Purpose / Origin of the Workshop |
The Draft Annual Plan 2026/27 is currently out for consultation with the closing date for submissions being 31 March 2026. Environment Canterbury is also currently consulting on its Annual Plan with submissions due by 31 March 2026. The Council does not intend to make a submission. The purpose of this workshop is for the Board to consider the content of its submission on the Draft Annual Plan 2026/27 and to consider whether to make a submission on the Environment Canterbury Draft Annual Plan 2026/27 and the content of any submission. |

Background |
Section 52 Local Government Act 2002 sets out the role of community boards and includes that boards prepare an annual submission to the territorial authority for expenditure within the community. As the Council is not making a submission on the Environment Canterbury Draft Annual Plan 2026/27 community boards may make a submission provided that: The submission: · makes it clear that the Board is not speaking on behalf of the Council. · makes it clear that the Board does not necessarily represent the view of the Council. · only relates to matters directly affecting the communities represented by the Board and not any boarder city-wide matters or matters impacting other communities. The Council is to be advised in advance of the Board’s intent to make a submission and the anticipated content. |
