2.   Local Alcohol Policy (LAP) - Update and Next Steps

·         Councillors Keown and Gough have declared a conflict of interest in this item and took no part in the discussion.

·         Next week Council will be asked to decide timeframe for completing this work.

·         A comprehensive research report will be provided to the Mayor and Councillors following this session and will organise drop-in sessions to discuss this if wanted.

·         LAP is limited to matters of alcohol licensing and cannot consider policies that don’t relate to alcohol licencing.

·         In Ōtautahi | Christchurch the Police attend alcohol related harm incidents in more deprived areas compared to less deprived areas. There are more on-licence and off-licence places in higher areas of deprivation and these places have earlier opening and later closing times.

·         Developed six possible options to test with the community – Council can choose to adopt all, some, or none of the options. The 6 options are: Reduce trading hours for off-licences; temporary freeze on new licence applications in high deprivation areas; restrict licensed premises from being location close to sensitive sites*; reduce trading for on-licences in suburban areas; introduce one-way door restrictions; use other measures to reduce alcohol-related harm.

·         *Sensitive sites include early childhood education centres, primary and secondary kura | schools, addiction and rehabilitation facilities, Marae, and places of worship.

·         Timeline options: option one, continue work on LAP, with the process complete before the local elections this year; option two engage with community on issues and options then pause further work on LAP for the remainder of the current Council term; option three, pause work on a LAP for the remainder of the current Council term without engaging the community on issues and options.

·         Staff responded to Councillor questions.

3.   Council submission on Resource Management (Consenting and Other System Changes) Amendment Bill

·         RMA reforms happening in three stages. Today we are discussing RMA Bill. Two to be introduced in late 2024, this is part of stage two.

·         This relates to five broad categories: Housing growth; infrastructure and energy; farming and the primary sector; emergencies and natural hazards; and system improvements.

·         Housing Growth: Introduces the idea of further updating the NPS-UD, inserting housing growth targets, enabling greenfield growth, delivering housing along strategic transport corridors, and mixed-use development.

·         Bill sets up two scenarios. Option one: where a Council has yet to implement the MDRS, from 12 months after the act comes into force Councils can write to the Minister and state its request to withdraw those elements. Scenario two: change to the district plan. This would be similar in scale to PC14.

·         Draft submission circulated a few weeks ago, high-level and focuses on our role as a Territorial Authority. There is a detailed appendix that will be attached to the Council meeting next week.

·         The deadline for the submission is 10 February 2025. It will be at the Council meeting on 5 February 2025.

·         The National Direction Package to be released for consultation in Q1/2. This includes infrastructure and energy; farming and the primary sector; emergencies and natural hazards.

·         The RMA Bill discussed today will be gazetted in mid-2025.

·         Staff responded to Councillor questions.
