4.1.     Leigh Figgitt - The Corner St Albans - Anglican Diocese of Christchurch - Parish of Merivale St Albans

 

Leigh Figgitt spoke on behalf of The Corner St Albans - Anglican Diocese of Christchurch - Parish of Merivale St Albans, regarding the work of The Corner community hub.

After questions from members, the Chairperson thanked Ms Figgitt for her presentation.

5.1.     Anne Scott - Spokes Canterbury - Northcote Road - Signalised pedestrian crossing to support the new Marian College

 

Anne Scott spoke to the Board on behalf of Spokes Canterbury regarding Item 11, Northcote Road - Signalised Pedestrian Crossing to support the new Marian College.

Ms Scott talked to the presentation found at Minutes Attachment A to this item, noting agreement with the proposed changes on Lydia Street, though some concerns in respect of Northcote Road, and requested a solution to the missing safe cycling link between the Northern Line cycleway and the QEII shared path, and a cycle sequence at the traffic lights.

The Chairperson thanked Ms Scott for her presentation.

8.   MacFarlane Park Neighbourhood Centre (Shirley Community Trust) - Ground Lease

That the Waipapa Papanui-Innes Community Board:

1.        Grant a ground lease to Shirley Community Trust over 130m2 of land located at 19 Acheson Avenue marked C and D on the plan in paragraph 5.7 of the report for a period of 33 years, including rights of renewal, in accordance with Section 61(2A) of the Reserves Act 1977 and subject to review every three years.

2.        Authorises the Property Consultancy Manager to negotiate, conclude and administer the lease on terms and conditions acceptable to him, and in doing so make any decisions necessary to give effect to this.

That the Waipapa Papanui-Innes Community Board:

Hoani Street/Sails Street:

1.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south west side of Sails Street commencing at its intersection with Hoani Street and extending in a south westerly direction for a distance of 29 metres, as shown on Attachment A of the report.

2.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south west side of Hoani Street commencing at its intersection with Sails Street and extending in a north westerly direction for a distance of 8 metres, as shown on Attachment A of the report.

3.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the north west side of Sails Street commencing at its intersection with Hoani Street and extending in a north easterly direction for a distance of 21 metres, as shown on Attachment A of the report.

4.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the north west side of Hoani Street commencing at its intersection with Sails Street and extending in a north westerly direction for a distance of 8 metres, as shown on Attachment A of the report.

5.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the north east side of Sails Street commencing at its intersection with Hoani Street and extending in a north easterly direction for a distance of 22 metres, as shown on Attachment A of the report.

7.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south east side of Sails Street commencing at its intersection with Hoani Street and extending in a south westerly direction for a distance of 20 metres, as shown on Attachment A of the report.

8.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the south east side of Hoani Street commencing at its intersection with Sails Street and extending in a south easterly direction for a distance of 9 metres, as shown on Attachment A of the report.

Chapel Street:

9.        Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the north west side of Chapel Street commencing at its intersection with Langdons Road and extending in a south westerly direction for a distance of 29 metres, as shown on Attachment B of the report.

10.      Approves, pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the north east side of Chapel Street commencing at its intersection with Langdons Road and extending in a south westerly direction for a distance of 21 metres, as shown on Attachment B of the report.

11.      Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolutions 1-10 above.

12.      Approves that these resolutions take effect when there is evidence that the signage and/or road marking restrictions described in this staff report are in place (or removed in the case of revocations).

1.        Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.        That the stopping of vehicles be prohibited at all times on the north side of Wairakei Road, commencing at a point 5 metres south-east of its intersection with Greers Road and extending in a south-easterly direction for a distance of 10 metres;

b.        A bus stop be installed on the north side of Wairakei Road, commencing at a point 15 metres south-east of its intersection with Greers Road and extending in a south-easterly direction for a distance of 15 metres;

c.        That the stopping of vehicles be prohibited at all times on the north side of Wairakei Road, commencing at a point 30 metres south-east of its intersection with Greers Road and extending in a south-easterly direction for a distance of 5 metres.

Bus stop #16520 - 256 Wairakei Road

2.        Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.        A bus stop be installed on the north side of Wairakei Road, commencing at a point 77 metres north-west of its intersection with Manor Place and extending in a north-westerly direction for a distance of 15 metres;

b.        That the stopping of vehicles be prohibited at all times on the north side of Wairakei Road, commencing at a point 92 metres north-west of its intersection with Manor Place and extending in a north-westerly direction for a distance of 12 metres;

c.        That all existing parking and stopping restrictions on the north side of Wairakei Road, commencing at a point 104 metres north-west of its intersection with Manor Place and extending in a north-westerly direction for a distance of 17 metres be revoked.

