1. Brief Summary He Whakarāpopototanga Poto
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the SailGP 2024 Event.
1.2 This report has been written because F50 League New Zealand have proposed to close roads in Lyttelton and in Central Christchurch, for SailGP 2024 to provide for the safety and efficiency of the roading network, enabling a mass transport solution to be deployed to transport attendees of the event to and from the event location. Utilising a mass transport solution is intended to reduce the event traffic movements overall by concentrating attendees into dedicated bus movements and reduce congestion.
1.3 F50 League New Zealand have proposed to close the following roads on the dates and times as listed below:
1.3.1 Colombo Street from the intersection of Armagh Street to 20m south of Armagh Street.
1.3.2 Armagh Street from Colombo Street to Durham Street North.
1.3.3 Oxford Terrace from Armagh Street to Gloucester Street.
· Proposed period of closures are from 10am to 7pm Friday 22nd, Saturday 23rd and Sunday 24th of March 2024
1.3.4 Godley Quay - From Voelas Road to End
1.3.5 Cyrus Williams Quay – Entire length
1.3.6 George Seymour Quay – Entire length
1.3.7 Charlotte Jane Quay – Entire length
· Proposed period of closures are from 12pm to 8pm Friday 22nd, Saturday 23rd and Sunday 24th of March 2024
1.4 The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.
1.5 Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Saturday 20 January 2024 with objections closing 29 January 2024.
1.6 No objections received by Council, as a result of the public notifications process.
1.7 Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.
1.8 On the weekend of the proposed closures there are other events occurring withing the greater Christchurch area. The other events impacts have been considered during planning and coordination for this event and the temporal impact of those events means that there will not be clashes as a result of the multiple events occurring.
1.9 The Christchurch Tram has been considered as part of the planning for the proposed Armagh Street closure and appropriate controls have been proposed to enable tram movements to continue through the closure.
1.10 In addition to the proposed Traffic Management Plan and Travel Demand Management Plan, to manage the impacts of the event, there will be specialist operations centres operating to oversee and manage the impact of the proposed event on whole of city operations.
1.11 Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

That the Road Closure Subcommittee:
1. Receive the information in the Report.
2. Authorise the approval of the temporary road closures for the SailGP 2024 event, proposed to be deployed as listed below:
a. From 10am to 7pm Friday 22nd, Saturday 23rd and Sunday 24th of March 2024:
i. Colombo Street from the intersection of Armagh Street to 20m south of Armagh Street, and
ii. Armagh Street from Colombo Street to Durham Street North, and
iii. Oxford Terrace from Armagh Street to Gloucester Street.
b. From 12pm to 8pm Friday 22nd, Saturday 23rd and Sunday 24th of March 2024:

1. Brief Summary He Whakarāpopototanga Poto
1.1 The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for various events at Apollo Project Stadium. The proposed road closures have been applied for to provide safe spaces for attendees to be separated from regular road users as they attend events at the stadium and to separate large numbers of pedestrians from vehicles on the road directly adjacent to the venue.
1.2 This report has been written because Venues Otautahi have proposed to close the following roads on the dates and times below:
· Jack Hinton Drive from Whiteleigh Avenue to Twigger Street
· Twigger Street from Jack Hinton Drive to Lincoln Road
· From 2pm to 7pm Sunday, 18 February 2024
· From 5pm to 10pm Friday,15 March 2024
· From 6pm to 11pm Friday, 22 March 2024
· From 5pm to 10pm Friday, 29 March 2024
· From 5pm to 10pm Friday, 26 April 2024
· From 2:30pm to 8pm Saturday, 4 May 2024
· From 5pm to 10pm Saturday, 25 May 2024
· From 5pm to 10pm Friday, 31 May 2024
· Due to the nature of the competition, the below timings will be unknown until competition results are finalised. Closures will be confined to a 5-hour closure period, in alignment with standard closure time frames, between the times outlined below.
· Between 12pm to 10pm on either 7, 8 or 9 June 2024
· Between 12pm to 10pm on either 14, 15 or 16 June 2024
· Between 12pm to 10pm on either 21, 22 or 23 June 2024
