to give presentations to community groups of         their choice. Shelley can provide you with a powerpoint presentation on a USB stick and a set of     brochures and a T.Shirt to wear.
