This information session is expected to last for 20 minutes.

Purpose / Origin of the Information Session

The purpose of this session is to inform the Waitai Coastal–Burwood–Linwood Community Board of the upcoming consultation to improve the Burwood and Mairehau intersection.

Background

Plans to upgrade this intersection have been progressing for some time, acknowledging its significance in facilitating access to the surrounding residential areas and Burwood Hospital.

Previous investigations have been undertaken to identify the cause and effect that the opening of the Christchurch Northern Corridor and surrounding residential developments have had on traffic volumes within the surrounding area.

Collectively, these investigations have contributed to the assumption that upgrading of the Burwood/Mairehau intersection will be necessary at some point to cater for increased traffic volumes.

Key Issues

The following issues at the intersection have been taken into consideration in both scheme design options for consultation:

·    Pedestrian access to nearby facilities

·    Safety for vulnerable road users, including early engagement with Burwood Spinal Unit. Mid-block crossing proposed outside hospital entrance.

·    Traffic flow, including turning radius for large vehicles

·    Road corridor constraints and parking

·    Utilities (Undergrounding overhead power lines if signalisation is preferred).

·    PT, early engagement with Ecan (concerns around speed humps & turning radius at the intersection)

The two options being consulted on include:

1.    Signalised intersection

2.    Upgrading the roundabout with raised platforms on the approaches

Next Steps

·    Consultation with the public is planned start Friday 6 June and run for 3 weeks

·    Community Board approval of a preferred option in September 2025

3.     Coastal Hazards Adaptation Planning: Lessons Learnt and Where to Next

Purpose / Origin of the Information Session

The purpose of this session is to:

-      Present the lessons learnt that have been developed from undertaking the first tranche of adaptation planning with communities in Whakaraupō Lyttelton Harbour and Koukourarata Port Levy and seek any further feedback you have on this pilot process.

-      Present the options for where adaptation planning with communities could occur next and seek your feedback on these options in advance of a Council decision.

 

Background

On 4 March 2025 the Council adopted the Coastal Hazards Adaptation Plan for Whakaraupō Lyttleton Harbour and Koukourarata Port Levy. This is the first adaptation plan agreed across the district.

We have undertaken a ‘lessons learnt’ review to outline the areas of strength and the key areas for improvement for the Coastal Hazards Adaptation Planning (CHAP) programme which have been identified through survey results, thematic analysis, and team workshopping.

The remaining area of the Christchurch district which is exposed to coastal hazards has been split into four proposed Adaptation Areas. To ensure that these areas are manageable, logical and effective, they have been developed with input from the Council’s community governance, parks, planning, and three waters teams as well as the natural hazards advisor at Environment Canterbury.

Once a decision has been made on where adaptation planning with communities is undertaken next, we will undertake a process of carrying lessons learnt through to future adaptation planning processes reflecting on the context-specific nature of some of the lessons.

 

Key Issues

·    Regardless of where adaptation planning is undertaken next, it will be critical that the relationship between the CHAP programme and related programmes is well communicated. For example, consistent messaging with the Coastal Hazards Plan Change (PC12) is being developed with the aim of providing clear messaging to communities.

Next Steps

·    Staff will be seeking feedback on the location of the next adaptation planning process with other Community Boards, the Coastal Hazards Working Group, ELT, Mahanui Kurataiao, Whitiora, and Council. This process is expected to take several months. Once priorities and preferences are understood, staff will develop a recommendation to take to Council in late 2025 or early 2026.

·    We are undertaking several technical work packages which will increase our understanding of our coastal environments, the hazards within them and the risks associated with them. This work will also benefit other Council programmes such as PC12 and the Land Drainage Recovery Programme.

·    Over the coming months we will also be focussing on several ‘pre-engagement’ programmes which will aim to increase general climate hazard literacy and awareness across the district. This also responds to the lessons learnt work where we found that some of the concepts we were sharing were not well understood.
