1. Purpose and Origin of the Report Te Pūtake Pūrongo
1.1 The purpose of this report is for the Waitai Coastal-Burwood-Linwood Community Board Submissions Committee to consider preparing a submission to the Council on the Development Contributions Policy Review 2025.
1.2 This report is staff generated.
2. Officer Recommendations Ngā Tūtohu
That the Waitai Coastal-Burwood-Linwood Community Board Submissions Committee:
1. Receives the information in the Development Contributions Policy Review 2025 - Board Submission Report.
2. Considers preparing a submission on behalf of the Board on the Development Contributions Policy Review 2025.
3. Notes that given the consultation timetable, the Submissions Committee will exercise its delegated authority to complete and lodge a submission on behalf of the Board.
3. Background/Context Te Horopaki
3.1 The Council has had a development contributions policy since 2004. Development contributions are collected to fund infrastructure required to support growth including the provisions of roading, water supply, wastewater, parks, swimming pools and libraries along with public transport and active travel infrastructure.
3.2 The current Development Contribution Policy was adopted in 2021 and now requires review.
3.3 The policy sets out the methodology used to recover costs incurred by Council for providing growth infrastructure from those who benefit from the provision of that infrastructure, such as private developers.

3.2 This Draft Annual Plan covers the second financial year of the Long Term Plan, from 1 July 2025 to 30 June 2026.