3.        Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.        A bus stop be installed on the north-east side of Wairakei Road, commencing at a point 23 metres south-east of its intersection with Jennifer Street and extending in a south-easterly direction for a distance of 14 metres;

b.        That the stopping of vehicles be prohibited at all times on the north-east side of Wairakei Road, commencing at a point 37 metres south-east of its intersection with Jennifer Street and extending in a south-easterly direction for a distance of 5 metres.

4.        Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.        That the stopping of vehicles be prohibited at all times on the north side of Wairakei Road, commencing at a point 43 metres east of its intersection with Aorangi Road and extending in an easterly direction for a distance of 12 metres;

5.        Approves pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.        A bus stop be installed on the north-east side of Wairakei Road, commencing at a point 19.5 metres north-west of its intersection with Pitcairn Crescent and extending in a north-westerly direction for a distance of 17 metres;

b.        That the stopping of vehicles be prohibited at all times on the north-east side of Wairakei Road, commencing at a point 36.5metres north-west of its intersection with Pitcairn Crescent and extending in a north-westerly direction for a distance of 12 metres.

6.        Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolutions 1 to 5 above.

7.        Approves that the above resolutions take effect when the traffic control devices that evidence the restrictions described in resolutions 1 to 5 above are in place.

The Board accepted the Officer Recommendations as well as the Officer Recommendation made at the meeting to make an additional grant for the late application received after the agenda had been issued, which the updated matrix at Minutes Attachment A for this item shows included.

13. Youth Development Fund Provision for Transitional Period

Part C

That the Waipapa Papanui-Innes Community Board:

1.        Agrees to increase the delegation to the Waipapa Community Governance Manager to approve grants of up to $500 from the Youth Development Fund for the period commencing immediately and concluding 10 working days prior to the first scheduled business meeting of the Board in the next electoral term (being the meeting after the inaugural one).

2.        Notes that that the delegation to the Community Governance Manger will revert to the authority to approve grants from the Youth Development Fund of up to $350 at end of the period described above.

3.        Approves the transfer of $3,000 from its 2022-23 Discretionary Response Fund to the Youth Development Fund.

1.          Approves a grant of $1,500 from its 2022-23 Discretionary Response Fund to American Football Canterbury Incorporated towards the cost of replacing damaged gear.

2.          Approves a grant of $500 from its 2022-23 Discretionary Response Fund to Avon Sequence Dancers towards the cost of hall hire.

15. Elected Members’ Information Exchange Te Whakawhiti Whakaaro o Te Kāhui Amorangi

Part B

The following information was exchanged between the Board members at this meeting:

St Albans Park - Toddlers Playground Fence

In respect of the previously noted issue of the gates not being in place, an update was sought and provided that the Park Rangers have reported back that the hinges and latches on the new gates are too flimsy for the location, and Citycare have been instructed to return to site the change the hinges and latches with a more appropriate option that will stand up to the intensified use experienced at St Albans Park.

Slater Street - Anti-Social Driving Behaviour

In respect of the previously noted correspondence from a resident concerned about anti-social driver behaviour on Slater Street and their desired mitigation through street design, it was confirmed that an update had gone back to the resident around the timeframe for the renewal works within the CRAF programme for the section of Slater Street from Warden Street to Shirley Road.

It was noted that the Board had also added this issue for the attention of the Police in writing to them about the anti-social driving issues reporting by Farquhars Road residents (the Board’s letter to Police is Minutes Attachment A to this item).

Laguna Gardens – Ground Cover

It was confirmed that an action had been referred to staff from the last meeting further to contact from a Laguna Gardens resident requesting ground cover planting for the soil around the subdivision’s feature palm following the removal of the planter box to prevent the soil erosion and improve the amenity.

Westminster Park

The Board noted resident complaints relating to pot holes in the car parking area next to Westminster Park off Westminster Street. It was suggested that the area needs a tidy up with the pot holes addressed, or if there is to be a rearrangement of the site to have the car parking elsewhere, the pot-holed area might be grassed and fenced together with the cleared area at 276 and 278 Westminster Street.

Noting the current funding allocated in FY32-35 for redevelopment of the area, the Board discussed that the incoming Board may wish to consider asking for this to be brought forward in its Community Board Plan.

Innes Road Neighbour Concerns

The Board noted that a Board member received correspondence from an Innes Road resident concerned at the activity of their neighbour in building up their land with flow on effects for the concerned resident. The Board suggested that they be referred to Customer Services for advice, considering that the activity may require a resource consent.

Flood Management Options for Edgeware Road at Edgeware Village

It was noted that the staff report to the Council on this matter would be released to the Board and the public in the Council agenda anticipated to issue later in the day for the Council meeting on 8 September 2022. The Chairperson acknowledged the process followed by staff who were taking Officer Recommendations to the Council as decision-maker, noting the extensive feedback the Board had provided to Three Waters staff to consider in forming their Officer Recommendations.

