3. The Impact of Three Waters Reform on the Ōtākaro Avon River Corridor |

Dave Little presented to the Committee the key policy decisions relating to transfer of territorial stormwater responsibilities to the new Water Service Entities (WSE). The key points covered were: · Water Service Entities will be responsible for the urban stormwater network infrastructure currently owned and operated by territorial authorities. This will be transferred to the WSE’s. · Infrastructure providing stormwater service for roads (and rail corridors) will not transfer to the WSE’s. · Regional Council river and flood management functions and infrastructure are outside the scope of the Three Waters Reform Programme. The Committee discussed the design of the Ōtākaro Avon River Corridor. |

6. Ōtākaro Avon River Corridor Co-governance Establishment Committee Delegations Framework |

Andrew Rutledge presented to the Committee the powers and functions delegated to the Committee with the key functions being to: · Advise on the Enduring Entity for OARC. · Governance Oversight of the implementation of the Activity Management Plan. · Appoint subcommittees. The Committee members discussed their function and outlined a timeframe for putting a proposal to Council. Timeframe: · Draft by March or April · Proposal to Council before May. The Committee decided the work would be most efficiently dealt with by splitting their functions between two subcommittees, one of which to work on the advice on the enduring entity for OARC with the other to work on governance oversight of the implementation of the activity management plan. The Committee members then determined which subcommittees each member would be a part of. Enduring Entity for OARC subcommittee members: · Lianne Dalziel · Dr Te Maire Tau · Dr Cynthia Roberts · Tutehounuku Korako Governance oversight for projects subcommittee members: · Kelly Barber · Tania Wati · Julyan Falloon · Hayley Guglietta The Committee noted that a newsletter should be produced early 2023 setting out the Committee’s ambitions. |
