Purpose / Origin of the Information Session |
The purpose of this information session is for staff to update the Board on various growth-related transport work occurring in the Community Board area. Any shared information is not confidential.

Background |
Johns Road The Johns Road scheme plan aims to convert a semi-rural ex-state highway to an urban arterial road, adjacent to the Northwest Belfast ODP area. Development in the future will include multiple new road intersections with Johns Road on the north side. To support the future development the following Johns Road changes are proposed: - New Crossing island (staggered island) with buildouts about 200m west of Main North Road. This island links to a pedestrian accessway through to Chrysolite Place and through to the school site. - Additional crossing islands linking existing residential area on the south side of Johns Road to future development on the north side - Flush Median along the length of Johns Road
McLeans Island 90 degree bend realignment - Condition of quarrying consent(s) - Access road provides access to the quarries - Includes realignment of the curve, including right turning bays and left turn deceleration lanes.
Styx Mill Road, Highsted, and Cavendish This is a greenfield subdivision in the Upper Styx Outline Development Plan area, of which many sections are already completed and with resource consent issued for others. Scheme design includes changes to the existing road network including: - Pedestrian crossing points (islands) linking new subdivisions to footpaths and pedestrian accessways, including o Gardiners Road by Berryfields o Island at Highsted/Styx Mill intersection o Multiple crossings on Styx Mill Road - Progressive upgrading of Styx Mill Road with road widening, kerb and channel, and footpath.
Highsted Road by stormwater facilities On Highsted road north of Elsie Lang Lane, as part of works on the stormwater network the Council will also be working on the culvert and subsequently upgrading the adjacent road. As this will cross a busier collector road and will form part of a recreational walking road linking along a green spine in the ODP, the scheme design includes: - road narrowing to reduce crossing distance, - redirection of on-road cyclist off-road onto a shared path, and back onto the road after the narrowing - raised platform or similar speed management feature at the narrowing to manage speeds where pedestrians may be crossing.

Next Steps |
· At a later date, a report will be brought to the Community Board for approval of regulatory changes on the existing road network

Purpose / Origin of the Information Session |
The purpose of this information session is to update elected members on the changes to Council’s contestable funding for the 2025/26 financial year; including the new funding platform, SmartyGrants. Staff will also provide information on the range of community funding that is available to community organisations through Council. This information session is being provided in advance of a comprehensive review that will be presented to the incoming Council and Community Boards in late-2025.

Background |
Council’s previous funding platform, Salesforce, was at the end of its lifecycle as an IT platform and was costing Council significant OpX to maintain. The new funding platform, SmartyGrants is used by over half of the TLA’s across New Zealand (including Environment Canterbury and Auckland City), as well as various community trusts and funding providers. It is an industry-leading solution and a social-enterprise, with fees less than ¼ other competitive options available. Compared with the outgoing solution, SmartyGrants will bring a range of improvements to Council’s community funding schemes for the community organisations who apply, staff and elected members alike. Included as Attachment A, staff have provided a summary of the contestable and non-contestable funding schemes that are available to community organisations in Christchurch. The intention is to inform elected members of these offerings, so that in interactions with community organisations, quality advice can be provided.

Next Steps |
· A number of funds are already being administered through Smartygrants. Elected members will note an immediate improvement to the presentation of decision matrices and reports on grant-spend. · The remaining funds will be transferred to the new platform, before decommissioning Salesforce at the start of the new Financial Year. · Staff will collect and review community feedback on the changes made and adjust/improve the new platform and any processes iteratively over the coming year.
