Key points / Background |
In late 2023, Christchurch City Council began working with Taumata Arowai on a project to gain a better understanding of the presence of viruses in Canterbury groundwater. Christchurch City Council’s drinking water supply abstracts groundwater from a number of wells within the city’s boundaries and as such the virus rules that Taumata Arowai develops have the potential to impact the operation and/or compliance of the Christchurch City supply. An understanding of the presence of viruses in Canterbury groundwater, informed by research will provide information for the preparation of new virus rules. |

Purpose and Origin |
· Purpose: To inform the Council of: o the findings of early engagement with the community and other stakeholders on possible policy options for a draft Local Alcohol Policy (LAP), and o the content and settings of a draft LAP, which staff have developed for consideration by the Council at its meeting on 16 April. · Origin: Staff-generated presentation, produced in support of work to discharge the following Council Resolutions: o CNCL/2024/00072 of 5 June 2024: § (3) Directs staff to commence work on development of a Local Alcohol Policy and report to Council on progress before the end of 2024. o CNCL/2025/00165 of 5 February 2025: § (3) Directs staff to continue work on the development of a draft Local Alcohol Policy to enable the Council to consider adopting a final version before the local elections in October 2025. § (4) Directs staff to undertake pre-consultation engagement to inform the development of a draft Local Alcohol Policy. |

Key points / Background |
· The Council decided to start work to develop a LAP in June 2024, following legislative changes that simplified the LAP process, concerns about alcohol-related harm being raised by the community, and expressions of support from NZ Police and Te Whatu Ora. · To inform our understanding, we carried out extensive research and analysis, drawing on local, regional and national data, including statistics provided by the Police, Te Whatu Ora, and our Alcohol Licensing Team. · Following this work, we developed five possible policy options a LAP could include, as well as one additional non-LAP option. · We tested these options with the community, industry representatives and statutory consultees, via a survey. It was completed by 3,478 individuals and 107 organisations between mid-February and early March 2025. · The findings of our survey showed support in the community for controlling the availability of alcohol using some of the tools that can be included in a LAP. · By combining these findings with our qualitative data and research, we’ve been able to refine our initial possible options into the policy proposals in our draft LAP. |