Email Migration

The Board expressed concern that the work technical staff had undertaken on email migration for the Board members further to security upgrades had caused some service interruption to some members’ email access across the final implementation of the migration. Board members felt it was insufficient to merely receive email communication around that final important stage of the process that had been preceded by in person assistance with putting in place the authentication pre-requisites. Community Governance staff were asked to provide feedback on this for the Board.

The Board had particular concern that the upgrades to the email security settings had gone too far in impacting email usability to the point of impeding elected members’ ability to be accessible.

11. Northcote Road - Signalised Pedestrian Crossing to support the new Marian College

 

Board Comment

1.              The Board received, and considered in relation to this item, a deputation made on this matter from Anne Scott on behalf of Spokes Canterbury (refer Item 5.1 above).

2.              Staff were assisted in presenting this item to the Board by Transportation Engineer and Planner, Axel Downard-Wilke of ViaStrada, and Project Director for the Catholic Diocese, Mat Whittleston of Cequent Projects.

3.              The Board accepted the Officer Recommendations, but made additional recommendations to the Council recommending it request:

a.              that staff work with Foodstuffs to investigate an opportunity to create a shared path to link Main North Road and Lydia Street via Foodstuffs land; and

b.             to bring forward, to the 2023-24 Annual Plan, scheme design funding for the Northcote Road Corridor Improvement Project (Line 915 in the LTP) in order to provide a link between the Northern Line cycleway and the QEII shared path.

1.        Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of vehicles be prohibited at any time on:

a.        The south side of Northcote Road commencing at its intersection with Lydia Street and extending in a easterly direction for a distance of 67 metres.

b.        The south side of Northcote Road commencing at its intersection with Lydia Street and extending in a westerly direction for a distance of 21 metres.

c.        The north side of Northcote Road, commencing at its intersection with Fenchurch Street, and extending in a westerly direction for a distance of 130 metres.

2.        Approves that under clause 8 of the Christchurch City Council Traffic and Parking Bylaw 2017, a marked bus stop be installed on the southern side of Northcote Road, commencing at a point 21 metres west of its intersection with Lydia Street and extending in a westerly direction for a distance of 14 metres.

3.        Approves that the pathway on the south side of Northcote Road commencing at its intersection with Lydia Street and extending in an easterly direction for a distance of 21 metres be resolved as a shared pedestrian/cycle pathway in accordance with Clause 21(1) (a) of the Christchurch City Council Traffic and Parking Bylaw 2017.

4.        Approves that in accordance with Part 2, Clause 17 of the Christchurch City Council Traffic and Parking Bylaw 2017, the left turn movement from Northcote Road into Lydia Street be prohibited for goods and service delivery vehicles over 3,500kg.

Lydia Street

5.        Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of vehicles be prohibited at any time on:

a.        The east side of Lydia Street commencing at its intersection with Northcote Road and extending in a southerly direction for a distance of 50 metres.

b.        The west side of Lydia Street commencing at its intersection with Northcote Road and extending in a southerly direction for a distance of 60 metres.

6.        Approves that in accordance with Part 2, Clause 17 of the Christchurch City Council Traffic and Parking Bylaw 2017, the right turn movement from Lydia Street onto Northcote Road be prohibited, this turn restriction is to apply for any class vehicles.

7.        Approves that the pathway on the east side of Lydia Street from its intersection with Northcote Road to the end of the legal road be resolved as a shared pedestrian/cycle pathway in accordance with Clause 21(1) (a) of the Christchurch City Council Traffic and Parking Bylaw 2017.

8.        Approves that a Give Way control be placed against Lydia Street at its intersection with Northcote Road, in accordance with Section 10.3 of the Land Transport rule- Traffic Control Devices: 2004.

9.        Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolutions 1-8 above.

10.      Approves that these resolutions take effect when there is evidence that the road marking restrictions described in the staff report are in place (or removed in the case of revocations).

That the Waipapa Papanui-Innes Community Board Recommends that the Council:

11.      Approve the installation of traffic signals (to facilitate pedestrians and cyclists crossing Northcote Road), including all associated road markings on Northcote Road to the east of its intersection with Lydia Street as detailed in Attachment A.

12.      Revoke the existing permanent speed limit of 40 kilometres per hour on Lydia Street (entire length).

13.      Approve pursuant to Part 4 Clause 27 of the Christchurch City Council Traffic and Parking Bylaw 2017 and Land Transport Rule, Setting of Speed Limits 2022: that the permanent speed limit on Lydia Street be set at 30 kilometres per hour (entire length).
